XXVIII ANIMAL HUSBANDRY AND FISHERIES FOR THE YEAR Respected Speaker Sir, I beg to move the demand for Rs lakhs for the year under demand number XXVIII - Animal Husbandry and Fisheries including assistance to Sri Venkateswara Veterinary University and Secretariat Economic Services. ANIMAL HUSBANDRY DEPARTMENT 1. Introduction : Livestock sector is an important sector which besides providing gainful employment in rural areas also provides livelihood to the farmers. The Planning commission has also identified the livestock sector as one of the growth engines. The Budget Estimates of Animal Husbandry Department for the year is Rs lakhs, comprising of the following:- (Rs. in lakhs) a. Non-plan b. Plan (including TASP) c. Capital Outlay d. Loans -- Total

6 2. CATTLE DEVELOPMENT To increase the milk production in the State, the cattle are being upgraded through artificial insemination programme which is being implemented through 5143 Departmental centres and 3280 Gopalamitras (Private Artificial Insemination Practitioner Centres) and also through 652 private A.I Centres, J.K Trust ILD Centres, BAIF Centres and Dairy union Centres. An amount of Rs crores was received so far from the Government of India under NPCBB and an amount of Rs lakhs had been provided during the year for payment to M/S: J.K.Trust Gram Vikas Yojana towards calf production as per the agreement. During the year an amount of Rs lakhs is allocated. Livestock Insurance Programme: To safe guard the farmers from loss of livestock the Government of Andhra Pradesh has also been implementing centrally sponsored livestock insurance scheme. (Up to December 2011) 4.64 lakh animals were covered under this scheme. 3. FODDER DEVELOPMENT Large scale fodder development activities were undertaken under various schemes including some innovative activities during the year , under MG-NREGS, RKVY, CSS-Fodder development schemes and Normal State Plan with an outlay of Rs lakhs, Rs lakhs, Rs lakhs and Rs lakhs respectively. During the year , an amount of Rs lakhs under Normal State Plan and an amount of Rs lakhs under Centrally Sponsored Scheme is allocated for fodder development. 4. SHEEP DEVELOPMENT: 7 lakh shepherd families possessing 350 lakhs sheep population are taken care of by A.P. Sheep & Goat Development cooperative federation through 5384 primary sheep breeders cooperative societies available in 22 districts. The health care activities are provided by the Animal Husbandry Department which undertakes sheep deworming activity twice a year free of cost. 2

7 During the year , an amount of Rs lakhs was allocated towards sheep insurance and Rs lakhs allocated towards sheep deworming. An amount of Rs lakhs for sheep insurance and Rs lakhs for sheep deworming is allocated for the year POULTRY DEVELOPMENT The State occupies first rank in egg production and broiler production in the Country with an annual production of 2013 crore eggs and 30 crore broilers. Poultry farming is one of the important commercial activity in the rural economy and provides income and job opportunities in the rural areas. To promote Backyard poultry in rural areas, hatcheries are proposed for establishment at Kadapa, Nellore, Vizianagaram and Medak districts on 80:20 central and state sharing basis including strengthening of existing farm at Mamnoor, Warangal district. During the year , (up to December 2011), an amount of Rs lakhs was allocated for backyard poultry development. An amount of Rs lakhs is allocated under CSS for the year Animal Health Veterinary Health Care is provided by 20 Veterinary Poly Clinics, 3 Super Specialty Veterinary Hospitals, 278 Veterinary Hospitals, 1826 Veterinary Dispensaries and 3110 Rural Livestock Units in addition to the 42 Mobile Veterinary Clinics functioning in tribal and backward areas of the State. To further expand the availability of veterinary services to the farmers and also to take veterinary health care services, 500 Rural Livestock Units are upgraded to that of graduate veterinary institutions in the State. For effective disease diagnosis, 22 Animal Disease Diagnostic Laboratories stationed at District Head- quarters supported by Veterinary Biological Research Institute, Hyderabad are catering to the needs of farmers. The Veterinary Biological Research Institute, Hyderabad has produced lakh doses in the year (upto December 2011) to control animal diseases in the State. The emerging diseases like Foot and Mouth, PPR in small ruminants and Brucellosis are controlled through Centrally Sponsored schemes and continuous efforts are on to create disease free zones. 3

