COST constitutes an experimental laboratory for European cooperation which will provide valuable information for the future Camillo Ripamonti, Italian Minister of Scientific and Technical Research, Chairman of the Ministerial Conference held in Brussels in Novembre 1971, founding event of COST.

12 Bodies in COST 3 COST Office The COST Office provides scientific secretariat to: Domain Committees (including call assessment) COST Actions (MCs, WGs, workshops ) Specific events (COST Days, co-organised events, strategic workshops, etc) Implemented by ESF, which provides financial administration and legal personality 35 staff members, including 10 science officers, each in charge of about 20 actions, and key actors in the assessment processes of proposals

16 Financing of COST: Wherefrom? 1971 : On set out of COST, each Action is launched through a Memorandum of Understanding which foresees financial support allocated by participating MS. COST has no annual budget in proper. EU Commission provides an annual support on a case by case basis: around 1 M yearly in : COST is granted a budget from FP3: 20 M over 4 years. EU Commission provides Scientific Secretariat , : Budgets from FP4, then FP5: 20 M : FP6, foreseen budget: 50 to 80 M 80 M 2007 : FP7 : from 210 M to 250 M 30 to 35 M yearly

21 The Intergovernmental Agreement: Memorandum of Understanding - MoU The Memorandum of Understanding of an Action is a commitment signed up by each Member State wishing to participate in this Action Includes a statement of intention to participate, and a Technical Annex describing extensively the objectives and proceedings of the Action It refers to the Rules and Procedures for a COST Action" adopted by the CSO in 2001 in the last version The Technical Annex takes on the full proposal final version, after the selection process and negotiation with both the relevant Domain Committee, and the COST Office COST acknowledges three official languages: English, German, French. But Proposals are to be written en English.
22 The Memorandum of Understanding Technical Annex COST Action 4xy Memorandum of Understanding (MoU) Brussels, 13 March 2001 COST 000/01 Draft MEMORANDUM OF UNDERSTANDING for the implementation of a European Concerted Research Action designated as COST Action 498 Exploration of continental shelves" The Signatories to this Memorandum of Understanding, declaring their common intention to participate in the concerted Action referred to above and described in the Technical Annex to the Momorandum, have reached the following understanding: 1. The Action will be carried out in accordance with the provisions of document COST400/01 "Rules and Procedures for Implementing COST Actions", the contents of which the Signatories are fully aware of. 2. The main objective of the Action is to increase the knowledge of the geology, topography and ecology of the continental shelves surrounding Europe to a level making it feasible to assess different strategies for oil-drilling by taking into account the economic consequences as well as the long-term environmental effects. 3. The economic dimension of the activities carried out under the Action has been estimated, on the basis of information available during the planning of the Action, at Euro 150 million in 2001 prices. 4. The Memorandum of Understanding will take effect on being signed by at least five Signatories. 5. The Memorandum of Understanding will remain in force for a period of four years, calculated from the date of first meeting of the Management Committee, unless the duration of the Action is modified according to the provisions of Chapter 6 of the document referred to in point 1 above. + Rules and Procedures for implementing COST Actions COST 400/01 (Ref : Guide for the proposers of new Actions, COST 401/01)

35 : The Big Re-foundation (3) Qualified majority From COST creation: adoption by consensus unanimity Actual Veto right within CSO Adoption of a qualified majority rule: 75% of Member States, whether attending a session or not. Unanimity still rules for admission of a new MS, or calls to contributions to the COST fund used by the CSO. COST less intergovernmental, more integrated : significant evolution of internal functioning, more flexibility
