Watercourses / Flood Sources: The main river which flows through the town is the Woodford River which has tributaries feeding in from the northwest, named the Dromore, Gortoorland and Muchlagh. There is also a small stream which feeds in from the east called the Rakeelan. Maps: See Flood Risk Review Site Map below. Flood Outlines and Receptors: Ballyconnell has a flood risk index score of 502. All receptors are listed in the table below with the main receptors consisting of residential and commercial properties on the banks of the Woodford, Gortoorland and the Mucklagh Rivers. There is little difference between the 1% AEP and the 10% AEP with approximately 25% of the properties in the list of receptors contain in the 1%AEP. The outline to the Woodford and Mucklagh Rivers show receptors on the banks and seem to be correct. The outlines on the Gortoorland River may be conservative in places. Defence Assets and Structures: There is a weir and bridge structure on the Woodford River. The weir is large and encompasses the entire width of the river with navigation by pass passage required for boats. There are approximately six monuments within, or located in close proximity, to this site, including a castle, ringfort and barrow. Floodmaps.ie Data: There are 2 flood points in the vicinity of Ballyconnell. These are Flood Id 3225 and 3226 which are mentioned in the Cavan County Council meeting BC8. Derryginny Drain overflows its banks every year after heavy rain. Firebreaks on the mountain has contributed to the flooding problem. Road is liable to flood. Flood Id = 3225 BC9. However there has been a large amount of recent development in this town. Site Visit Findings: The Woodford River which is the main river flowing through the town is the major source of potential flooding. Receptors include apartments, houses, commercial properties and a telephone exchange. These properties indicated as been at potential flood risk are located adjacent to the bank of the river, have no obvious flood defences and are not elevated. 3 SITE ASSESSMENT Job Title: North-West & Neagh-Bann CFRAM Site Name: BALLYCONNELL JBA Job number: 2011s5232 Sheet number: 3 of 4 UM Approval: Ross Bryant Apartments upstream of the bridge on the left bank. Apartments downstream of the bridge on the right bank. There is a plot of land adjacent to the river upstream of the bridge on the right bank which has received planning for 18 three bedroom houses. If these houses are built they will be additional receptors, unless sufficient mitigation measures are employed in the design. The Gortoorlan and the Mucklagh rivers, which are tributaries to the Woodford River, are sources of potential flooding as shown by the predictive PFRA outlines. The receptors here are residential, and no evidence could be found on the site visit to discount them as been at potential flood risk. Summary: The main source of fluvial flooding to Ballyconnell is the Woodford River this is a wide and slow flowing river with many receptors located on its banks without. 2011s5232-Site Assessment - Ballyconnell

However it has been highlighted in the PFRA comments that there are likely errors in predictive mapping, and no other strong evidence to indicate that the area is prone to significant flood risk. There are not 339 properties here. There is one post primary school but local knowledge indicates that this is a long way up a hill and should never flood. This should be removed as an AFA. Defence Assets and Structures: There is only one bridge on the river as it passes through the village. This is located in the centre of the village and seems adequately sized. There is one monument, which is a ringfort. Floodmaps.ie Data: There is one flood point North of the town which is refer to in the minutes of a meeting of Cavan County council in 2005 BC13. Derrymony - Brackley Lough level rises and floods significant area every year after heavy rain. Road is liable to flood. Flood Id = 3231 Other Relevant Information (e.g. web search, SFRA, other OPW studies and supplied data): None Found Discussions with Key Stakeholders: Derry O Scanlan was contacted and was able to confirm that he had little information on flood risk to people or property in this area. Mobile Address Derry O Scánlan Area Engineer dscanlan@cavancoco.ie Conversations were held with the locals and they indicated that they have never seen the river flood in the last 15 years and they had no concerns of the possibility of future flood events. Some of the locals spoken to live in houses which were included in the PFRA outline. Site Visit Findings: The local school was included as a vulnerable receptor in the PFRA outline. There were errors suspected in the PFRA outlines and this was confirmed on the site visit. The School is located on raised ground and is unlikely to be effected by flooding. Speaking to employees in the adjacent garage, they were unaware of the river breaching the left bank of the river in the last 15 years. Therefore these houses should remain in the list of vulnerable receptors. All of these are at risk in the 10% AEP PFRA outline but as there is no history of flooding this may be too frequent. Summary: Prior to the site visit, concerns were raised over the accuracy of the PFRA outline in Bawnboy. These concerns were confirmed on the site visit and the outline redrawn to more accurately reflect the topgraphy. As a result, the school (FRI score of 250) and 11 houses (FRI score of 110) north of the town included in the initial list of receptors were removed. The discounting of these receptors reduces the FRI score form 574 to 214. The remaining receptors are at risk in 10% AEP PFRA outline which, as there is not history of flooding, may be too frequent and the FRI score could be reduced further. The Comments included While there is evidence of moderate risk in this area, there is no strong evidence that the risk is potentially significant. These are the Tuam, Mullaghahy, Roo, Loughan and Kiltaglassan Rivers. The Roo River poses the greatest