APPROVAL OF MINUTES 3.1. December 8, 2016 Regional Council meeting Moved by Councillor Downey, Seconded by Councillor Parrish; That the minutes of the December 8, 2016 Regional Council meeting be approved December 8, 2016 Regional Council Budget meeting Moved by Councillor Ras, Seconded by Councillor Medeiros; Carried That the minutes of the December 8, 2016 Regional Council Budget meeting be approved. Carried APPROVAL OF AGENDA Moved by Councillor Tovey, Seconded by Councillor Fonseca; That the agenda for the January 12, 2017 Regional Council meeting include a Notice of Motion from Councillor Tovey regarding Funding for the Small Arms Inspection Building, to be dealt with under Notices of Motion Item 15.1; And further, that in accordance with section I 1.(c) of the Region of Peel Procedure By-law , as amended, section V 1.(f) be waived with respect to previous notice in order to permit the consideration of Notices of Motion Item 15.1 Funding for the Small Arms Inspection Building at the January 12, 2017 Regional Council meeting; And further, that the agenda for the January 12, 2017 Regional Council meeting be approved, as amended. 3 -3- Council Minutes 5. DELEGATIONS 5.1. Kevin Gilhooly, Vice President, Sandman Hotel Group, Regarding Overcharged Water and Wastewater Bills between March 9, 2016 and June 7, 2016 Received Kevin Gilhooly, Vice President, Sandman Hotel Group, provided a summary of water bills for the Sandman Signature Mississauga Hotel for the period April June He stated that despite testing of the meters by Region of Peel staff, it is not known what caused abnormally high readings from the large meter. He requested that Regional Council authorize a water credit to the property in the amount of $21, Shaun Hewitt, Director, Operations Support, advised that Region of Peel staff visited the site and tested the meter, and confirmed that the meter was operating accurately. 6. ITEMS RELATED TO HUMAN SERVICES Chaired by Councillor M. Medeiros 6.1. Peel Renovates Creating New Second Units Program Referred back to Human Services Members of Regional Council indicated their support for the Peel Renovates Creating New Second Units Program but expressed concern that the current funding formula would enable only 18 units to be available to clients who are on the Centralized Waiting List. The Commissioner of Human Services was directed by Regional Council to report to a future meeting with additional information related to the rules for forgiving the loans; value of homes eligible for the program; requiring homeowners to match funds provided through the program; opportunities to amend the proposed formula to enable the creation of more second units; and, any obligations on future owners should the property be sold Proposed Name for Interim Brampton Youth Shelter Moved by Councillor Miles, Seconded by Councillor Thompson; That the new interim youth shelter located at 3458 Queen Street East, Brampton, be named Brampton Queen Street Youth Shelter. Carried

Peel Children and Youth Initiative (PCYI) Review and Next Steps Moved by Councillor Thompson, Seconded by Councillor Downey; That the Commissioner of Human Services be authorized to execute an Agreement with the Peel Children and Youth Initiative for a six month term from January to June 2017 ( 2017 six month Agreement ), to facilitate the determination of the organization s future mandate as outlined in the report from the Commissioners of Human Services and Health Services, titled Peel Children and Youth Initiative (PCYI) Review and Next Steps (the Report); And further, that the Commissioner of Human Services, or designate, be authorized to execute any Agreement required to flow community planning funding from the Ministry of Education to Success by 6 as Peel s integrated planning table for children aged zero to six as described in the subject report; And further, that $217,200 of the current annual allocation of $434,304 for the Peel Children and Youth Initiative funding continue to be flowed to the Peel Children and Youth Initiative for six months in 2017 in two installments, dependent upon performance in accordance with the 2017 six month Agreement; And further, that staff report back to Council in the second quarter of 2017, with an update on the Peel Children and Youth Initiative s progress to recommend next steps with respect to future regional funding. Carried The Commissioner of Human Services was requested by Councillor Miles to provide Regional Council with information regarding the funding sources for the Peel Children and Youth Initiative. 7. COMMUNICATIONS - Nil 8. ITEMS RELATED TO ENTERPRISE PROGRAMS AND SERVICES Chaired by Councillor C. Fonseca 8.1. Property Tax and Assessment Update Presentation by Louise Cooke, Supervisor, Financial Policy and Development See also Resolutions and Received
