7 1 I. CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY 1. Recent economic and social developments. Cambodia has achieved sustained high growth, averaging 7.9% from 2000 to Economic growth in 2015 remained robust at 7%, with industry, particularly garment and footwear manufacturing and construction, and services contributing strongly. However, the growth model of attracting foreign direct investment to take advantage of inexpensive, low-skilled, and abundant labor may not be viable much longer. Sustained growth and the generation of good jobs to raise income levels depends on (i) diversifying the economy with new industries that require enhanced competitiveness across sectors through investments in physical infrastructure and human capital, (ii) improving the overall business environment, (iii) developing the financial sector, and (iv) improving public service delivery. The economy remains vulnerable to exogenous shocks and natural disasters. 2. Country partnership strategy. The country operations business plan (COBP), is guided by priorities reflected in the Rectangular Strategy Phase III; 1 the National Development Plan, ; 2 and the Industrial Development Policy, The country program for emphasizes a programmatic approach under each of the three pillars of the country partnership strategy, of the Asian Development Bank (ADB) for Cambodia, 4 and seeks to ensure integration and synergies between the pillars through individual projects and programs. ADB will increasingly support the transfer of advanced technology through infrastructure and human capital investments in its operations. ADB will continue to set specific targets for gender mainstreaming for most projects and programs, and support strengthening the work of gender mainstreaming action groups in line ministries under the guidance of the Ministry of Women Affairs. The country assistance results areas are in Appendix 1. The indicative assistance pipeline for is in Appendix 2 and the program for 2016 in Appendix 3. This COBP includes a prioritized list of knowledge publications (Appendix 4). 3. Portfolio performance. As of July 2016, the ongoing portfolio comprised 64 loans and grants implemented through 32 different projects, with a total commitment value of $1.249billion. Transport (36%), agriculture, natural resources, and rural development (34%), water and urban infrastructure (14%), education (8%), and energy (5%) are the major sectors. Portfolio performance has improved during Key challenges for portfolio performance include delays in project implementation startups, the limited capacity of executing agencies, compliance with loan covenants, and the depreciation of the special drawing rights against the United States dollar. To improve portfolio quality, ADB will continue to (i) delegate projects to ADB s Cambodia Resident Mission to improve project administration through closer and more intensive cooperation with clients, (ii) improve project readiness and the application of advance actions before project startup, and (iii) strengthen fiduciary safeguards and financial management. 8 2 II. INDICATIVE RESOURCE PARAMETERS 4. Cambodia, a group A developing member country, is eligible for concessional ordinary capital resources lending (COL). 5 The indicative resource allocation for is $649.3 million, consisting of $635.8 million COL (of which $27.0 million is from Disaster Risk Reduction funding) and a $13.5 million Asian Development Fund (ADF) grant from Disaster Risk Reduction funding. The final allocation will depend on available resources and the outcome of the country performance assessments. ADB will explore cofinancing and funding from other sources, including the subregional pool under concessional resources. The 2015 debt distress classification of Cambodia was assessed to be at low risk. In accordance with the ADF Grant Framework, the country will not receive grants for its country allocation in III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS 5. The adjustments to the lending program in include: (i) In 2016, renaming the Strengthen Secondary Education and Teaching of Math and Science Program ($45 million) to Upper Secondary Education Development Program; (ii) In 2017, moving Second Road Asset Management Project ($50 million) from 2016 and merging with the Second Provincial Roads Improvement Project ($45 million) to form the Road Network Improvement Project ($95 million); adding Tonle Sap Poverty Reduction and Smallholder Development Project (additional finance of $50 million); and renaming the Education and Knowledge Development for Sustainable Growth Program ($60 million) to Second Upper Secondary Education Development Program; (iii) In 2018, adding three projects: Inclusive Financial Sector Development Program (subprogram 2, $40 million), Association of Southeast Asian Nations Economic Community Support Program ($30 million), 7 and the Greater Mekong Subregion Tourism Infrastructure for Inclusive Growth II Project ($20 million). 8 (iv) In 2019, moving Second Decentralized Public Service and Financial Management Program (subprogram 1, $30 million) from 2017; moving Strengthening Public Financial Management (subprogram 2, $30 million) from 2018; and renaming the Second Technical and Vocational Education and Training Sector Development Program ($60 million) to Skills for Competitiveness Development Program. 6. The adjustments to the nonlending program in include: (i) Adding two technical assistance projects in 2016: Tonle Sap Poverty Reduction and Smallholder Development ($225,000) and Institutional Capacity Building in the Road Sector ($1.5 million). (ii) Adding Capacity Building for Rural Roads Maintenance ($1.5 million) in Terminology reflects the combination of Asian Development Fund (ADF) lending operations with the ordinary capital resources balance sheet that will take effect on 1 January For 2016, COL should be understood as ADF lending. 6 The proportion of grants for the resource allocations during will be determined by future annual debt distress classifications in accordance with the ADF Grant Framework. 7 Includes the former Modernization of Sanitary and Phytosanitary Agencies for Trade Facilitation in the GMS Project ($21 million) which was scheduled in The Irrigated Agriculture Improvement Program ($70 million) has been converted to the first tranche of a multitranche financing facility (MFF, [$75 million]). The MFF consists of three tranches over a period of 6 years for an overall amount of $215 million.
