1 1.0 PURPOSE This document serves to promote the consistent and reliable calculation, verification, preservation, and use of Transmission Reliability Margin (TRM) to support analysis and system operations. Steps in this procedure are used to meet the requirements of the MOD NERC Reliability Standard (and subsequent versions). TRM is defined in the NERC Glossary as: The amount of transmission transfer capability necessary to provide reasonable assurance that the interconnected transmission network will be secure. TRM accounts for the inherent uncertainty in system conditions and the need for operating flexibility to ensure reliable system operation as system conditions change. 2.0 APPLICABILITY AND RESPONSIBILITIES Operations Manager Responsible for the TRMID for the WAPA-RMR Transmission Operator (TOP) function. Transmission Services Manager Responsible for the TRMID for the WAPA-RMR Transmission Service Provider (TSP) functions and Transmission Planner (TP) functions. Transmission Business Unit Manager is the point of contact for the TRMID for the WAPA-RMR TSP function. NOTE: Due to the Western Area Power Administration Operations Consolidation, the Western Area Power Administration Desert Southwest Region Registered Entity (WAPA-DSW NCR#05461) TOP, TSP, and TP functions are organizationally part of the Western Area Power Administration Rocky Mountain Region (WAPA-RMR). 2 05/19/ Review and administrative cleanup Transmission Reliability Margin Implementation Document (TRMID) 1. ESTABLISHING TRM VALUES The WAPA-RMR registered TOP shall establish values for TRM as follows: ONLY the following components of uncertainty may be included in the TRM value determination. The following apply to all ATC paths for which a TRM value is determined: Uncertainty Component Aggregate Load forecast. Load distribution uncertainty. Forecast uncertainty in Transmission system topology (including, but not limited to, forced or unplanned outages and maintenance outages). Allowances for parallel path (loop flow) impacts. Allowances for simultaneous path interactions. Variations in generation dispatch (including, but not limited to, forced or unplanned outages, maintenance outages and location of future generation). Short-term System Operator response (Operating Reserve actions). Reserve sharing requirements. Inertial response and frequency bias. WAPA-RMR Treatment WAPA-RMR provides reserve to some of its internal entities based on the contractual agreements. TRM is used to deliver reserves on behalf of these customers. WAPA-RMR s reserve obligation for delivery of reserve is used as TRM on paths where the resource is dispatched. The TRM value gets updated semiannually as Rocky Mountain Reserve Sharing Group calculates each member quota. TRM values used by WAPA-RMR are tied with Rocky Mountain Reserve Sharing Group semi-annual determination of the pool largest contingency and distributing the reserve requirements among its members. WAPA-RMR reviews its TRM value at least twice per year (winter season and summer season) and updates as necessary to match its reserve obligations to the pool, plus, any other reserve requirements mandated by contractual agreement between WAPA-RMR and third parties. TRM values will be determined at least once every 13 months. The TRM calculation is the same across all time periods per the allocation methodology. Page 2
3 On WAPA-RMR paths that have established TRM, the TRM calculations are identical for the following time periods: o Same day and real-time. o Day-ahead and pre-schedule. o Beyond day-ahead and pre-schedule, up to thirteen months ahead. WAPA-RMR utilizes internal communications as the tool to convey the TRM values. WAPA-RMR does not use Capacity Benefit Margin in its ATC calculation. Within 7 days after establishing or revising TRM values, the Transmission Operator shall provide the TRM values to the Transmission Service Provider and Transmission Planner. Determination of TRM Values: WAPA RMR is a member of Rocky Mountain Reserve Sharing Group (RMRG). RMRG members participate in providing assistance or receiving assistance due to real-time contingencies. RMRG was created to minimize the amount of contingency reserve, which needed to be carried by individual members and to comply with NERC Control Performance Standards, specifically BAL-002. Twice per year, the RMRG Administrator calculates reserve requirements (quota) for each of its members based on the pool s anticipated peak load and the largest contingency (MSSC). The table below shows RMRG s calculation for Summer 2012 Season. As it can be seen from the table, for the largest contingency in the pool (Comanche 3#), Western-RMR s share is identified to be 48 MW. Determination of Generation Resources for Delivery of Reserve Western-RMR s generating plants in Wyoming and Colorado have been modeled as three consolidated Page 3
