2 About the course In response to the crisis, the Basel Committee introduced a set of market risk framework revisions in July 2009, part of what were commonly referred to as the Basel 2.5 rules. The financial crisis had exposed material weaknesses in the design of the framework for capitalising trading activities and the SVaR, IRC and CRM models looked to strengthen risk management in the trading book, with particular focus on instruments exposed to credit risk. Although these have been implemented to reduce the cyclicality of the market risk framework and increase the overall level of capital, the Committee initiated a fundamental review of the trading book regime in The fundamental review seeks to address shortcomings in the overall design of the original market risk regime as well as weaknesses in risk measurement under both the internal modelsbased and standardised approaches. In particular the committee s review (published May 2012) seeks to address the boundary between trading book and banking book, shifting from VaR to Expected Shortfall, incorporating market illiquidity into capitalisation of trading book activities, and the relationship between the standard and advanced approach to modelling market risk. These changes, when implemented, will have a significant effect on how the industry is regulated, risk management, the products companies offer and also their pricing. To discuss the operational and business implications of these potential new requirements, Risk magazine has gathered a select group of experts to deliver talks on some of the key features of the fundamental review. The seminar will give ample opportunity for attendees to discuss with speakers and fellow delegates their concerns and opinions on the proposed new framework for market risk. This will be held under Chatham- House rules to allow for frank ad open discussion of the topics at hand. Who should attend? The nature of the seminar encourages open and frank discussion of the subjects at hand. The course is designed to give participants an opportunity to benchmark their operations against industry leaders, and to understand the needs of regulators. The seminar has been designed for banks, but will also be of interest to regulators, consultants and advisory firms in risk and law. 3 Speakers Vasileios Madouros, Economist, Financial Stability Directorate, Bank of England Vasileios Madouros is an economist in the Financial Stability directorate of the Bank of England. His work focuses on prudential policy issues and he has previously also worked on international finance. He received his B.Sc. from the University of Warwick and his M.Sc. from Birkbeck College, University of London. Ignacio Ruiz, Independent Consultant, iruiz Consulting Ignacio Ruiz is the founder and only member of iruiz Consulting. He has a strong track record in the Quantitative Risk & CVA space, always in Tier-1 investment banks in London. He most recently worked as Head of Counterparty Risk exposure methodology at Credit Suisse. Rudiger Gebhard, Expert in Banking Supervision, BaFin Rudiger Gebhard is a market risk expert at German financial market regulator BaFIN, He has personally proposed a new standardised approach for markert risk capital calculation currently under consideration by the industry and the BCBS trading book group. Gary Dunn, Senior Risk Manager, HSBC Gary Dunn isccurrently working in Regulatory and Risk Analytics at HSBC, participating in the industry response to the Fundamental Review.
