1 AMENDMENTS TO CHAPTER 50: FLOODPLAIN DEVELOPMENT PART I: 2018 FLOOD MAP IMPLEMENTATION PART II: STRATEGIES TO IMPROVE THE CITY S COMMUNITY RATING SYSTEM SCORE
2 NATIONAL FLOOD INSURANCE PROGRAM (NFIP) CREATED WITH TWO GOALS IN MIND: 1. TO PROVIDE FLOOD INSURANCE FOR STRUCTURES AND CONTENTS IN COMMUNITIES THAT ADOPT AND ENFORCE AN ORDINANCE OUTLINING MINIMAL FLOODPLAIN MANAGEMENT STANDARDS. 2. TO IDENTIFY AREAS OF HIGH AND LOW FLOOD HAZARD AND ESTABLISH FLOOD INSURANCE RATES FOR STRUCTURES INSIDE EACH FLOOD HAZARD AREA.
3 FLOOD INSURANCE RATE MAPS (FIRM) FIRST MAPS IN DES MOINES WERE ISSUED IN CURRENT MAPS (EFFECTIVE MAPS) FOR POLK COUNTY DATED WARREN COUNTY MAPS HAD RECENT REVISION IMPLEMENTED IN MAPS CAN BE REVISED BY PROCESS CALLED LETTER OF MAP REVISION (LOMR) OR LETTER OF MAP AMENDMENT (LOMA).
4 FLOOD INSURANCE RATE MAPS (FIRM) NEW MAPS (REFERRED TO AS PRELIMINARY MAPS) PUBLISHED IN 2015 LOCAL MUNICIPALITIES WERE GIVEN APPEAL PERIOD TO PROVIDE COMMENTS TO FEMA (DES MOINES HAD TWO APPEALS) REVISED PRELIMINARY MAPS PUBLISHED IN 2018 EFFECTIVE DATES SET FOR WARREN COUNTY (NOVEMBER 16, 2018) AND POLK COUNTY (FEBRUARY 1, 2019)
5 2018 FIRM S - IMPACTS TO PROPERTY OWNERS PROPERTIES LOCATED WITHIN THE SPECIAL FLOOD HAZARD AREA (SFHA): 2,500+ PROPERTIES BEING ADDED OR PARTIALLY ADDED TO THE SFHA: 812 PROPERTIES BEING REMOVED OR PARTIALLY REMOVED FROM THE SFHA: 538 NUMBERS ARE ESTIMATED BASED ON GIS RECORDS AND PAST MAILING LISTS

8 COMMUNITY RATING SYSTEM (CRS) OVERVIEW THE NFIP COMMUNITY RATING SYSTEM (CRS) WAS IMPLEMENTED IN 1990 AS A VOLUNTARY PROGRAM FOR RECOGNIZING AND ENCOURAGING COMMUNITY FLOODPLAIN MANAGEMENT ACTIVITIES EXCEEDING THE MINIMUM NFIP STANDARDS. UNDER THE CRS, FLOOD INSURANCE PREMIUM RATES ARE DISCOUNTED TO REWARD COMMUNITY ACTIONS THAT MEET THE THREE GOALS OF THE CRS, WHICH ARE: (1) REDUCE FLOOD DAMAGE TO INSURABLE PROPERTY; (2) STRENGTHEN AND SUPPORT THE INSURANCE ASPECTS OF THE NFIP; AND (3) ENCOURAGE A COMPREHENSIVE APPROACH TO FLOODPLAIN MANAGEMENT.
9 COMMUNITY RATING SYSTEM (CRS) SCORING GOAL TODAY THE CRS USES A CLASS RATING SYSTEM TO DETERMINE FLOOD INSURANCE PREMIUM REDUCTIONS. CLASSES ARE RATED FROM 10 (WORST) TO 1 (BEST). A COMMUNITY ACCRUES POINTS TO IMPROVE ITS CRS CLASS RATING AND RECEIVE INCREASINGLY HIGHER DISCOUNTS. POINTS ARE AWARDED FOR ENGAGING IN CREDITABLE ACTIVITIES.
10 CRS SCORE - CITY OF DES MOINES CITY OF DES MOINES CURRENTLY A CLASS 7 COMMUNITY WITH 1,853 POINTS. THIS RESULTS IN A 15% PREMIUM REDUCTION FOR PROPERTIES IN A SPECIAL FLOOD HAZARD AREA (SFHA) AND A 5% PREMIUM REDUCTION FOR PROPERTIES NOT IN A SFHA. WITH 147 MORE POINTS, CLASS 6 COMMUNITY 20%/10% PREMIUM REDUCTION WITH 647 MORE POINTS, CLASS 5 COMMUNITY 25%/10% PREMIUM REDUCTION

PARTIAL CREDIT (100 POINTS) FOR ALLOWING ENCLOSURES LESS THAN 300 SQUARE FEET IN AREA. ADDITIONAL PARTIAL CREDIT (60 POINTS) FOR REQUIRING THE OWNER TO SIGN A NON- CONVERSION AGREEMENT.
