2 REQUEST FOR PROPOSALS FUNDRAISING CONSULTANT FOR BERKLEY POINT CAPITAL CAMPAIGN INTRODUCTION The Port Authority of Kansas City, Missouri ( Port KC ), a political subdivision authorized under RSMo Chapter 68 and chartered by the City of Kansas City, Missouri, is seeking written proposals for a fundraising consultant ( Professional ) to raise money for Berkley Point which will be a place of recognition, connection, contemplation and celebration honoring former Mayor Richard L. Berkley at Berkley Riverfront. A description of the project can be found in links and attachments to this request for proposal. Please consult Chapter 68 et seq., RSMo to review the scope and powers of Port KC. HISTORY Port KC is a political subdivision of the State of Missouri created pursuant to Section et seq., RSMo ( Port Authority ) and chartered by the City of Kansas City, Missouri. Port KC is governed by a Board of Commissioners appointed by the mayor of Kansas City. Port KC is granted broad governmental and business enterprise powers for the purpose of promoting economic development and job creation. The most important of these powers are: To acquire, own, construct, redevelop, lease, maintain, and conduct land reclamation, residential, commercial and mixed-use development, industrial parks, facilities, terminals, terminal facilities and any other type of port facility; To promote and expand inland and river port commercial throughput of cargo and freight; To identify and pursue redevelopment opportunities at blighted and historic preservation sites; To redevelop the Downtown Kansas City Riverfront to promote and develop new opportunities for residence, commerce and leisure; and To promote the full integration of multi-modal transportation assets to increase commercial opportunities locally, nationally and internationally.

3 Port KC s statutory powers of issuing bonds, land reclamation and the ability to enter into contracts to implement its development projects make it a unique and influential agency. Port KC has the flexibility to engage in a wide variety of strategic economic development projects that are vital to the economic progress of Kansas City. MISSION/VISION Port KC s mission is to grow the economy of Kansas City s port district through transportation, global commerce and development. Port KC s vision is to be the premier port providing efficient, effective, and innovative transportation and development solutions to compete nationally and globally. PARTICIPATION IN A FEDERAL WORK AUTHORIZATION PROGRAM Section , RSMO requires that as condition for the award of any contract in excess of five thousand dollars the business entity shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection with the contracted services. This requirement will be incorporated into the final contract for the potential bid winner, and any potential bid winner s failure to sign the affidavit of compliance may result in revocation of the award. PORT KC S AFFIRMATIVE ACTION POLICY Port KC encourages participation by companies who have been certified as a Minority Business Enterprise ( MBE ) or Women s Business Enterprise ( WBE ) by the City of Kansas City, Missouri Human Relations Department. The company will be required to comply with Port KC s Affirmative Action Policy should the contract amount exceed $117, (except for personal service contracts). A copy of Port KC s Affirmative Action Policy can be viewed at this link to the Port KC website: TIMELINE AND GROUND RULES Submission of three (3) sealed Proposals and one (1) electronic format (USB or CD/DVD disc) will be accepted by Port KC at its offices located at 300 Wyandotte Street, Suite 100, Kansas City, Missouri 64105, until February 28, 2018 at 3 p.m. Central Standard Time. No fax or proposals will be accepted. Any questions

