1 DIRECTORATE OF TREASURIES & ACCOUNTS FINANCE DEPARTMENT GOVERNMENT OF MADHYA PRADESH ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ BCO Budget Utility under C-SFMS ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Current Status: Activities : 1.All Budget distribution activity is done on a standalone software. 2.Authorized messenger has to submit the data to DTA. 3.BCO needs to take balance from DTA. 4.Verification of data is required and Finance officer has to sign and submit. 5.Data is then populated and transmitted to treasuries. 1

2 Technical Requirements Activities by BCO : 1. A personal Computer having pentium-4 or higher processor, 512 MB RAM, NIC, USB port, MS windows 2000 professional or XP operating system, Internet Explorer 6 and anti-virus with updated virus definitions. 2. A printer for printing the reports (A4 Size) Kbps VPNoBB connection from BSNL. 4. Dedicated computer to be used for budget allotment, else problems may occur in access. 5. To acquire the connection BCO will have to submit the application in the desired format to BSNL. DTA has already issued necessary authorization to BSNL to connect BCOs to the MPTREASURY domain. 6. Annual charges for the VPNoBB connectivity is Rs.13440/- + Taxes under e-governance VPNoBB (Virtual Private Network over Broad Band) A NEW Network connectivity for establishing Interface Already operational for : WDDF and FDDF SLIM for DDO s (Salary generation) having more than 250 employees Backup network to treasuries And now BCO Utility 2

Installation of J-initiator and 2. Acrobat reader & Mithi fonts is available online 3. BCO to provide PC (only CPU) for installation of above in case BCO staff unable to configure using automatic setup utility. 4. Issuance of Login and Password to BCO (Above process is one time activity to check and confirm access of BCO budget utility) 4

7 Details of BCO Budget Utility under SFMS After the setup of the technical requirements as mentioned above, Login and password will be issued by DTA to the Authorized Finance Officer (AFO) of the Budget controlling department. BCO user (AFO) will have to change his password as per the password policy when he logs in for the first time. (Sample : Ram ) AFO is required to keep his password secret and not to share it with anybody. If AFO is on leave he may give his charge to the concern and shall ask to change the password. (this is internal process) Details of BCO Budget Utility under SFMS Start menu has four options Master: to change the password. BCO Budget allocation Limit (Plan): to set limits for the plan budget and print report Budget Allocation 1. Budget allocation from BCO to DDO: Distribution of Budget to DDO both ways head wise and DDO wise. 2. Rejection of BCO budget: In case of any wrong entry, entries of budget allocation can be rejected. 3. Confirmation of BCO budget: To check and confirm the entries made for budget allocation to DDO. 4. Rejection of confirmed budget: If after confirmation entries are found incorrect or BCO wants to reject the budget allocation, this option can be used to reject the confirmed budget allocation. 5. Approval of confirmed BCO Budget: After confirmation BCO(AFO) can approve the budget (this approved budget will be transmitted to the concerned treasuries by DTA Budget section) Approval means submitting the budget online to DTA Server. 7

Therefore, AFOs shall submit their budget allocation and approval activity before PM if the budget is to be transmitted to treasuries on that same day else the budget will queued to be loaded on next working day. 8
