3 01. Introduction Funeral Plan Market launched in 2017 following extensive research into the pre-paid funeral market. It was established that there was a need for customers to compare funeral plans online without the requirement for a home visit or telephone call. Customers can compare over 80 funeral plans online at to find the right funeral plan for them at the best price. Customers can also benefit from receiving up to 100 cashback when they use the Funeral Plan Market service to set up their funeral plan. This is the first Funeral Plan Market report about cremation prices and will be published annually. This report investigates cremation prices for adults. It is noted that the price for cremation for children is provided at a reduced rate or for free by all crematoria. Many funeral directors also provide their services for children for free. This report compares the prices for a person resident in the area, a proportion of council operated crematoria apply a surcharge charge for non-residents, typically this is up to 100. During this report research, it was identified that some crematoria review prices annually and annual price rises generally occur in January or April. For these reasons, the Funeral Plan Market 2019 cremation price annual report will be published in May The price of a funeral plan includes the funeral director s professional fees and disbursement fees, also referred to as third party fees. All funeral plans guarantee to cover funeral director fees in full. Third party fees include the fees for interment or cremation, minister/celebrant and medical certification required for cremation. Medical fees required for cremation are only necessary in England or Wales when a coroner s report is not available and two doctors are needed to complete the necessary cremation forms currently these fees are 164. However, these fees are under consultation by the Department of Health and it is expected that these medical certification fees will reduce in price and may not be payable via a funeral director in the future. For this reason, many funeral plan providers do not include doctor s fees as part of their third-party fee structure. Cremation, as opposed to burial, is the most popular type of funeral. Cremation fees and those of the minister/celebrant are included in the third-party fees in all funeral plans. Some funeral plans guarantee to cover the cost of these fees whilst others provide an allowance towards them the value of this allowance varies between 700 and 1,200 depending on the funeral plan provider and plan type. Minster/celebrant fees are usually between 180 and 200 simply put there is little regional variation in the price of the officiant that will conduct the service at the crematorium. The price for cremation varies considerably across the United Kingdom this variation can be more than double. Price variations are also dependent on whether the crematorium is operated by the local council or private/public company. The consequence of this is that the third party fee allowance provided in a funeral plan may or may not cover the entire cost of the third party fees, and, whilst the actual allowance amount is a notable factor, the geographical location of where the funeral is to be held is also of great significance because the allowance, at a given amount would be sufficient in one area of the UK, but, this is not the case for other areas. Funeral Plan Market has instigated this report as we wish to provide customers with a clear guide as to what exactly the third part fee allowance will cover in relation to their geographical location. This report will provide information on regional price variation of crematorium fees and an insight into the level of cover for third party fees that funeral plans will provide; depending on where the customer lives. 3

4 02. Executive Summary Over 75% of funerals in the UK are for cremation. The popularity of cremations has risen considerably [the national average rate was 34.7% in 1960]. Cremation fees are charged by the crematorium typically to the Funeral Director managing the funeral service on behalf of the deceased s family. These costs are passed on to the family to pay the Funeral Director. Funeral Plan Market contacted 289 UK crematoria (over 95%) to collate price information from each. Of these 62% are operated by the local council, 15% by Dignity Plc, 10% by Westerleigh Group, 3% by Memoria and 2% by The London Cremation Company. The remaining are operated by other privately-owned companies. The average cost for a cremation [including a service] is 780. All crematoria provide a weekday service for cremations. 70% provide a Saturday service and 33% provide a Sunday service. Saturday and Sunday services are more expensive. 53% of UK crematoria provide a cheaper service on weekdays when the service is held before 10am, the average price being 627 (20% cheaper than the daytime rate). The cheapest place to be cremated is in Morden in Surrey, an early morning service is (the weekday charge after 10am is 570). Direct cremations, when there is no service and no mourners in attendance, are growing in popularity, and half of the crematoria surveyed provide a cheaper rate for unattended services. On average the price for a direct cremation was 38% cheaper than the standard weekday price. This report research by Funeral Plan Market identified that the allocated chapel time for the funeral service varied by crematoria in addition to the price. On average council operated cremation prices are cheaper, however, many council operated crematoria provided shorter time slots in the chapel and when calculating the cost per minute are the most expensive. All funeral plans guarantee to cover the cost of funeral director fees however most funeral plan providers do not guarantee to cover the cremation cost. In February 2018 Funeral Plan Market launched 4 fully guaranteed plans, exclusively