3 To: From: Prospective Bidder Fred Busse, Director of Public Works Date: March 26, 2018 RE: Sealed Price Proposals Demolition of Farm Structures PROJECT LOCATION: 1730 North Main, Sycamore Illinois SCOPE: The City of Sycamore is requesting bid proposals for the demolition and removal of farm structures consisting of a timber framed main barn (30 X 60 ), attached lean-to (24 X 76 & 16 X 30 ), concrete silo (17 X 35 ), concrete feedlot (45 X 77 ). Concrete foundations and/or slabs. Proposals shall include costs for the demolition, removal, and disposal of all wood waste, metal and concrete from the site. At the completion of the demolition and waste removal, all foundation holes and disturbed areas are to be leveled off with remaining soil. The bidder may elect at his/her option to salvage or scrap either structures for his/her benefit. The site is shared with the DeKalb County Historical Center (formerly, Sycamore History Museum), Sycamore Public Works Well #10 and storage building. Care must be given to existing structures. Also, there is a chain link fence in close proximity to the barn. The Historical Center has varied hours of operation. Demolition activities and traffic must not interfere with the operation of the Center. Water for dust suppression can be coordinated with the City s Water Division. Any material testing or certification required for the proper disposal of the material shall be the responsibility of the contractor and included within the lump sum bid. All labor shall be in accordance with prevailing wage. INSURANCE REQUIREMENTS: From the time of commencement of an Agreement until completion of all Work, the successful bidder shall provide and maintain in effect at no expense to City of Sycamore the types and amounts of insurance, as set forth hereunder, with insurance companies satisfactory to City of Sycamore: (a) Automobile Liability Insurance, covering owned, non-owned, and hired vehicles used by the contractor with limits of not less than $500,000, to protect, City of Sycamore from any and all claims and damages for bodily injury, including death, and loss or damage to property that may arise from acts or omissions in performing Work under this Agreement, 3 P a g e
4 (b) Commercial General Liability Insurance, including contractual liability, insuring the indemnity agreement set forth in this Agreement, with limits of not less than $1,000,000 per occurrence and $2,000,000 in the aggregate, to protect, any subcontractor performing Work described in this Agreement and City of Sycamore from any and all claims and damages for bodily injury, including death, and loss or damage to property that may arise from acts or omissions in performing Work under this Agreement, whether such acts or omissions be by Contractor or by a subcontractor or by anyone directly or indirectly employed by them. (c) Workers Compensation Insurance, and Employer s Liability Insurance with limits of not less than $500,000 per person per occurrence. The Contractor shall not commence Work under this Agreement until he/she has obtained all insurance coverage required and such insurance policies have been approved by City of Sycamore. COMPLETION DATE: All work for this project must be completed by July 16 th PAYMENT: Payment upon completion of the work and within thirty (30) days of the submission of an invoice, waivers, and certified payroll. SITE INSPECTION: Prospective bidders may request a tour of the demolition site and area by calling Fred Busse, Director Public Works or Jake Keck, Street Superintendent at QUESTIONS AND CLARIFICATIONS: Any questions must be submitted in writing to fbusse@cityofsycamore.com. Verbal answers to questions are non-binding. Procedure is outlined in the City s Municipal Code; Chapter 11, The City of Sycamore reserves the right to reject any or all bids or any part thereof, and to waive any minor technicalities. The City of Sycamore is not responsible for expenses incurred to any firm prior to award. 4 P a g e
5 SEALED PRICE PROPOSAL: 1. Lump Sum cost to demolish and remove buildings. This price to include all costs for equipment, labor, trucking and demolition of concrete foundations and slabs and the grading of the disturbed areas. 2. Name, Address, telephone number and of bidder. 3. The bidder s signature of an authorized representative of the company. Sealed price proposals must be submitted by 10:00 a.m., April 24 th, 2018, to the Sycamore City Clerk s Office, 308 West State, Sycamore, IL Bids submitted by mail or in person shall be marked Sealed Bid, Demolition of Farm Structures. Bids will be opened and read aloud in the Sycamore Council Chambers immediately following the deadline for submittal. The approval of this purchase is expected to take place May 7 th, 2018 at the regularly scheduled Council Meeting. 5 P a g e
