Schedule: Project Team start-up and community engagement A.3 BACKGROUND akis nuk First Nation has been planning and preparing for construction and operation of a Recreation Centre for well over 10 years. As well as conducting community meetings and carrying out feasibility studies, Chief and Council has continued to pass tax law, every year, which sees a portion of revenue set aside toward the costs of capital construction. The desire for the Rec Centre is reflected in our Comprehensive Community Plan 2016 and in our 5 Year Economic Development Plan. The AFN Economic Development Committee has overseen this project for the last 2 years and the members are determined to see it through to completion within this fiscal year. In order to accomplish that timeline, we are asking Chief and Council to approve and accept several recommendations and schedules.

Approve Bid #1 this will allow use of the quoted construction cost in the Capital Fund Development Schedule ii. Approve moving designated funds from reserve funds to Rec Centre Capital Project Account this will show other funders the AFN commitment to this project iii. Reject bids and delay transfer this option will delay completion of Capital Fund Development schedule because we will not have a guaranteed price. As well, this will delay other funders from committing to this project. RECOMMENDATION / RESOLUTION WORDING A. The design/as-built information that was provided by the AFN for the SRW project illustrates the location of a water main within this development being 2 (or 3?) meters inside the limit of the road boundary. The scanned image is difficult to read, it appears to read as 2 metres, but could be some other number, possibly 3. These drawings illustrate a lot configuration that does not exist. Presumably the waterline was designed to service a concept different than what exists today. Regarding Lot 253, the plan package has been submitted, yes. It does not appear to be registered yet. I expect it will be soon and do not know of any delays, or reasons for delay of the pending registration.
