1 GLYNN COUNTY FINANCE DEPARTMENT 1725 Reynolds Street, 3 rd Floor Brunswick, Georgia Phone: (912) Fax: (912) dchunn@glynncounty-ga.gov MEMORANDUM To: Via: From: Board of Commissioners Finance Committee Denny Chunn, Budget Analyst Subject: Budget Carryforward of FY09 Encumbrances Date: August 4, 2009 PROBLEM: In order to comply with Generally Accepted Accounting Principles (GAAP), the County records expenditures when goods or services are received. The fund balance is reserved at the time a commitment is made to purchase, and a purchase order is issued or contract signed. Encumbrances lapse at year-end and in order to reestablish budgetary control over the encumbrances, the budget should be carried forward to the following fiscal year. ALTERNATIVES: 1) Do nothing. This would cause various departments to have line items that show actual no budget. This would overstate their actual expense to the budget. 2) Delay until another date. This would delay having a budget to match these encumbrances, thereby continuing having their actual expenses overstated. 3) Approve the Carry forward. RECOMMENDATION: Alternative #3. RECOMMENDED MOTION FOR THE FINANCE COMMITTEE: I move to recommend that the Board of Commissioners carryforward the FY09 Encumbrances Budget to the FY10 Budget.
