3 Integrated Coastal Zone Management: A skyline for the Keroman peninsula Frank Antich y Amengual Director of studies Urban planning and economic development Agency of Lorient France Lorient situated in Southern Brittany in France, is a young city (born in 1666), which owes its creation to the royal will create a modern shipyard and responding to maritime developments 17th century. Since the coastal areas of neglect by the Navy in 1995, the city of Lorient is implementing a policy of conversion of former military port sites for urban and economic purposes. In 2011, following a call for proposals launched by the State and the Region of Brittany, Pays de Lorient embarks on the implementation of the approach of "integrated coastal zone management". The practical implementation of the integrated management of the coastal zone of Lorient is based on a diagnosis has noted that pressures on coastal areas (natural or artificial surfaces), reduced and fragile areas because of the increasing concentration of human activities are increasing, leading to territorial disparities, conflicts of use or interest including at sea. Therefore collaborative work (70 players, 35 meetings) led until 2014, allowed us to share the great issues of our maritime territory. On this occasion, it appeared that beyond this vision, the integrated management approach for the coastal zone could also be used to co-construct a port-city vision on a strategic site in the heart of Lorient harbor: The Keroman peninsula. 4 In 1997, on the occasion of the conversion of the former submarine base (26 hectares), the city of Lorient and Lorient Agglomeration successfully carried the mutation of a military site in Lorient harbor area offering to shipping companies new spaces quayside, tourists new equipment dedicated to boating (La Cité de la Voile Eric Tabarly) and finally the citizens new access to its coastline. District strongly marked by its economic and military history during the 20th century, today's European center for offshore racing, first fishing port in France, the Keroman peninsula continues its mutation both urban and functional. Sector under severe pressure, the Keroman peninsula is a concentrated issues that coastal cities must understand (constrained spaces, land complexity, multiplicity of actors, functional mix...). It was decided in 2014 to use a provider to enable us to have a shared vision (Brittany, Lorient Agglomeration, City of Lorient, Managers) of the future urban form of the tip of the Keroman peninsula while incorporating the following structural features: professional fishing, recreational fishing, tourism, shipbuilding and repair, boating and tourism and urban professionals flux. This study should enable all partners to develop a management strategy and enhancing the medium-term website (valuation gaps, strengthening multifunctionality, rationalization of spaces, continuing the enhancement of coastal Lorient organization and rationalization of flows). In terms of content, the study contains a diagnosis of existing functions, different sectoral developments and their spatial, an inventory of projects and investments in progress, and in a second phase study offers skyline sector meet functional direction across the Keroman peninsula. 5 In terms of method, the selected provider, Kern and Associates and the architect Fabien Coudriet chose to blend in with the approach of the integrated coastal zone management based on an audit of the different actors and partners involved in the tip of Keroman. After 6 months of coaching, interviews, technical committees and steering committees, Kern and Associates and the architect Fabien Coudriet offered us a skyline for the tip of Keroman allowing to have an urban policy proposal pragmatic, realistic but ambitious respecting all of the problems posed. 6 Project sketch Through this example reappears all the current complexity of urban-port transfer implementation which faces the coastal cities. Without a will and a common synergy of bodies, communities, managers and local stakeholders, it is very difficult or impossible to carry to completion of port requalifications meet current and future requirements of the maritime cities.