4 sources: a) Big Horn Basin Area Generation These include generating plants which are located in Southern Montana and Northern Wyoming area such as Yellowtail, Buffalo Bill, Heart Mountain, Spirit Mountain, and Shoshone power plants. The point of delivery for combination of these generating plants is identified as YT115 POR on WAPA-RMR s OASIS Map; b) Central Wyoming Area Generation These include generating plants, which are located in Central Wyoming such as Alcova, Freemont Canyon, Boysen, Pilot Butte, Kortes, Seminoe, Glendo, and Guernsey. The point of delivery for combination of these generating plants is identified as MM115 POR on WAPA-RMR s OASIS Map; c) Northern Colorado Generation These include generating plants such as Estes, Mary s Lake, Pole Hill, Flatiron, Colorado Big Thompson, Green Mountain, and Mount Elbert generating plants. The point of delivery for the combination of these generating plants is identified as AU115 on WAPA-RMR s OASIS Map. Due to hydrological conditions and complication of water scheduling for each of the listed generating resources, WAPA-RMR has set aside enough transmission capacity in the form of TRM from each of the listed PORs (YT115, MM115, and AU115) so that it can deliver its obligation or share of contingency reserve to RMRG members. Determination of Paths For Delivery of Reserve - According to RMRG Bylaws, delivery of reserve from one member to another member is contingent to having transmission interconnection points between the delivering party and the receiving party. Different matrices have been developed based on this philosophy to assure contiguity of transmission system for delivery of reserve. For instance at Ault Substation (AU), where multiple RMRG members have interconnected transmission lines (PSCO, PRPA, TSGT, MBPP, and WAPA), WAPA-RMR can deliver its maximum reserve obligation to each of these entities as identified in Alpha Matrix, Bravo Matrix, Foxtrot Matrix, and Hotel Matrix. As it can be seen from the RMRG Bravo Matrix (below), Page 4
5 WAPA-RMR has 48 MW of reserve obligation to deliver to PSCO for any contingencies on their system, thus, 48 MW of TRM has been established from WAPA-RMR s three resource points of delivery (YT115, MM115, and AU115) to Ault Substation as follows: a) From Northern Colorado Generation, TRM on AU115>AU b) From Wyoming Central Generation, TRM on MM115>DJ, as well as parallel paths from DJ to AU, e.g. DJ>ARH and ARH>AU c) From Big Horn Basin Area Generation, TRM on YT115>YTW, as well as the parallel paths from YTW>AU Similar considerations have been made for delivery of reserve to other entities where WAPA-RMR transmission interconnects with that entity s transmission system. As it can be seen from the Foxtrot Matrix below, WAPA-RMR has maximum of 30 MW of reserve obligations for contingencies on BHP s system, thus, 30 MW of TRM has been established from each of the WAPA-RMR s resource pools to Stegall Substation (SGW) where WAPA-RMR and BHP transmission system interconnects, e.g. MM115>DJ, DJ>SGW. 6 Use of TRM for Short-term System Operator Response: WAPA-RMR has marketed Operating Reserve to some of its internal customers under short term contracts. Generally speaking, these customers are considered Western s Preference Customers, as the U.S. Congress has stipulated in different laws. While these customers do receive an allocation from the Federal generation, which WAPA-RMR dispatches, they might not have adequate generating resource to cover their obligation to the RMRG pool. Therefore, from time to time, WAPA-RMR provides operating reserves to some of its customers. For the 2012 Summer Season, WAPA-RMR s additional reserve obligations due to sale of operating reserve are as follow: MEAN 9 MW WMPA 5 MW BEPC 5 MW TSGT 5 MW In consideration of the above sales, WAPA-RMR sets aside additional transmission capacity as TRM for delivery of reserve due the above listed commitments. WAPA-RMR Contracts with these customers can be provided upon request. Page 6

Distribution of TRM values o New or revised TRM values will be conveyed within 7 days to the Transmission Service Provider and Transmission Planner. Sharing of TRMID and underlying documentation o Requests for the TRM, and underlying documentation, shall be directed to the Transmission Business Unit Manager at the address or phone number listed below.