4 should be submitted to before February 23, 2018 at 4 p.m. Central Standard Time. Interested Professionals shall not contact Port KC staff before Proposals are due. Any and all inquiries must be directed to info@portkc.com. Failure to follow this procedure may result in a Professional s disqualification. A response will be generated promptly, with a goal of within one (1) business day of receipt of . All questions and answers will be posted anonymously on the RFP/Q page of Port KC s Website. The Professional understands and agrees that Port KC shall have no financial responsibility for any costs or losses incurred as a result of proposer responding to this Request for Proposals. Port KC reserves the right to reject any and all Proposals submitted, and to accept portions of any one Proposal. SCOPE OF WORK The Request for Proposals (RFP) is for a fundraising consultant for Port KC s Berkley Point Capital Campaign. Berkley Point, to be located at the western end of the Berkley Riverfront, will be a place of recognition, connection, contemplation and celebration. It will be the final resting place for former Mayor Richard L. Berkley and a place to recognize his accomplishments. It will connect and celebrate Mayor Berkley s love of Kansas City, photography and art. It will include a contemplative space with views overlooking the Missouri River and a visual connection to City Hall. Berkley Point may also include an amphitheater that could be home to dance and/or theatrical performances. The Berkley Point Schematic Design brochure can be found as exhibit A. Preliminary design development drawings can be found as exhibit B. The campaign goal for this project is between $2-3 million dollars. A preliminary cost breakdown can be found in exhibit A. The Berkley Riverfront includes a 17-acre park located on the south bank of the Missouri River between the Kit Bond Bridge and Heart of America Bridge. Amenities include the Riverfront Heritage Trail, six sand volleyball courts, riverfront fitness and a fitness court which will open in the summer of Berkley Riverfront is home to many events including Riverfest, Wanderlust, PrideFest and Nanobrews. The park is adjacent to the 45-acre development site which will create a world-class urban village of offices, residential and retail space. It is home to Union Berkley Riverfront, a mixed use project currently under construction, which will feature 410 luxury apartment units, 400 parking stalls, and 12,000 square feet of retail shopping across five acres, and Bar K, a dog park and restaurant. 5 Port KC seeks a fundraising consultant to identify and approach potential donors to provide financial or in-kind support for Berkley Point. The successful proposer will have at least five years fundraising experience, superior relationship building skills, excellent communications skills and will have demonstrable experience of non-profit fundraising. The contract duration will terminate once the financial goal is met or after one year. The fundraising consultant will: Work with the Port KC team to develop a fundraising strategy. To research the potential for setting up a charitable foundation to lead the Berkley Point Capital Campaign. Seek funding or in-kind support with and on behalf of Port KC or charitable foundation set-up to collect donations. Meet with the Port KC team for updates on a schedule to be determined. PROPOSAL FORMAT AND REQUIREMENTS Please include the following information and address the following topics/questions. A cover letter including the name of the proposing organization, the name of the individual assigned to the project, address, address and phone number. Services you have previously provided relative to a capital campaign. Experience with similar projects (national vs. regional or local, type of organization, size of community, etc.). Describe your campaign process. What distinguishes your processes and approach from those of others? Provide a proposed campaign strategy and implementation schedule. Breakdown of services proposed with prices and terms. A list of anticipated reimbursable expenses and the rate charged for each. Any other additional fees or charges. What are your expectations of our organization s board and staff during the campaign process? Provide information regarding the resources and involvement that you will require from us. Provide any other services that may be considered as an added value. CONSULTANT SELECTION Proposals will be evaluated and scored by Port KC staff. Proposals will be evaluated using the following criteria:

6 Overall match between the RFP requirements and proposal: Understanding of scope, objectives and completeness of response. Qualifications and previous work of consultant Demonstrated ability of consultant to carry out fundraising plan of similar character and size. Cost effectiveness. The staff may or may not choose to conduct telephone, online or in person interviews with one or more respondents. Upon selection of a finalist Port KC will enter into contract negotiations. The anticipated start date is April 1, INSURANCE REQUIREMENTS (i) Commercial General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, written on an occurrence basis. The policy will be written or endorsed to include the following provisions: a. Severability of Interests Coverage applying to Additional Insureds b. Contractual Liability c. Per Location Aggregate Liability Limit or, where not available, the aggregate limit will be $1,000,000. d. No Contractual Liability Limitation e. Additional Insured Endorsement, ISO form CG20 10, current edition, or its equivalent. f. Primary and non-contributory shall apply. (ii) Workers Compensation Insurance as required by statute, including Employers Liability with limits of: Workers Compensation: Statutory Employers Liability: $500,000 bodily injury by accident each accident $500,000 bodily injury by disease policy limit $500,000 bodily injury by disease each employee (iii) Commercial Automobile Liability Insurance with a limit of $1,000,000 per occurrence, covering owned, hired, and non-owned automobiles. Coverage provided will be on an any auto basis and written on an occurrence basis. (iv) Umbrella or Excess Liability coverage with minimum limits of $2,000,000.