5 -5- Council Minutes Louise Cooke, Supervisor, Financial Policy and Development, provided an overview of the tax administration cycle and reviewed Regional Council s role of annually setting tax ratios; implementing Optional Property Classes; setting Graduated Tax Rates; providing phased-in programs; setting the criteria and funding for Tax Capping; and, establishing mandatory rebate programs. Louise Cooke noted that the Province of Ontario is providing municipalities with additional flexibility through enhanced tax policy tools and initiating a number of reviews of current taxation processes, including moving forward with changes that will enable municipalities to better tailor vacant unit rebates; reviewing property taxation for multi-residential buildings; and, reviewing property taxation for railway right-of-ways which is currently based on a regulated rate per acre. Councillor Parrish suggested that the Government Relations Committee advocate to the provincial government for the end of the Greater Toronto Airports Authority s (GTAA) exemption from market value assessment, noting that the City of Mississauga and the Region of Peel require funds to remediate damage to road infrastructure and to address air pollution that is impacted by airport operations. She noted that along with this exemption is the current Payment in Lieu of Taxes (PILTs) formula applicable to the GTAA which should also be addressed by the Committee, noting that the current formula of the per passenger rate and passenger count are both capped and have remained largely unchanged since Delegation of Tax Ratio Setting Authority Moved by Councillor Thompson, Seconded by Councillor Mahoney; That the tax ratio setting authority for both lower-tier and upper-tier purposes for 2017, be delegated by the Region of Peel to its lower-tier municipalities, as authorized under section 310 of the Municipal Act, 2001; And further, that the necessary by-law inclusive of the methodology to apportion the Regional levy, be presented to Regional Council for enactment. See also Resolutions and /2017 Dedicated Provincial Gas Tax Funds Moved by Councillor McFadden, Seconded by Councillor Iannicca; Carried That the Regional Chair and the Commissioner of Finance & Chief Financial Officer be authorized to execute the Letter of Agreement provided by the Ontario Ministry of Transportation to implement the Dedicated Gas Tax Funds for Public Transportation Program as outlined in the report of the Commissioner of Finance & Chief Financial Officer, titled 2016/2017 Dedicated Provincial Gas Tax Funds, in order to facilitate the Province of Ontario to release the 2016/2017 funding to the Region of Peel;

Ranjit Khatkur, Chair, Peel Coalition Against Racialized Discrimination, Letter dated December 14, 2016, Regarding Representation on the Peel Regional Police Services Board Received Councillor McFadden noted that the letter from the Peel Coalition Against Racialized Discrimination listed as item 9.1 on the agenda contains defamatory statements against her, the Peel Police Services Board and Regional Council, and contains assumptions about her ability to serve on the Police Services Board, although representatives from the group have never spoken to her. Councillor McFadden stated that she would serve on the Peel Police Services Board with an open mind regardless of whether an apology from the group is received. COMMUNICATIONS Carey degorter, General Manager, Corporate Services/Town Clerk, Town of Caledon, Letter dated December 6, 2016, Regarding a Request to Consider Pedestrian Curb Improvements Along Regional Road 50 Referred to Public Works ITEMS RELATED TO HEALTH Chaired by Councillor E. Moore Peel Public Health Year in Review Presentation by Dr. Eileen de Villa, Medical Officer of Health Received Dr. Eileen de Villa, Medical Officer of Health, presented an overview of Public Health activities in 2016, which highlighted the ongoing surveillance and preparedness for emerging threats; a proposed Regional Official Plan Amendment to require use of a Health Development Framework to increase the health-promoting potential of neighbourhoods; development of an action plan to create safe and active routes to schools; advocate for inclusion of nutrition and physical activity requirements for licensed child care; advocated for built environment policy; and, the creation of a by-law to regulate hookah/shisha use in public establishments.