flood risk to the area. Maps: See Flood Risk Review Site Map below. Flood Outlines and Receptors: The FRI score for Blacklion is 231, and the majority of receptors are residential. The 1% AEP outlines and the 10% AEP outlines are similar with all receptors counted in the 10% AEP. The outlines can be angular in some places but overall seem to be correct. During the site visit it was found that the Mullaghahy watercourse did not exist in the locations shown and for some sections the Roo River flows underground. This is outlined in greater detail in Site Visit Findings. Defence Assets and Structures: There are several bridge and culvert structures on the watercourses in the Blacklion area. There is one monument around this FRR site, which is a ringfort. Floodmaps.ie Data: The historic evidence of flooding appears to be on the Kiltaglasssan/Tuam confluence area which is located close to the lake. BC35. Kiltaglassan 1 Lough Macnean upper level rises and floods significant area every year after heavy rain. The amenity area is liable to flood Flood Id = 3253 BC36. However apart from these reports local residents didn t convey any great concerns of flooding and its affects on the area. Site Visit Findings: The area identified in the PFRA as being at risk of flooding is not the actual urban development of Blacklion (located to the East) but is likely to be its hinterland. All these receptors were visited on the site visit and confirmed as being potentially at risk of flooding. With the exception of the area furthest west of Blacklion adjacent the school. Although the EPA water framework rivers centre line shows a river to the east of the school, which on the site visit was found not to be there. The area is at a low point and does suffer from poor drainage during heavy rainfall events. However it is not affected by fluvial flooding as indicated by the PFRA outline. Therefore the two receptors adjacent to the school should not be included in the list of receptors. PFRA Database Comments (taken from _ALL_VAL - Post Round Two - MA.mdb): OPW comments None LA comments Flooded end 09. Total of 4 properties in the village flooded and a number of properties D/S near Radisson Hotel. Also flooded (new houses) approx 4-6 Townland Killygowan. Has this been adequately assessed already? Needs a second look. (See Map) Watercourses / Flood Sources: The Annalee River flows through Butlers Bridge towards the Lough Erne basin. The watercourse is a significant source of flood risk in the area. Maps: See Flood Risk Review Site Map below. Flood Outlines and Receptors: Butlers Bridge did not have a Flood Risk Index score calculated under the PFRA, however it is known that two key receptors were affected by flooding during the 2009 event, the national school (primary school) and the Waste Water Treatment Plant (WWTP) as well as a residential property. The school grounds would be affected by a 10% AEP, the WWTP would also be impacted by an event of this frequency. Comment on Flood Outlines: The PFRA 1% AEP outline appear to slightly underestimate some areas of flooding based on the flooding in November 2009, and the flood outlines have been adjusted and are displayed in the Site Visit Findings section. Defence Assets and Structures: There were no flood defences identified during the site visit. There is the old bridge and new bypass bridge. The latter clearly does not present any blockage risk or failure risk during flood events. However, the older arch bridge represents a potential hydraulic control and blockage risk. There may also be a scour failure risk to this bridge but the consequence of this, in terms of transport links at least, is unlikely to be significant.. Environmental Impacts & Opportunities: Part of the Lough Oughter and Associated Loughs SAC and pnha falls within this AFA site. This SAC is designated for its natural eutrophic lakes and bog woodland habitats. These two habitats are generally of low vulnerability to flooding, being wetland habitats tolerant of periodic inundation. However, impacts on sediment regimes as a result of flood events could impact on the eutrophic lakes. The site is also a SAC for its Otter population. Otter are generally accustomed to flooding, although inundation of a holt with cubs could have a significant impact. Lough Oughter SPA is also located within close proximity to this AFA site. The site is a SPA for several species of wetland bird and waders. The impact of flooding on these SPA species is in general low, although some wading species could be adversely impacted upon by inundation of intertidal feeding and roosting 2011s5232-Site Assessment - Butlers Bridge

There are four monuments located within, or in close proximity, to this AFA site, including a standing stone and megalithic tomb. 16 Job Title: North-West & Neagh-Bann CFRAM JBA Job number: Sheet number: 3 of s5232 Site Name: BUTLERS BRIDGE UM Approval: Ross Bryant Discussions with Key Stakeholders: A meeting was held with Cavan County Council Area Engineer, Paul Mulligan on 16 th September He was able to accompany JBA on site and gain access to the school and WWTP. Paul also provided the following text on flooding in the area: The rising of the Annalee River in Butlers Bridge in November 2009 resulted in the Butlers Bridge Waste Water Treatment Plant being flooded and along two private dwellings. The western bank of the Annalee River was breached and flooded the local primary school playground up to the rear access of the school. The Waste Water Treatment Plant in Ballyhaise was also flooded as the Annalee burst its banks. This flooding was not in isolation but directly resulted in the flooding of Lough Oughter and the Erne Basin from Butlers Bridge, Cavan Town, Crossdoney, Milltown, Killeshandra and Belturbet. The WWTP was confirmed as being flooded by the Area Engineer and is clearly located within the floodplain of the Annalee River. OSi Licence No. EN Recommended Extreme Flood Outline - for Butlers Bridge, adjacent to the school As well as the above two sites a residential dwelling was flooded as a result of loss of discharge capacity from a pipe draining into the Annalee River, despite the local Fire Service providing a pump, water levels caused considerable damage to the interior. 2011s5232-Site Assessment - Butlers Bridge

