1 April 20, 2017 INVITATION FOR CONTRACTORS TO BID Project Address: 40 Maple Street Summit, NJ Project Summary Overview: Approximately 3,220 sf 3 rd story addition over existing 2 story building in downtown Summit. Building is owned by the Elks Lodge An upscale restaurant tenant (Fiorino s) occupies the first floor and a portion of the basement. A barbershop tenant occupies a small portion of the first floor as well. The second floor is occupied by the Elks Lodge and contains a ballroom and private club/lounge where alcoholic beverages and food is served to its members. Client: BPOE Elks Lodge 1246 Architect: WESKetch Architecture, Inc, Millington, NJ. William Kaufman/Tom Vierschilling Construction Manager: WESK CM, LLC. Millington, NJ. Darrin Ciaccio / General Information: Bidders are notified that in order to accommodate these active tenants without disruption, portions of the work will be performed off hours and coordination with active tenants will be a requirement of the project and shall be included in the base scope of services. A new wet fire suppression sprinkler system will be installed throughout the entire building, in all levels of the existing building and new addition including the occupied restaurant and basement. Upgraded water service to building and associated site work will be the responsibility of the Contractor. Hydrant flow tests have been previously performed by the water company and found to be satisfactory for the scope of work proposed in the Contract Documents. The existing electrical service will be upgraded along with associated site work. Sidewalk Bridge & Scaffolding will be required for this project. Design and permitting will be the responsibility of the General Contractor. Design shall be submitted to the Architect for approval prior to the issuance of any permit. Sidewalk bridge shall include lighting and signage for Fiorino s restaurant.
2 PROJECT DESCRIPTION The existing second floor lounge and ballroom will be renovated to generally include but not be limited to: 2 new steel and concrete egress stairs to access the new 3 rd floor rooftop lounge. A limited use limited accessibility elevator connecting the 2 nd floor and 3rd floor only A mechanical Dumbwaiter traveling from the second floor to the new third floor. A new bar in the existing private club room on the second floor. A new service bar adjacent to the ball room on the second floor. A remodeled second floor lobby space. A new walk in keg cooler on the second floor. Renovated finishes on the second floor ballroom and lounge and lobby areas. Bathrooms on the second floor to remain. New HVAC ducting with mechanical roof top units to be located on New Roof to service both the second floor as well as the new third floor. Removal of preconstruction temporary walls and other selective demolition. The third story Addition will be built as a concrete deck over steel frame with noncombustible & protected construction. Masonry partywall/firewalls will be extended. The existing steel beams currently supporting the roof deck will be strengthened from below via the ballroom ceiling by welding additional steel reinforcement to the bottom chord. The steel structure will be fire rated as required by code. The third floor Addition will generally include but not be limited to: An approx. 2,200 sf interior lounge/bar o Gas fireplace o 2 restrooms o Bar o A limited use limited accessibility elevator connecting the 2 nd floor and 3rd floor only o A Dumbwaiter servicing the second and third floor only. o Fixed Bar table seating o Large custom shuffleboard table o HVAC with exposed interior ducting with mechanical roof top units to be located on new roof An approx. 1,020 sf exterior terrace lounge with pedestal supported porcelain paver floor decking. o Built in Planters o Exterior custom built lounge seating o Gas fire pit table o Lighting and landscaping The General Contractor shall provide on site competent and qualified supervision and labor throughout the duration of the project during all working hours of operation while work is performed.