8 -8- Council Minutes In 2017, Peel Public Health will assist health system planning; protect citizens by improving education, enforcement and reporting of vaccines; screen more school children for dental needs; reduce the uptake of electronic cigarettes through restrictions in promotion and sales; and, advocate for a public health approach to the anticipated federal legalization of marijuana, including investments in prevention, surveillance and harm reduction. In response to a question from Councillor Sprovieri, the Medical Officer of Health undertook to provide information related to the last time a federal study on fluorosis levels was undertaken, to a future meeting of the Community Water Fluoridation Committee. The Commissioner of Health Services was requested by Councillor Miles to report to a future meeting of Regional Council with information regarding Region of Peel activities and supports to address youth violence. Councillor Parrish identified the need to make public washrooms a priority for future development, noting that there is a need for improved access to public washrooms to address the growing needs of the population, particular seniors and individuals with chronic conditions. NOTICES OF MOTION Additional Item Item 15.1: Motion from Councillor Tovey Regarding a Transfer of Funds to the City of Mississauga for the Purchase of the Small Arms Inspection Building located at 1352 Lakeshore Road East, Mississauga Moved by Councillor Tovey, Seconded by Councillor Fonseca; Whereas the Region of Peel (the Region ) approved funding to the Toronto and Region Conservation Authority ( TRCA ) to be used by the TRCA for the preservation and rehabilitation of its building known as the Small Arms Inspection Building located at 1352 Lakeshore Road East, Mississauga ( Building ) in the amount of $1,375,000 for fiscal years 2013 to 2017, and has the forecasted allocation of $125,000 in the 2018 Capital Budget for a total of $1,500,000 (the Total Funding ); And whereas, the unspent portion of the Total Funding is approximately $1,150,000, which amount includes $900,000 previously transferred to TRCA, $125,000 representing the approved allocation in the 2017 Capital Budget and $125,000 representing the forecasted allocation in the 2018 Capital Budget ( Remaining Funds ); And whereas, the TRCA is finalizing the sale of the Building and adjacent lands to The Corporation of the City of Mississauga (the City of Mississauga ) for the preservation and rehabilitation of the Building; And whereas, following the closing of the transaction, the City of Mississauga will match the Total Funding in its 2017 Capital Budget and top up its contribution in its 2018 Capital Budget for a total contribution by the City of $2,000,000 towards the Phase I redevelopment of the Building; Therefore be it resolved, that following the closing of the purchase by The Corporation of the City of Mississauga ( City of Mississauga ) of the Small Arms Inspection Building located at 1352 Lakeshore Road East, Mississauga and adjacent lands from the Toronto and Region Conservation Authority ( TRCA ), and upon an agreement between the City of Mississauga and TRCA providing for the preservation and rehabilitation of the building being entered into, the transfer

See also Resolutions and Carried Councillor Moore expressed concern that the motion placed by Councillor Tovey would result in the Region of Peel contributing funds towards an asset that would be owned by the City of Mississauga and suggested that the motion be referred to staff to report to a future meeting of Regional Council with clarification of the Region of Peel s role in the acquisition. Councillor Tovey stated that in order to qualify for a Canada 150 grant, the City of Mississauga agreed to take over the maintenance and operation of the site and to raise funds for the next phase. 16. BY-LAWS Three Readings: By-law : A by-law to govern the Regional Council Code of Conduct and to repeal By-law By-law : A by-law to authorize the Regional Chair and the Chief Financial Officer to execute a Letter of Agreement between the Province of Ontario and the Regional Municipality of Peel related to funding provided by the Province of Ontario to the Regional Municipality of Peel under the Dedicated Gas Tax Funds for Public Transportation Program for 2016/ By-law : A by-law to delegate the tax ratio setting authority to each lower-tier municipality and to provide a method to determine the portion of Regional levies that will be raised in each lower-tier municipality.
