1 Leveraging UPV s Resurces fr Research and Extensin Prjects * Backgrund During the strategic planning wrkshp in February 2012, UPV redefined its mandate t cver Fisheries and Aquatic Sciences. In line with this mandate, 16 umbrella research themes (UPV s agenda), thrugh which research prjects r prgrams may be implemented, were identified. The guidelines fr in-huse research grants were als revised last year t enable UPV s researchers t participate in research and creative wrk activities and becme active in prmting UPV s mandate; nw, researchers may avail f up t abut P500,000 thrugh Regular In-huse Research (RIR) r entred In-Huse Research (IR) and graduate students may augment their funds thrugh UPV s Thesis and Dissertatin Supprt Grant. Despite these, the allcated funds fr individual researches are prbably nt sufficient t accmmdate all interested researchers and the nature f the researches cnsidered. Thus, we need t explre all fund mbilizatin ptins fr UPV t prmte these prgrams. st funding agencies require implementing agencies like UPV t prduce 20% f ttal prject csts as cunter-parting funds fr their agenda prgrams. Recgnizing cnvergence in research agenda, a develpment like this is cnsidered as an pprtunity t increase UPV s limited research budget. In a recent develpment, the Bard f Directrs f bth WESVARRDEC and PHILFIN frmally apprved UPV s Institutinal entring Initiative. 1 This is essentially a reginal capability-building strategy fr UPV, thrugh its researchers, t prmte inclusive grwth in Western Visayas (in the case f WESVARRDEC) and the fisheries sectr (in the case f PHILFIN). Thrugh this initiative, UPV aims t supprt, at least initially, the plans f Western Visayas and fisheries state universities and clleges (SUC) and higher educatin institutins (HEIs) natinwide thrugh research while at the same time ensuring the sustainability f UPV s graduate academic prgrams. This prpsal als seeks t supprt current attempts t plug lphles in granting Research Lad Credits t UPV faculty, which is cvered by a separate prpsal. Thus, in a mve t cnslidate the implementatin f all these initiatives, a new fund mbilizatin scheme fr UPV researchers, t be called UPV s Leveraged Research, is prpsed fr implementatin independently f the ther fund mbilizatin schemes, such as the Regular In-Huse Research, entred In-Huse Research, and the Thesis and Dissertatin Supprt Grant, which are already fllwed. This prpsal seeks t encurage UPV researchers t actively surce up t 80% f their ttal budgetary requirements fr research prjects frm external funding surces. 2 t mbilize resurces within UPV and use these t access much larger funds f external funding agencies t implement preferrbly, interdisciplinary, transdisciplinary, and cllabrative research prjects in line with UPV s 16 research themes; t intrduce a mre enabling mechanism fr encuraging and mbilizing UPV Research and Creative Wrks entrs; t facilitate the generatin f a new knwledge (either publicatin r patented) prduct that serve the need (s) f sciety; t supprt UPV s Capability-Building Agenda as HERRC; t supprt the Research-Enabled Graduate Educatin Agenda; and, t sustain UPV s Institutinal entring Initiative. Expected Output The expected utputs will vary depending n the types f prjects that will be funded. Examples will prbably clarify. Fr instance, fr a 2-year prject, the fllwing will be the minimum expected utput: Three (3) knwledge (publicatin r patented) prducts per prject (2 frm UPV s In-huse research funds and 1 frm the external cmpnent f the prject. inimum f tw (2) S level students prduced. Naturally, the mre faculty and financial resurces are invlved r allcated, we shuld be expecting mre utputs, bth in terms f new knwledge prducts r human resurces with A/S r PhD degrees develped echanics Duratin f prjects This funding mbilizatin windw may be applicable fr prjects with prgrammed perids f 1-3 years. Qualificatins, levels f funding allcatin, and requirements Table 1 will be used as basis fr allcating funds thrugh UPV s Leveraged Research, which is hped t be led by UPV s Research and Creative Wrks mentrs 2

4 Hwever, in the case f hired persnnel, nly registered graduate students shall be hired n a full-time r part-time basis in any f the graduate prgrams f UPV. 2 At least ne (1) S level graduate student shall be hired as Science Research Assistant (with a mnthly salary/allwance f P14,570/mnth (if fulltime)) whereas PhD level graduate students shall be hired as University Research Assciate (SL 14 mnthly salary/allwance f P23,044 (if full-time)). Guidelines fr allcating Dnr Agency fund Funds f an external funding agency shall be allcated fllwing RA 9184 (Prcurement Law). Prject prpnents have the discretin t identify their persnnel requirements such as research assistants, research aides, etc. Hwever, in additin t these identified persnnel, each individual prject, prject within a prgram, r prject cmpnent within a prject 3 shall include a budget item fr an additinal Science Research Assistant with a salary f P14,570 (if S level student is hired, assuming full-time) 4 r University Research Assciate with a salary f P23,044 (if PhD level student gets hired, assuming full time), which shall be prvided in additin t the persnnel requirements f the prject. This slt shall be used t hst a faculty member r researcher frm anther SUC/HEI wh will be invited t pursue his/her graduate degree in any f UPV s graduate educatin prgrams. 5 Allcatins fr a budget item called training expenses with a suggested budget f P30,000 shall be included as part f OOE t cver the tuitin fees f hsted faculty member/researcher frm anther SUC/HEI. Part f the indirect r administrative csts shall be allcated fr the hnraria f Special Bids and Awards Cmmittee (BAC) and the BAC Secretariat. Allcatin fr small equipment (P100,000 max) shall be included during the third year f each prject. The equipment shall be memrandum receipted t the institutin f the hsted faculty member/researcher frm anther SUC/HEI. This is cnsidered as a strategy t sustain future cllabratins between UPV and the SUC/HEI thrugh UPV s Institutinal entring Initiative,. Perfrmance review Sme f these guidelines are nw fr prspective implementatin with prjects that will be funded starting in This requirement is linked with the strng push fr the different units t cnsider transfrming existing graduate prgrams with ptins fr thesis, r fr units withut graduate prgrams t cnsider substituting nn-perfrming (fr lack f the apprpriate term, use f this wrd is temprary) undergraduate prgrams with new graduate prgrams. 3 Use f prject cmpnent is prbably unique t DOST, which nw des nt allw further subdivisin f prjects int several studies. Thus, a prject cmpnent can be brad enugh t include several studies with several bjectives. 4 The suggested level is lwer than a Research Assistant because this psitin will invlve search fr literature, sme administrative wrk fr the prject, amng thers, as against a research assistant wh may be required t d field wrk. 5 This feature f the prpsal is in line with UPV s Capability-Building Agenda as a recgnized Higher Educatin Reginal Research Center by CHED, UPV s Research-Enabled Graduate Educatin Agenda. 4