3 GENERAL CONTRACTOR BIDDER QUALIFICATIONS (DOCUMENTATION TO BE PROVIDED WITH FINAL BID SUBMISSION): Interested bidders must demonstrate their qualifications to perform the WORK and meet the following minimum criteria: Bidder must demonstrate bond capability to $2,000,000 o List Bond agent o Provide Bank Reference Insurance A. Workmen s Compensation and Occupational Disease Insurance Statutory Coverage Employer s Liability $1,000,000/$1,000,000/$1,000,000 B. Comprehensive General Liability Insurance including Contractual, Independent Contractors, Products and Completed Operations Liability: Bodily Injury Liability Property Damage Liability Personal / Advertising Injury Standard Contractual Liability Wording CSL $1,000,000 Occurrence/$2,000,000 Aggregate Per Project C. Automobile Liability Insurance: Bodily Injury Liability Property Damage Liability Including Hired & Non Owned Vehicles CSL $1,000,000 Occurrence D. Umbrella Liability Insurance: Insuring over any Commercial General Liability Auto Liability Employer Liability E. CSL $5,000,000 Occurrence F Crane operator insurance min $10,000,000 General Liability Contractor will require all sub contractors to have insurance coverages and will obtain certificates of insurance from each for the benefit of the Owner. Contractor s Policies cannot include an exclusion of coverage, a limitation of coverage, or a sub limit of coverage related to the existence of or adequacy of insurance of a sub contractor of the Contractor.
4 Contractor will provide full copies of any of its insurance policies if requested by the Owner Contractor must demonstrate a minimum 10 years experience on constructing similar relevant commercial projects. o Provide list of 3 5 comparable projects including: Project scope Project cost Project timeline Name of Architect The Summit Elks Board of Trustees in conjunction with the Construction Manager and the Architect shall make the final determination as to qualified bidders based on the evaluation of the criteria submitted. Bids from unqualified Contractors will not be considered. SUB CONTRACTORS/TRADE PROFESIONALS Winning bidder shall submit a list of primary subcontractors as well as minimum sub contractor qualification criteria including insurance requirements, relevant experience, financial or economic stability, labor force, etc. The Elks is an organization comprised of over 1700 local members. It is the desire of the board of trustees to allow for the open and fair participation of interested and qualified sub contractor and tradesmen members within the organization to bid portions of the work. Qualified Elks member sub contractors shall submit their request to bid along with an affidavit certifying they meet the minimum bid criteria for sub contractors to the board of trustees by Monday, May 1 12:00 noon for consideration. A list of Elk member sub contractors shall be provided to the bidding General Contractors by Thursday, May 4 at 5:00PM for their consideration. It is a requirement of this bid process to invite interested Elk member sub contractors provided by the board of trustees to bid on relevant portions of the Work, however, the General Contractor shall be solely responsible for the final selection of, and the work of all sub contractors, and the GC shall have sole and final discretion over the vetting and hiring of all of its sub contractors and tradesmen. Neither the Elks, the Architect nor the CM make any endorsement or recommendation as to the qualifications or capabilities of any sub contractors or tradespeople provided.
5 SUBCONTRACTOR/TRADE PROFESSIONAL BID QUALIFICATION Recommended Minimum Requirements for Bidding Subcontractors Insurance Requirements o Must provide Certificate of Insurance Minimum $1 Million Liability Minimum $2 Million Umbrella Minimum $500,000 Workers Comp (depending on scope of work and cost) Contractor must have experience with projects of similar size and scope o Provide 2 Contractor references o Provide images/examples of work (for finish trades) Contractor must have adequate workforce available to meet the project schedule/timeline. Valid State License required for: o Plumbing Contractors o Electrical Contractors o Sprinkler/Fire suppression GENERAL CONTRACTOR BID PROCESS: 1. Interested Qualified General Contractors shall send a request for bid documents along with the attached affidavit attesting they meet the minimum bidder qualifications outlined herein to WESKetch Architecture via to Thomas Vierschilling, Project Architect tv@wesketch.com by 12:00 Noon Monday May 1 st (NO QUALIFICATION ARE REQUIRED AT THIS TIME) 2. Electronic pdf files only will be sent via to Interested Qualified General Contractors by 5pm Monday May 1 st The Architect and Construction Manager will conduct a mandatory walk thru tour for Interested Qualified General Contractors at 9am on Friday May 5 th 4. Final requests for Information (RFI s) must be submitted to Thomas Vierschilling, Project Architect tv@wesketch.com by 5pm on Friday May 12 th FINAL BIDS INCLUDING BIDDER QUALIFICATION DOCUMENTATION must be received by 5pm May 26 th 2017.