available only at In addition to being up to 205 cheaper than comparable plans customers are provided with the peace of mind that payment of cremation fees is guaranteed, no matter where they live, and the plan holder can choose the crematorium for the service to be held. The cheapest charge for a cremation after 10am on a weekday is in Feltham, Middlesex; the charge is 515 for a 30-minute chapel slot including a 20-minute service. The second cheapest is in Cardiff, the charge for a cremation service on a weekday is 540 for a 45-minute time slot including a 30-minute service. The most expensive place to be cremated is Angus in Scotland, in addition to 10 Dignity branches that charge 1,070 for a cremation service. The chapel slots vary between 45 minutes and 1 hour allowing service times of between 30 and 45 minutes. The most expensive council operated crematorium is in Barrow-in-Furness, a weekday service is charged at 959 that provides a 45-minute chapel slot for a 30-minute service. The cheapest privately-owned crematorium is in Watford, a weekday service is charged at 560 for a 40-minute chapel slot for a 25-minute service. 4

5 03. Cremation Cost Composition The cremation fee charged by crematoria include: Use of Chapel The service is held in the chapel and usually the coffin is displayed on a catafalque at the front. A key variation is the time slot provided for mourners to attend the service, enter and depart the chapel. This variation is considerable being between 20 minutes and 60 minutes. Additional chapel time can be paid for should the family require a longer service time the typical amount charged for increased service time being between 100 and minute time slots only apply to services held before 10am that are provided for a cheaper price. Medical Referee Fee These are separate to medical certification fees required for cremation. Medical referee fees are only payable in England and Wales. As of 13 May 2015, there have been changes to the way death certification works in Scotland and medical fees for cremation are not required. Therefore medical referee fees are not incurred in Scotland either. Before any cremation can take place, there are a series of forms that must be completed, which are laid down in the Cremation Regulations; these include Forms 4, 5, 10, 12 and 13. Medical certification fees cost 164 and are a requirement of Forms 4 and 5. Medical certification fees are only incurred when a coroner s report is not available. Medical referees at crematoria are paid by local authorities to scrutinise cremation certificates and are a requirement of Forms 10, 12 and 13. If not satisfied, medical referees are required to contact the doctors completing certificates 4 and 5 and, if necessary, order a necropsy examination. They also have a duty, where appropriate, to refer a case to the coroner. Each individual local authority set fees for the completion of these forms. The research for this report found that the medical referee fees varied between and 40.50; the average being 22 consequently the impact of medical referee fees on the total cremation price is relatively small. The Department of Health are currently reviewing the system for all deaths including burial and cremation with a proposal to implement a Medical Examiner led system. Medical Examiners would be appointed by local authorities and this will replace the current roles of two doctors completing the cremation forms and the medical referee required at the crematorium. Mercury Abatement Surcharge (environmental levy) The Government announced a requirement in 2005 that emissions of mercury from 50% of crematoria should be abated by the end of At the same time the Defra (Department for Environment, Food & Rural Affairs) introduced the principle of burden sharing. Mercury abatement is achieved by installing specialist apparatus to cremators to remove mercury from vapour produced during cremation. Crematoria that have been able to install abatement equipment can share the cost with those that have not. To provide and manage a national burden sharing scheme CAMEO (Crematoria Abatement of Mercury Emissions Organisation Ltd) was created in Crematoria that have not had abatement equipment installed pay a levy. In 2016 CAMEO recommended the levy be 53 per cremation. This levy is then shared with crematoria who have installed abatement equipment to contribute to the installation and maintenance costs. This structure has enabled the government to achieve the target of abating mercury emissions by 50% overall. The environmental levy does not impact on cremation costs at all crematoria and calculated at 50% impacts less than 4% of the cremation price. Currently the UK is a signatory to the Oslo-Paris Commission (OSPAR) agreement which commits the UK to have zero mercury emissions from crematoria by Potentially this could have an inflationary impact on cremation prices for crematoria that will need to fit mercury abatement equipment or install new cremation equipment; however, the UK withdrawal from the European Union may mean that this commitment is subject to change. The crematorium prices compared in this research include the environmental levy, where applicable. Cremation Certificate A cremation certificate is required should the family wish to remove the ashes from the crematorium to scatter at a separate location or to keep. 96% of crematoria include the cremation certificate cost in the cremation price, the remainder [all being council operated] charge for the certificate, the average price is 22. 5

