3 Summary and Observations Data Sources QUASR data - Reported quarterly to the Florida Office of Insurance Regulation (FL OIR) from all admitted carriers Quarterly data from fourth quarter 2002 through 2013 Commercial non-residential data is not reported and is therefore not included in this analysis (As of 12/31/2013, CNR-M and CNR-W made up approximately of Citizens building counts and 4% of premium) During the 3 rd quarter of 2010, State Farm resubmitted data for 1Q2009 through 2Q2010. The totals remained the same but the aggregate change was a reduction in the policies in personal lines and an increase in commercial lines. This analysis reflects updated data. FSLSO Top Coverages Report data Reported quarterly to the Florida Surplus Lines Service Office (FSLSO) Quarterly data from first quarter 2002 through fourth quarter 2013 Data has a strong seasonal cycle so it is aggregated to annual values for this analysis Insured value is not reported so analyses using FSLSO data are based on policy and premium data only Commercial non-residential cannot be separated from commercial residential and is therefore included in this analysis; to minimize this impact only Apartment and Condominium coverage codes are utilized. A subset of coverages that correspond to Citizens lines of business are selected from all coverages reported (see notes on relevant exhibits as to which specific coverages are included in each) Personal Residential Status of the Admitted Market (Analysis based on QUASR data as of 12/31/13) Citizens maintains its position as the carrier with the largest market share by policy count (16%) and Total Insured Value (11%) Citizens market share is 25% or greater in five counties [Franklin (28%), Hernando (35%), Miami-Dade (32%), Monroe (37%), and Pinellas (29%)] As of 12/31/13, Citizens has 22% of the mobile home market share based on total insured value. The total insured value has decreased 48% for Citizens since 2Q 2009 and 24% for all carriers over that same time period. The average premium per $1,000 exposure is higher compared to the market for Citizens and the average exposure per policy is higher compared to the market for State Farm Florida Insurance Company Policy count, exposure and premium levels in Hernando, Hillsborough, Pasco and Pinellas counties have decreased to pre 2010 levels. 1

4 Summary and Observations (Continued) Total Market Trends Over Time (Analysis based on QUASR and FSLSO data from 2002 through 2013) Almost 6.0 million personal residential policies inforce in Florida as of 12/31/13 Admitted insurers and surplus lines show growth in 2012 and 2013 while Citizens shows a decrease due in large part to depopulation. Total market as measured by polices inforce has increased by 0.4%. Commercial Residential Status of the Admitted Market (Analysis based on QUASR data as of 12/31/13) Citizens retained its position as the carrier with the largest market share (42% based on total insured value) The total insured value for commercial residential has decreased 31% for Citizens since 2Q 2009 and 15% for all carriers over that same time period. The average premium per $1,000 exposure is higher compared to the market for American Coastal Insurance Company. American Coastal Insurance Company & QBE Insurance Corporation have the highest average premium per policy compared to the market. QBE Insurance Corporation has the highest average exposure per policy. Weston Insurance Company has acquired new business in addition to recent depopulation from Citizens. Total Market Trends Over Time (Analysis based on QUASR and FSLSO data from 2002 through 2013) The significant increase in policies for the admitted insurers in 2009 is due to the update QUASR data from State Farm mentioned above The commercial market as measured by policies inforce has shown a steady decrease in recent years. Surplus lines shows growth in 2012 and 2013 while Citizens has decreased both years. 2
