What a welcome time of the year. We all have our clocks set up 1 hour so that we now have more daylight in the evening. That s great now I can get home and do all of those things that I have been wanting to do outside for so long; all Winter. This month at our monthly meeting, Don Muse, who is District Manager for Viega Products, came and spoke to our group. Don is a very gracious speaker. He is always very friendly and outspoken and helps us out whenever he can. As always, Don did a great job for us bringing us up to Well, I think there is finally some good news coming from St. Louis County regarding the new Plumbing Code and Ordinance. I have been working closely with Jack Fischer, Ray Hefner from the PIC, and Sheryl Hodges, who is the Director of Public Works to get P R E S I D E N T S R E P O R T Don Summers, Missouri Chapter President & 2nd Vice-President ASSE date on the new technologies that are coming from Viega. He showed us the new Pro-Press Fittings they have come out with and surprisingly the new Stainless Fittings that can be used for water, air, or gas lines. With the PEX line, Don went over the advantages of using this product over copper. Although I am still the all issues resolved and get the this adoption process completed. At the last Building Commission meeting, the Commission approved unanimously to moved forward with the proposed Plumbing Code and Ordinance to the County Council except for 3 last items old time plumber who would much rather see copper. But I understand that if it is available to use then we must keep up with the times, learn the installation procedures, and keep our trade moving in a forward direction. Thanks again to Don Muse! I would also like to thank our Chapter members who keep showing up for our meetings. I think we have really made some progress in getting existing members to our meetings and recruiting new members. THANK YOU TO ALL!! S T. L O U I S C O U N T Y P L U M B I N G C O D E U P D A T E that still need to be discussed at the PCRC level then brought back to the Building Commission. CONTNUED PAGE 2

Section 1103.P-154 Apprenticeship; I spoke with several people to get a consensus on whether or not to go forward with this wording and we all agreed that it should be in the code and ordinance. We felt that if we are going too deep using the word apprentice, then we should really think about making the requirements regulatory to apprenticeship. #3. Section 1103.P-159 is a completely new section being added to the Plumbing Code and Ordinance. This section is being added due to the push of GREEN BUILDING and water conservation. Within this section, it is discussed and deter- #2. Section 1103.P-152 Journeyman Plumber; within this section there had to be some minor changes to make sure that it reflects the section above, apprenticeship. The wording that has been added is in the first paragraph where it is talked about experience of 5 years and the possible ways to get proof for this experi- mined to cover areas such as 1. Grey Water collected from plumbing drainage piping, 2. Reclaimed Water delivered to a building site/ premises by a public reclaimed water distribution system s series of mains and appurtenances, 3. This basically means that if this proposal is accepted, when an individual fills out an application for plumbing apprenticeship, he will still need a letter from a Master Plumber stating his/her employment, along with names and license numbers of everyone else in the shop. This individual would then need to verify if they have been or currently registered with a DOL approved apprentice program, taken courses at Ranken Technical College, Vatterott Educational Center, Jefferson College, or Southwestern Illinois College or by any school or organization approved, accredited or certified, as applicable by example: The Higher Learning Commission, a Commission of the North Central Association of Colleges and Schools. I T E M 2 J o u r n e y m e n L i c e n s i n g Additions being added to the St. Louis County Plumbing Code and Ordinance Rainwater Harvesting; rain water collected from interior downspouts within a building, 4. Rainwater collected from exterior downspouts to a collection container, 5. installation of the overflow from a tank or container, 6. after reclaiming the CONTINUED PAGE 3 An applicable apprenticeship program certified by the Bureau of Apprenticeship and Training of the United States Department of Labor (BAT/ATELS) ence. We are adding this wording; and proof of apprenticeship training as required in section P-154 paragraph 5 (to become effective January 1, 2016). Also at the end of that paragraph add; in order to determine proof of apprentice class room training a transcript or a grade sheet from any Dean or equivalent administrator at the school or organization for each class successfully completed by the student pursuant to the grading system used by the school or organization conducting the class. Any potable water outside the building would be installed by the Plumber and we have changed that distance so that it may be moved to a greater distance depending on circumstances such as utilities or roadways to a location to be determined by the Authority Having Jurisdiction. Within Section 4 it used to state that only a Master Drainlayer could install a tank or container collecting rainwater from exterior downspouts. We have suggested adding the wording to include a Master Plumber because there may be a circumstance where a Plumber could be installing these containers or tanks. Then there are also two exceptions ; one for the Irrigation Installer and then one for the home owner. The one for the home owner would allow a home owner to install those barrels under their downspouts to fill with water to be used for things such as watering their plants, flowers, or bushes. Reclaiming of Rainwater and Grey Water, the future of our Business S T. L O U I S C I T Y P L U M B I N G C O D E I wish I had some news for the City Plumbing Code. Unfortunately this Plumbing Code Review Committee has not met for several months now. Their code still stands where it was back then. That is, the committee has reviewed most of the sections of the code and made their changes and additions. There are still a few items that we have gotten in the County Code that we do want the City to also adopt. Then the only other part of the Ordinance that needs to be reviewed is Chapter 1. In this Chapter there are going to be a lot of areas to be looked at. We are hoping to get the City to adopt many of same sections of the code as the County.

Our next monthly meeting will be held on April 15, 2010 at 6:30 PM. I hope everyone will be able to attend. It will be held at our usual location for meetings Bella Serra Restaurant. MARCH MADNESS!! I hope to see you there WITH A FRIEND. N E W S S T O R Y H E A D L I N E s t l p i p e l i n e Plumbers & Pipefitters Local 562 has just had their launch of the stlpipeline on March 6, This is a project that has been worked on for several years by Pat Kellett; Business Manager, John O Mara; Asst. Business Manager, and Brian Chumley; Asst. to the Business Manager, along with many other people including the Training Center. With this new endeavor there is a call center , that an individual home owner or building owner can call to get in touch with a Plumbing Service Contractor, who is associated with Local 562, the PIC, and the MCA. The great thing about this is all of the Plumbers, Pipefitters, or Technicians are highly trained and very skilled in their trade. Along with the call center, there is a website that you can log onto for information. This is for those of us who are trying to get into the new technology and come out of the dark ages and for those that are already there. To help this project along, the local asked the Training Center to develop a training program for journeymen plumbers, at first, to make sure that the people that are sent to someone's home or business is fully trained. The first class started in January and the plumbers in- volved will go through 104 hours of thorough training. They will cover aspects of the trade such as Customer Relations, Cabling and Sewer Camera, Trouble Shooting Water Heaters, and Miscellaneous Fixtures repair. We hope that this will turn out to be one of the best projects the local union has ever been involved in. SO LET S GET THE WORD OUT!!!!