18 Job Title: North-West & Neagh-Bann CFRAM JBA Job number: Sheet number: 5 of s5232 Site Name: BUTLERS BRIDGE UM Approval: Ross Bryant Residential property flooded in 2009 Summary: Butlers Bridge did not have a Flood Risk Index score calculated under the PFRA, however the confirmed flooding of the school, WWTP and a residential property in 2009 is enough to potentially increase the Flood Risk Index score above 250. A further two residential buildings, a commercial premises and the church have been included for under the revised flood outlines. Although the school buildings are not directly inundated by a 10% AEP event the school grounds are impacted and foul sewerage is known to back up, causing significant damage, as a result the school has been assessed as incurring a FRI score of 250. The WWTP would attract a score of 25 and the residential properties a score of 3, with the church scoring 2.5. The total score could range between approximately 150 and 300. The damages are not too severe but there is a very high inconvenience factor, especially during the summer months where there is a big fishing tourism trade that can be affected by roads being cut off. ANNAGELLIFF: Potentially remove from Risk review. Confirm with Cavan Co. Co. Watercourses / Flood Sources: The area of assessment for Cavan (which is based on the core LAP settlement boundary) covers a number of satellite villages including Annagelliff. Annagelliff is identified by the PFRA as a separate FRR site, however, in this case it has been included for under the Cavan FRR. Contained within this area is the Cavan River, numerous loughs and small watercourses, all with associated flood probability, consequence and therefore risk. Maps: See Flood Risk Review Site Map below. Flood Outlines and Receptors: Cavan/Annagelliff is affected by a number of different watercourses that drain into the River Cavan (flowing through the centre of the town). The PFRA outlines include a large number of residential and commercial properties as well as a primary school and Garda Station. The total Flood Risk Index score is 3655 and over 3000 of the points are from residential and commercial property and most of the property is located within the 10% AEP outline. In Annagelliff the FRI score is 180 and this is attributable solely to commercial property in the 10% AEP outline. In addition to the school identified as being at risk it appears that there could be other key receptors at risk of flooding and this includes part of the Cavan Institute of Technology Campus and the St Vincent de Paul sheltered housing. Even if a large number of the residential and commercial properties could be screened out, a significant level of flood risk would remain. In general it is noted that the 10% and 1% AEP flood outlines are a little closer in extent than expected. The flood outlines have been amended and are displayed in the Site Visit Findings section, never the less, the level of risk in the town and environs is significant. Defence Assets and Structures: A number of informal flood walls exist through the centre of Cavan, protecting property from the Cavan River. The walls are of differing construction and in many cases do not have appropriate construction details such as flapped outfalls or drainage holes. There are many culverts located through the town centre and some of these will be under capacity or prone to blockage. Of particular note is the access structure for the bus depot, the bridge deck is too low and this has reportedly increased upstream levels and exacerbated flooding on Coleman Road (see Discussions with Key Stakeholders section). Environmental Impacts & Opportunities: There are no designated sites of nature conservation interest within, or located in close proximity, to this Risk Review site. There are numerous monuments located within and around this Risk Review site, including ringforts, the school, church and the historic town. There are reports of foul sewage discharge during flood events from a Waste Water Treatment Works (see Site Visit Findings section). The watercourses in the developed area are relatively heavily engineered and, ideally, would benefit from restoration. Significant flooding was experienced in Coleman Road adjacent to the Bus Station as well as on River Street and the opposite bank where the St Vincent de Paul sheltered accommodation was affected. Property on the opposite side of the N3 is at a higher level and is not impacted. Quinn Direct and the N3; flood risk identified NCT Test Centre under sized culvert View from NCT Test Centre under sized culvert View by Petrol Filling Station and N3 Summary: Cavan was originally assigned a Flood Risk Score in excess of 3655 and Annagelliff was assigned a FRI score of 180. Amongst the key receptors are a primary school and Cavan IT, accommodation for the vulnerable, a waste water treatment plant and numerous residential and commercial properties. As a result of an amendment to the PFRA flood outlines the FRI score has been re-calculated and a number of commercial (59) and residential properties (26) have been removed, as well as some residential (21) and commercial additions (1). Annagelliff is included within the core LAP settlement (and therefore FRR area) of Cavan, but is listed as a separate FRR site in the PFRA. Individually it was given an initial FRI score of 180 which is attributable solely to commercial property within the 10% AEP outline. Having visited the site and consulted with the Local Authority and local business employees and residents it appears that the level of risk presented in the PFRA outlines was overestimated. The outlines have been adjusted and the FRI score revised to exclude 2011s5232-Site Assessment - Cavan (incl Annagelliff)
