1 CITY OF DELTA ENVIRONMENT ADVISORY COMMITTEE Minutes of the Regular Meeting of the Environment Advisory Committee held Thursday, March 8, 2018 at 7:00 p.m. in the Annacis Room at Delta City Hall, 4500 Clarence Taylor Crescent, Delta, British Columbia. BUSINESS ARISING FROM MINUTES Delta Recycling and Diversion Rates (B.01) ACTION -- Verbal Update Verbal Report from Mike Brotherston, Manager of Climate Action and Environment, regarding Delta s recycling and diversion rates. Mr. Brotherston, Manager of Climate Action and Environment, reported that Delta s recycling and diversion rates data is currently being compiled by Delta s Engineering Department and a report will be presented to Council and provided to EAC once this work is complete. Staff expect the total diversion rates to be up slightly in 2017 compared to In response to queries, the Committee was advised: Diversion rates for multi-family dwellings continue to be a challenge for many municipalities. Delta has seen an overall decrease in trash volumes. Remple Disposal will not pick up a resident s garbage waste if it includes recyclable material. The Vancouver Landfill penalizes waste haulers if they are found to have a certain percentage of banned materials in the trash they collect. Staff to provide an update on Remple Disposal s practices and guidelines for Delta with regard to ensuring banned items are not picked up within residential garbage and recycling. Robin Pallet, Staff Liaison, advised that the Green Growth Index is currently being revised. Staff will look at incorporating strategies to encourage developers to ensure recycling areas are optimized in multi-family development applications. NEW BUSINESS 2018 EAC Work Program (C.01) Draft Council Report dated March 9, 2018 from the Environment Advisory Committee regarding the 2018 Environment Advisory Committee Work Program. Mr. Brotherston, Manager of Climate Action and Environment, provided an overview of the 2018 EAC Work Program and a status update on the Roberts Bank Terminal 2 Environmental Assessment process. 3 ACTION In response to queries, Mr. Brotherston noted: Under key objectives, the Work Program reflects that EAC can provide feedback to Council, when requested, on land use and development applications with potential environmental impacts. Should the George Massey Tunnel Replacement project proceed, the application would be captured under this objective. An update on the Roberts Bank Terminal 2 Project will be presented to Council at their next meeting. A copy of the report will be provided to EAC. Delta does not commission an external agency to complete an environmental review. Delta annually monitors the environment through a variety of reporting mechanisms. Annual reporting and updates are presented to Council in multiple areas including climate change, water quality, tree canopy and air quality. A variety of external agencies have expended considerable resources studying and preparing reports on the environment. Delta has been able to establish baseline data, using that information. Staff to confirm whether the City of Richmond is continuing its past practice of hiring an external contractor to complete a citywide State of the Environment review. -- Motion Endorsed MOVED By William Xie, SECONDED By Melody Pan, THAT the Environment Advisory Committee 2018 Work Program and budget be endorsed and forwarded to Council for consideration. Multi-Committee Meeting re Casino Update (C.02) Verbal Report from Mike Brotherston, Manager of Climate Action and Environment, providing an update from the Multi- Committee Meeting held February 15, 2018 regarding the application by Gateway Casino & Entertainment Limited to rezone the property at 6005 Highway 17A from C3 Commercial Tourist zone to a Comprehensive Development zone to permit an entertainment complex with a hotel, casino, multiple restaurants and meeting facilities. Meeting notes from the February 15, 2018 Multi-Committee meeting refers. Mr. Brotherston noted the meeting notes were provided for information and that the proponent is currently reviewing all comments. Environment Advisory Committee Page 3

4 -- Verbal Report In response to queries, Mr. Brotherston noted two specific projects in the Lower Mainland which use heat generated by the sanitary sewer system. Delta is currently working on a sewer heat recovery study to identify whether the sewer main can be used to heat the municipal precinct buildings. Mr. Brotherston noted that he will follow up with Delta s Engineering Department to confirm whether there would be sufficient sewer flows in the area to facilitate the potential for a sewer heat recovery system for the proposed casino. Birds and Biodiversity Strategy (C.03) -- Verbal Report Verbal Report from Mike Brotherston, Manager of Climate Action and Environment, regarding the Birds and Biodiversity Strategy. The following items refer: - Council Report from the Corporate Services Department dated February 13, 2018 regarding Birds and Biodiversity Conservation Strategy. - Extract of Regular Council Minutes February 26, Mr. Brotherston referred the Committee to the distributed material. Mr. Brotherston noted that, as identified in the EAC 2018 Work Plan, regular updates on the implementation of the Birds and Biodiversity Strategy will be presented to the Committee for feedback. Mr. Brotherston confirmed that a copy of the Strategy was provided to the Delta Naturalists Society and the Cougar Creek Streamkeepers among other groups that participated in the development of the strategy. 5 D. INFORMATION Oceans Protection Plan (D.01) -- Information Item Council Report from the Corporate Services Department dated February 14, 2018 regarding Oceans Protection Plan. Extract of Regular Council Minutes February 26, 2018 refers. Mr. Brotherston provided an overview of the Oceans Protection Plan. Information was provided on the Cumulative Effects of Marine Shipping, Coastal Environmental Baseline Program, Proactive Vessel Management and Anchorages initiative and Abandoned Boats Program In response to queries, Mr. Brotherston noted: As updates on the Oceans Protection Plan become available, they will be provided to EAC. As Delta does not have jurisdiction over the waterways, staff are working with the provincial and federal agencies to advocate for and identify areas for cleanup under the Abandoned Boats program grant funding. At this time, the Plan does not include any initiatives that target aquatic invasive species or shoreline restoration. Suburb of the Future (D.02) New York Times article titled, The Suburb of the Future, Almost Here. During discussion, it was noted that the Southlands village concept does not feature automobiles.