6 03. Cremation Cost Composition (continued) Scattering of ashes in the grounds of a crematorium does not require a cremation certificate and this service is usually included in the cremation fee. Cremation The deceased is cremated at the crematorium. The ashes of the deceased are provided in a poly urn, biodegradable cardboard box or scatter tube, the cost of which 91% of crematoria include in the cremation price. The remaining 25, all council operated, charge. The average price is 17 for a poly urn or biodegradable box. Organ 94% of crematoria have an organ, of these 27% include the provision of an organist in the cremation fee. Of the remaining 73%, seven charge for the use of the organ, all are council operated, the average cost being 18. When an organist is not included the organist is either provided by the crematorium or the funeral director; the average cost for an organist being around 50. Music 99% of crematoria include the provision of music in the cremation fee. The three crematoria that do not include music in the fee are all council operated, the average charge being 26. All crematoria have some sort of music system installed, the Wesley Media system being the most popular 04. Regional Variations For a weekday service the national UK average cost for cremation is 780. In England it is 787, Scotland is similar at 774 and Wales is over 14% cheaper at 674. The small difference in price between England and Scotland reflects medical referee fees not being charged in Scotland. In calculating the average price of a cremation by county the cheapest English county is Middlesex at 582. The most expensive is Oxfordshire at Greater London is the 6th cheapest at (7.5% cheaper than the national average). Variations within a county are at their highest in Surrey. The difference between the cheapest and most expensive crematorium is 453. The lowest is in Cleveland at 10. The average difference in price within a county in England is 232; it is 295 in Wales and in Scotland. Across the UK the difference is 555. The research identified that the crematoria operator impact on price is also significant, independent of the regional location. The average price of a council operated crematoria is 727, for non-council it is 868, 19% more expensive. Not including Dignity, the average price of crematoria that are operated by private companies is 816; 12% higher than council operated. Of crematoria run by operators that run more than one site, prices vary by site. The highest average price at Dignity is 945, Westerleigh Group average price is 860, Memoria is 836, and The London Cremation company is % of council operated crematoria offer a cheaper service before 10am, the average price is For non-council operated crematoria, it is higher at 84%, the average price being 677 (22% higher). 6

Service Time The time slot allocated by crematoria for a daytime weekday service varies between 30 minutes and 1 hour - in consideration of this, the cheapest cremation price may not be the cheapest per minute. All crematoria allow additional time to be bought in the chapel should a longer service time be required. In some cases, a short time slot is adequate; when a religious service has taken place prior to arrival at the crematorium, a committal is then normally suitable which is quicker. The slot time is not the service time. The slot time includes time for mourners to arrive and depart. Some crematoria stipulate the time of the service to ensure sufficient time is left for arrivals and departures, whereas, others allow the slot time to be managed by the funeral director. The time allowed for arrival and departures is generally smaller for shorter slot times. The most popular slot time is 45 minutes used by 40% of crematoria, 18% operate 40 minute slots, 14% operate 30 minute and 27% operate 1-hour slots; less than 1% operate 50 minute slots. 80% of crematoria that operate 1-hour slots are not operated by the council. All Memoria crematoria operate 1-hour slots. Dignity, Westerleigh Group and The London Crematorium Company all operate 45 minute or 1-hour slots. Only council operated crematoria operate 30-minute slots. When calculating the cost per minute the cheapest cremation price is in Bangor, 9.13 per minute for a 1-hour slot. Greenock in Scotland is the second cheapest at 9.76 per minute for a 1-hour slot. The most expensive price is in Peterborough at 29 per minute for a 30-minute slot. All are council operated. The average cost per minute is across the UK. For council operated crematoria the average cost per minute is For Westerleigh Group it is 17.62, Dignity is Memoria and The London Crematorium Company are considerably below the average cost at and per minute, respectively. Council operated crematoria are the most expensive per minute. The average per minute in England is 17.95; in Scotland (18% cheaper than the UK national average) and in Wales (10.63% cheaper than the national average). In calculating the average price per minute for cremation by county the cheapest English county is the East Riding of Yorkshire at The most expensive is Cleveland at Greater London is the 9th cheapest at (10% cheaper than the national average). 06. Other Services and Options In addition to the services included in the cremation fee, additional fees apply for extras that may be required. These include a Saturday or Sunday service; webcast of the service; DVD or CD of service, photo tributes and video tributes. In the course of the research it was identified that council operated crematoria are more likely to be older and may not have the same level of facilities provided by privately owned crematoria. As an example Memoria crematoria are all new build and have extensive facilities including web cams, plasma television screens for photo dedication and eulogy, manicured memorial gardens, Wesley music, disabled access and hearing loops, identical tastefully designed interiors and dedicated, highly trained staff that operate to a uniform consistent standard. 70% of crematoria offer a Saturday service at a higher price, this is often a morning service, the average price being 1,100; 41% higher than the national average for a weekday daytime service. 33% of crematoria offer a Sunday service, the average price is 1,465; 88% higher than the national average for a weekday daytime service and 33% higher than a Saturday. 07. Annual Changes Crematoria review prices annually usually in January or April not all crematoria increase prices every year. The 2019 edition of this report will compare the annual change in cremation prices for UK crematoria. 8

