2 Dear Sanctuary on the Park Homeowners For our Annual Meeting on Wednesday, January 20, 2016, we wanted to get some information to you in advance so that you would have time to evaluate and give thought to the information prior to voting at the Annual Meeting To begin, we do not have any proposed projects for the upcoming year upon which we need a vote We have a carryover of $5,000 from the 2015 Reserve Budget that is earmarked for landscape improvements As our landscaping has aged, some is in need of replenishment and improvement Kathy Childs is currently obtaining bids for this project and will consult with the Grounds Committee and the Board prior to finalizing work for the spring Secondly, you will be asked to vote on our proposed 2016 Budget that is also attached to this The proposed budget requires a $20 per month dues Increase that will begin in February,2016 The Increase in the budget is primarily driven by line item 7010 Fert/Weed Insect Control One cost associated with this budget item is spraying all of the Pine trees and the Ash trees in the neighborhood This includes common area as well as homeowner trees We discovered this year that some trees are infected or could become infected with various beetles and insects and need yearly protection The cost for this is approximately $9800 The other item is spraying for thistle at a cost of approximately $1500 These 2 items are new to our budget and have increased this line item significantly Our trees are an important asset in the community, and the cost to replace trees is far greater than protecting the trees that we have Should you have questions regarding our 2016 Proposed Budget, feel free to contact a Board member

5 SANCTUARY ON THE PARK HOMEOWNERS ASSOCIATION Annual Meeting of Homeowners January 29,2015 Call to Order Muriel Leff called the meeting to order at 7:05 pm Quorum & Introductions Grant Parker announced that a quorum had been established with 20 owners present In person and 12 owners who were represented by Proxy holders Muriel Leff Introduced Carol Race, Vice President, Dale Jensen, Treasurer, and Grant Parker, VP of Community Management for BRC Real Estate, Inc Proof of Notice of this Meeting Proof of Notice of this Meeting was sent out to homeowners on January 12, 2015 Announce the Use of Roberts Rules of Order Muriel Leff announced that Roberts Rules of Order were being used to conduct the Annual Meeting Proxy Revocation There was no revocation of any proxies Approval of January 23, 2014 Annual Meeting Minutes The motion was duly made and seconded to approve the Annual Meeting Minutes of January 23, 2014 as submitted Motion carried unanimously President's Report Review of Projects Being Proposed for a Vote Muriel Leff provided a brief review of proposed projects for 2015, which Included removal of Russian Olive Trees In the common area surrounding the SEMSWA pond, as well as the Installation of a landscape project on the corner of Jordan and Maplewood (see attached project descriptions) Both projects would be voted on later In the meeting The cost to remove the Russian Olive Trees will be $82000 This will be funded from the operating budget The cost to Install the landscape project at Jordan and Maplewood will not exceed $4,00000 This will be funded from Reserves
6 New items Budgeted for 2015 Not Needing a Vote Reserve Study Items New items which were budgeted for 2015 but which did not require a vote included monies in reserves for landscape projects in the amount of $9,828 The $4,000 for the landscape project at Jordan and Maplewood is included in this amount The Grounds Committee will be tasked with deciding which landscape projects are most pertinent for 2015 Refurbishment of the three existing entry monuments was approved in 2014 and will be completed in 2015 The estimated cost for this repair in the last Reserve Study was $7,576 and will be taken from our Reserve budget Repair and replacement of metal edging in various locations of the community will also be reviewed in 2015 as one of the possible landscape projects Contractors for 2015 Muriel Leff stated that the Board had solicited and obtained several new vendors in 2014 for the 2015 season, which included landscaping, tree and shrub pruning and professional management The new tree service for 2015 will be "A Climb Above Tree Service" They have been contracted to prune common area trees and shrubs twice per year They have also been contracted to prune individual home shrubs twice per year Summit Services will provide landscaping services for 2015 but will add snow removal when we sign our next contract with them Currently GroundMasters is contracted for snow removal services BRC Community Management was hired in August Individual Homeowner Tree Pruning to be completed by April 2015 Tree trimming on individually owned properties will be a homeowner expense, as approved by homeowner vote at the 2014 Annual Meeting A letter went out to all homeowners in early October, requiring them to either trim their trees or show proof that their trees had recently been trimmed, no later than April 30, 2015 Management will keep track of these responses and a community wide inspection will be performed after the deadline Vice President's Report Carol Race thanked the Grounds Committee for their work on the upcoming landscape project at the comer of Jordan and Maplewood She also mentioned that an individual homeowner who is a member of the "For the Birds" club had been voluntarily repairing and replacing birdhouses in Sanctuary/Open Space areas at his own cost She stated that this work was much appreciated and encouraged others to contribute to the cause Ms Race reported on her involvement with the Centennial Senior Commission, which encourages community involvement by seniors in the area and advocates for senior causes She stated that, although her term on the Board had expired, she had enjoyed her involvement with the Board and thanked the community for the opportunity to serve
