11 City of Burlington Permit Fee Funding The City Council has expressed the desire to extend financial assistance to homeowners who wish to take steps to reduce the risk of basement flooding by funding building permit fees payable under Building Permit Bylaw for eligible homeowners impacted by the recent extreme rainfall of August 4, The program would be available to all home owners in Burlington who experienced basement flooding, as confirmed by the Region of Halton, due to the August 4, 2014 severe thunderstorm and would cover the cost of the building permit fee for the installation of backwater valves, disconnection of weeping tiles from the sanitary or storm water system and/or the installation of a sump pump.
12 City of Burlington Permit Fee Funding It is proposed that the building permit relief be extended to all eligible building permit applications received prior to December 24, (Source: Page 1 of Report PB-85-14, Date to Committee: September 8, 2014 Date to Council: September 22, 2014)
13 Application for Flood Relief With the Burlington Community Foundation Burlington Community Foundation Flood Disaster Relief Committee Application for Assistance for Losses and Damages Application under this Application for Assistance for Losses and Damages pertains to reimbursement of verifiable expenses incurred due to the August 4 th, 2014 flood event for residents of Burlington, Ontario.
14 Application for Flood Relief With the Burlington Community Foundation Examples of Eligible Costs Restoration, repair or replacement to pre-disaster condition of primary residence and garage Clean-up of property for safety reasons or to provide access Emergency living costs incurred during the period of the disaster (e.g. evacuation costs, accommodation and meals, essential clothing) Transportation costs related to evacuation from primary residence Essential furnishings including fridge, stove, washer and dryer, furnace, freezer Food in freezers or root vegetables stored in root cellars Heat and light supplies (e.g. fuel for light and heat, heaters) Essential baby items/furnishings Personal computer including software, television
15 Application for Flood Relief With the Burlington Community Foundation Funding will not be provided for: Expenses covered under your home, condo, tenants or business insurance policy Reimbursement of the deductible under your home, condo, tenants or business insurance policy
16 Application for Flood Relief With the Burlington Community Foundation In order to be considered for reimbursement of your out of pocket emergency additional living expenses you will be required to: Be a permanent resident of Burlington. If you carried insurance at the time of the flood, you must provide us with the name of your Insurance Company and your policy number as well as a copy of a letter from your insurer advising that they denied coverage. If you did not carry an insurance policy at the time of the flood, you will need to explicitly state so and to provide us with permission to investigate and verify. Fraud is a criminal offence and will not be tolerated. Only expenses supported by receipts will be reimbursed. The funds being disbursed at this time are for flood victims who are uninsured or underinsured. Burlington Sewer Backup Victim Coalition

31 Of Immediate Consideration from the Region and City: *In the event that a homeowner has become uninsurable due to multiple claims of back-up sewage, the Region s and City s Insurer will provide adequate coverage, for damages due to future surcharges, until the problem is fixed.
32 Private Side Mitigation Effective Education for Residents: Suggested Behaviours and Actions ( what we can do in the meantime to protect ourselves) intelligent disconnect of weeping tiles from sanitary system in vulnerable clusters reducing amount of grease put into drains (photo taken from: Corp. of the City of Niagara Falls) stopping the use of water in homes during storms (washing machines, dishwashers, showers, etc.) *other regions with similar back-up flooding issues have been using these measures until the infrastructure is properly fixed and functioning
33 Emergency Response Protocols put into effect during heavy storms: review and update mechanisms used to monitor and measure water flow and excess demand on pumping stations during storms calling pumping trucks to assist with excessive demands during storms robocalls to residents (suggesting to stop the use of water and to store water)
34 Inflow / Infiltration Reduction Strategies Immediate Actions by Region and City to help prevent residential recurring surcharges -regular and frequent cleaning and maintenance of sewer, water mains, creeks, and culverts -locating and reducing bottlenecks to water flow during storms/thaws -regular maintenance and assessment of pumping stations -review/develop better mechanisms to monitor water flow during storms *acknowledging and using current data of flooding reports to target vulnerable areas/clusters