10 08. Cremation Prices and Funeral Plans A Funeral Plan is a method of pre-paying for a funeral. Funeral Plans are popular because plan holders can plan their funeral in advance, to meet with their requirements and wishes, plus the burden of cost is removed from their families when the time comes. A further key benefit of a Funeral Plan is that it fixes the cost of the funeral at the point of purchase to protect the plan holder from rising funeral costs this can result in substantial savings especially if the plan holder has purchased a Funeral Plan well in advance of its use being required. Funeral Plan Market is the UK comparison site for Funeral Plans, customers can compare over 80 Funeral Plans online to find the right plan for them at the best price. When comparing Funeral Plans at customers are provided with information about the payment of cremation fees: whether payment of cremation fees is guaranteed or if an allowance is provided to pay for them. The size of the allowance and the cost of the cremation, at the time of need, determine if the allowance will cover the cost if the cost is not covered the family may be required to pay the difference. If a funeral plan includes an allowance to cover cremation fees, the value of the allowance increases in value each year, usually in line with inflation. The allowance to cover third party fees includes cremation costs and minister/celebrant fees in some cases it also covers medical certification fees required for cremation when a coroner s report is not available. The allowance provided in funeral plans varies between 700 and 1200, depending on the funeral plan provider and plan type. The cost for a minster or celebrant to conduct a service is between 180 and 200. Based on the average cost of 780 for cremation and assuming an average of 190 for the officiant, the allowance required to cover the cremation costs and minster/celebrant fees would be 970. However, 44% of crematoria charge more than 780 meaning the example allowance of 970 would not be sufficient unless an adequately cheaper early morning service option was available, although this may not meet with the requirements of the plan holder or family of the deceased. Furthermore, if cremation fees increase at a rate higher than inflation the increase in value of the allowance will not keep up. For the most expensive cremation fee of 1,070 the minimum allowance required to cover cremation and minister/celebrant fees is 1,250 and therefore would not be covered in full by any funeral plan that is not guaranteed. To guarantee payment of cremation and minister/celebrant fees, meaning there would be no balance for the family to pay, a guaranteed funeral plan is required three funeral plan providers compared at provide guaranteed plans. The cheapest guaranteed plans are offered exclusively at and also guarantee payment of medical certification fees required for cremation when a coroner s report is not available. There are four of these exclusive, guaranteed plans offered that cater for different requirements including coffin type, limousine and funeral procession; for cremations in England and Wales. In addition to being the cheapest guaranteed funeral plans available these plans are also cheaper than comparable plans that include an allowance towards third party fees [as opposed to guaranteed payment of] providing excellent value for money for customers. 09. Conclusions and Suggestions In summary cremation prices vary dependent on the operator and geographical location. What may appear to be a cheaper price in the first instance may mean the allocated time for the service is shorter and therefore payment for additional time will increase the price. Should the requirement for medical referee fees be withdrawn this may have a small downward impact on prices however this may be offset by the potential investment required for crematoria to reduce mercury emissions to 0% that could cause prices to rise. All funeral plans guarantee to provide the funeral director fees and services, regardless of the cost at the time of need. Customers who are planning for their funeral, in advance, can benefit by fixing the cost of their funeral when a pre-paid funeral plan is purchased. Customer can pay for their funeral plan in one payment or spread the cost monthly over 1 30 years (the terms offered vary by provider). Customers should be aware that when purchasing funeral plans that include an allowance to cover third party costs [including cremation fees] their families may be required to pay an additional amount should the allowance not cover the full costs. Purchase of a guaranteed plan means a customer [and their families] are protected from cremation price variations because payment of the fee is guaranteed. Funeral Plan Market suggests that all crematoria provide a budget price cremation to enable a cheaper alternative that has a national price cap. To differentiate this offer the slot time could be reduced and the service provided at restricted times. This would increase choice for customers and provide a lower cost option that would be especially beneficial for families struggling to meet the costs of a funeral. 10

11 10. About this Research Funeral Plan Market investigated cremation prices charged in England, Scotland and Wales. The research work involved surveying 289 crematoria [in January and February 2018] to confirm prices charged for cremation and time slots provided. The method of research was by phone contact, visiting crematoria websites and exploring websites providing information about cremations and related costs.