7 Master Landscape/Grounds Projects 2015 Ballots were distributed to owners present to vote on the proposed Russian Olive Tree removal and the landscape project at the corner of Jordan and Maplewood The ballots were counted with 25 In favor of the projects and 6 opposed, with one ballot left blank The measure carried Treasurer's Report Dale Jensen reviewed the December 2014 yearend financial statements noting three overbudget items for the year, management fees, mailbox replacement and Phase 1 street edging repairs However, the association has ended the last several years with an operating surplus that has been carried over year to year This has enabled the dues to remain at their current level of $18000/month Approximately $3,50000 in management fees paid to Management Trust was not earned, and the Board will continue to pursue this matter, including providing comments on Management Trust in the Manager Licensing process that becomes effective on July 1,2015 The 2015 Budget was presented Mr Jensen stated that nearly $5,00000 was paid for snow removal during a 10day period from the end of December to the first week in January Significant items in the 2015 Budget include a $1,00000 increase in the landscaping contract and a $1,00000 increase in irrigation water Insurance premiums will remain the same The Board will obtain an update to the existing Reserve Study in 2015 MOTION; The motion was duly made and seconded to ratify the 2015 Budget The motion was passed unanimously Design Review Committee Report Jim Banman presented this report in place of Chairman Anne Nelson who was absent He reported that seven (7) applications had been submitted and approved during the year The Committee had once again researched roof tiles as those originally installed on homes in the Sanctuary manufactured by Monier Lifetile are no longer available and the tile chosen to replace it which was manufactured by Westile is also no longer available The Committee located an equivalent which is a Boral tile in the Saxony Slate line in the color Prairie Green This has been recommended as a suitable substitute going forward Mr Banman thanked the members of the Design Review Committee, Anne Nelson, Joan Searcy and Joan Liebchen, for their service in 2014 Grounds Committee Report Chairman Stan Massey reviewed the past year's activity, which included the following; Split Rail Fence repairs Crack Sealing the streets Developing a Scope of Work for Landscaping Analysis and Identification of Common Area Irrigation Zones
8 Mr Massey thanked his Committee Members: Linda Massey, Janet Hanna, Gary Snyder, Jo Snyder, Kathy Childs, John Pailey, Muriel Leff, Carol Race, Malcolm Jones, and Allan Kortz He stated that he would be stepping down as chair of the Grounds Committee after the 2015 season He will remain a member of the committee He would like to get a volunteer for the 2016 chair so that that person can work with him during the 2015 season Social Committee Report Chairman Lou Pailey thanked her Committee Members; Sally Lowdermllk, Carole Lane, Anne Nelson Gall Ploen and Winnie Kortz She reviewed the past year's activities which Included Fat Tuesday at Maggie's Irish Pub In February, The Crazy Food Truck In May, Taco Bar at Las Brisas In July, Country Dinner at Boston Market In September and Cup of Cheer In December Election Muriel Leff stated that Carol Race's term on the Board had expired and she was not running for reelection The membership thanked Carol for her service on the Board of Directors Only one nomination had been received from the membership to fill Carol's seat Geoff Lane had submitted his nomination to fill this vacancy There were no nominations from the floor The ballots and proxies were counted, and all were In favor of electing Geoff Lane to a 3year term Dr Lane was congratulated Homeowner Forum Muriel Leff opened the floor to the membership for comments and concerns Stan Massey stated that he and Linda had attended meetings and reviewed material regarding the Cherry Creek Dam Study The Army Corps of Engineers has certified that the Dam Is currently safe However, It has been determined that there Is a 1 in 90,000 chance a precipitation event would cause the dam to overflow, costing billions The Cherry Creek Dam Study will be completed In the next 2 years Adjournment Muriel Leff called for a motion to adjourn the Annual Meeting of Owners The motion was duly made and seconded to adjourn the meeting at 8:40pm Motion passed unanimously Respectfully Submitted, W Grant Parker, PCAM, Managing Agent
