3 - G o a l s a n d O b j e c t i v e s Improve the delivery of County services Lower long-term operating costs by reducing space usage Address an aging real estate portfolio and deferred maintenance costs Improve long term operating and maintenance costs for County owned buildings Capitalize on the invest in and utilization of the Central Utility Facility Unlock the intrinsic value of Building 16 and its strategically located site Locate core functions into centrally owned and adjacent facilities Address needs for a secure seismic-resistant emergency operating facility Provide a phased plan for prudent and affordable financing and implementation. 3

5 - P r o j e c t H i s t o r y & C o n t e x t 2006 County completes Civic Center s Facilities Master Plan 2007 Re-use study is conducted of vacant Building County issues RFP for developer of new Building Griffin Structures selected as developer of new Building 16 and is also asked to prepare strategic facilities plan for County s long-term occupancy in Civic Center County staff and Griffin perform due diligence toward formulating the plan, and hold working sessions with board members County staff and Griffin develop alternate master plan options reviewed by working group of Board Members, County executives, and Griffin representatives Preferred plan presented to the full Board of Supervisors. 5
