1 Minutes of Meeting date: Tuesday, October 27, 2015 Call to order: A Quarterly Board Meeting meeting of the PVH HOA, was held at the Roxborough Fire Station in on October 27, The meeting convened at 7:00PM, President Diana Sturrock presiding, and Erin Jacobsen, Secretary. 2 Public Affairs Committee Report: John Redmon John Redmon & Ann Sheflin have been attending RWSD meeting regularly and communicating with Larry Moore, General Manager of Roxborough Water & Sanitation District. If anyone has any questions regarding the information is his report, please call John directly. He would welcome the chance to explain the project and its associated costs. Original PVH property owners made a commitment for inclusion into the RWSD through petition and new owners have willingly purchased property within PVH with the full knowledge of this pre-existing inclusion. Therefore, barring any unforeseen events or significant overages in the actual construction costs of this water project, PVH property owners will have access to renewable water supplied by RWSD in about months. Additionally, PVH property owners will be responsible for their portion of the costs associated with this project. Changes in water project from 2014 to 2015: The original 2014 plan called for all raw water supplied by Aurora to be processed (purified) by Roxborough Water and Sanitation District (RWSD) and piped to the PVH subdivision, the Chatfields, and Titan Industrial Park. The original plan also necessitated the construction of an in-ground water storage tank to the East of the Chatfields and the construction of a mile long pipeline along Moore Rd to connect PVH to the northern portion of the project. The revised 2015 plan divides the project into two separate systems. Plum Valley Heights (PVH) to the south will be one separate system and the Chatfields / Titan Industrial Park (CTIP) will be the other separate system. The PVH system will be fed directly from the original RWSD water treatment plant. The RWSD treatment plant will take raw water from Aurora, purify it and supply it directly to the PVH system. To supply the CTIP system, RWSD will have Aurora divert raw water to the Centennial Treatment Plant where it will be purified and piped to the CTIP system. Both the PVH and CTIP are in the PVH Sub-district and all the water customers are RWSD customers. The result of this new plan is the elimination of both the in-ground water tank and the Moore Rd pipeline. The net savings is estimated to be $1,000,000.
3 Project Projections Note: All water project projections include a 25% contingency added to allow for unexpected costs. It is expected that the actual cost of the project will be below the estimated costs + contingencies. Estimated Cost to the consumer / tax paying property owners in PVH (these are estimates presented by John Redmon and are based on the most current information available at the time of this meeting. These estimates are subject to change over time) $500 Inclusion Fee Due upon the awarding of the construction contract. Payable to RWSD $22, Tap Fee Payable to RWSD. Upon the Substantial completion of the project, each property owner in the PVH Sub-district will have 2 years to connect to the system. This tap fee is due upon connection to the system or within 2 years of the Substantial completion of the project, whichever occurs first. (Substantial - that you have the ability to connect your property to the system and have a normal, uninterrupted water supply. The term Substantial is used because you might have the ability to connect your property to the system before the final grading, hydro-seeding and final clean up and repairs to roads, culverts, etc. are completed.) $1500- $3000 Plumbing expense to get from RWSD Water Meter to the home the PVH HOA plans to go to bid for the neighborhood to reduce expense to individual homeowners. Homeowners need to determine where they want the meter determine lowest cost access to home. If you have not made this decision on the location of your water meter or you would like to change the location, please contact Steve Howell with RWSD, or steve@roxwater.org. Estimated Monthly Payments Once bid is approved and inclusion fee is paid, PVH residents will pay a fee of between $40-50 per month to RWSD. Once homeowners connect to water, they will pay the standard base water fee of $34.14 plus the $40-50 plus the water usage charge as per the schedule below: Residential Water Usage (per 1K gal.) 0-20,000 (per 1k gal.) = $5.18
4 20,001-40,000 (per 1k gal.) = $ ,001 & up (per 1k gal.) = $12.13 Tax projection per residence - $400 of every 100K of home market value. (ie. If you have a 500K property tax bill annually will be 2K). Taxes may be lower based on property tax distribution once commercial business are fully evaluated for, and final mil levies are set. PVH residents may connect any time during 2 year connection year period after Substantial completion of the water system. Projection is $67K per property owner per Equivalent Unit (EU) over 30 years includes tap fee, inclusion fee, and taxes. One EU is equivalent to one 3/4 water tap connection. Two EUs would be equivalent to on 1 water tap connection. Most, if not all residential water customers will fall under the 1 EU cost estimates given above. There are 50 or so additional taps still available that would be responsible for full inclusion fee, tap fee and will have to catch up on taxes once included. May offset the overall expense of the project for PVH. The RWSD has directed Larry Moore to submit a proposal at the next RWSD monthly meeting. The proposal will attempt to establish a level credit to the original 28 PVH Subdistrict residents for the delay in the project. This credit will be the same for all residents and will be applied to fees. Old business: Review jobs descriptions Secretary will validate bylaws are posted on the website and each board member will update their job description. New business: Nominations Committee Nominating for new officers for next year Ray, Diana, Joe Need to change registered agent for the PVH still Jack McCormick Motion: Moved by Diana Sturrock and seconded by Joe Haenn that we have the PVH attorney be the registered agent for the PVH HOA. Attorney will file corporate report as well. Motion carried President will validate expense with attorney.
