2 Abstract Reviewing the CPM Spec for a GSA Project The Federal Government, and particularly the General Services Administration (GSA), has focused significant attention in the recent years on improving its schedule oversight and management functions in the face of a history of projects that have experienced significant delay, cost overruns, claims and disputes. This has included the implementation of revised Division 1 Specifications for scheduling, resource loading, monitoring of actua l manpower expenditures against the approved baseline schedule, and proof of delay and time extensions. This session will provide an overview of the CPM scheduling and proof of Delay requirements under a recent GSA project that employed the revised Section Division 1 Specifications. 2

3 Presenter Mark I. Anderson Mark Anderson is executive vice president and chief operating officer of Warner Construction Consultants, Inc. He has over 30 years of experience in the preparation, analysis and resolution of construction claims and disputes, both internationally and in the United States. Mr. Anderson has testified as an expert in the areas of CPM scheduling, delay analysis, and cost and damage analysis on more than two dozen occasions in various forums, including the US Court of Federal Claims, the Armed Services Board of Contract Appeals, and the US District Court, as well as before arbitration panels, mediators and dispute review boards. 3