8 During the year (up to December 2011), lakh animals were treated, lakh vaccinations and 6.37 lakh castrations were done by the Department. An amount of Rs lakhs is allocated for the year for animal health care. 7. HUMAN RESOURCES DEVELOPMENT: To upgrade the skills of the existing human resources available in the department 3 State level Training Centres (SAHTCs), 7 Regional level Training Centres (RAHTCs) and 20 District level Training Centres (DAHTCs) are functioning in the State, besides organizing of awareness programes to the farmers. During the year (up to December 2011), 4,581 persons were trained in different training centres functioning in the State. Andhra Pradesh Veterinary Council is also functioning to continuously educate the veterinarians and to monitor regulatory matters of veterinary profession. During the year , an amount of Rs lakhs was allocated under Professional efficiency development. An amount of Rs lakhs is allocated during the year SPECIAL SCHEMES PASUKRANTHI PATHAKAM: Under the scheme, Supply of milch animals (50% subsidy), supply of calf feed (50% subsidy) and Pavalavaddi scheme are taken up in the State with an allocation of Rs lakhs under plan schemes during An amount of Rs lakhs is allocated for the year JEEVA KRANTHI PATHAKAM Under the scheme, Supply of Ram Lamb Units, Supply of Breeding Rams and Supply of Sheep and Goat Units (50% subsidy) are taken up in the State with an allocation of Rs lakhs under plan schemes during An amount of Rs lakhs is allocated for the year Milk Mission : Andhra Pradesh is the second largest milk producing State in the country. State Milk Mission was planned by the Government during the span of four years ( ) with the objective to increase the milk production substantially from the present level of LLPD ( ) and also to increase the productivity of animals from the present level of 3.8 litres / day besided increasing the per capita availability of milk from the present level 4

9 of grams. In order to achieve the objectives, it is proposed to take up various programmes under State Milk Mission with financial outlay of Rs Crores for four years period from by Animal Husbandry Department. During the year , an amount of Rs lakhs is allocated. II. ASSISTANCE TO SRI VENKATESWARA VETERINARY UNIVERSITY: 2415-Agricultural Research and Education --- Rs lakhs. The mandate of the University is to initiate and sustain development in the fields of Veterinary, Animal, Fishery Science and related sectors by training human resources, generating and constantly improving technologies through adoptive research and assist in the transfer of developed technologies to the various agencies and farmers of the State. The University implements the above mandate through Teaching, Research and Extension Institutions under Sri Venkateswara Veterinary University:- The University has 5 Veterinary Science Colleges, 1 Fishery Science College, 1 Dairy Technology College, 1 Dairy Technology Programme, 16 Research Stations, 10 Animal Husbandry Polytechnics, 1 Fishery Polytechnic, 2 Veterinary Polyclinics and 1 Krishi Vigyan Kendra spread all over the State. The University is mainly involved in Human Resource Development producing 203 Graduates in Veterinary Science, 16 Graduates in Fishery Science, 26 Graduates in Dairy Technology, 227 Diploma holders in Animal Husbandry, 24 Diploma holders in Fishery Science, 38 Postgraduates in Veterinary Sciences, 3 Postgraduates in Fishery Science and 21 Doctorates in Veterinary Science during the year. Indira Gandhi Centre for Advanced Research on Livestock (IGCARL): Government of Andhra Pradesh decided to establish Indira Gandhi Centre for Advanced Research on Livestock at Pulivendula, Kadapa district with an outlay of Rs Crores. During the year , Rs lakhs is provided for construction of buildings etc., and to create infrastructure facilities of International standards. III. SECRETARIAT ECONOMIC SERVICES: Secretariat Economic Services --- Rs lakhs. 5

10 FISHERIES DEPARTMENT Fisheries is one of the important growing sectors contributing substantially to the GSDP of the State as well as generating income and employment. The sector aims at exploitation of all the possible resources under capture and culture fishery base, increasing fish production and productivity through sustainable development. The sector is contributing considerably for, food security, nutrition and health, lively hood security to rural population, export earnings and welfare of fishers. The activities of the Fisheries Department have been oriented towards increase in fish production and productivity, promote investments to create infrastructure, apart from implementing fishermen welfare schemes of the State and Center. A total demand of Rs Lakh is proposed for the year , out of which Rs Lakh is under Non-Plan and Rs Lakh is under Plan Schemes. The Plan Schemes include Rs Lakh Central Share, Rs Lakh Matching State share and Rs Lakh under Normal State Plan Schemes. 1.2 DETAILS OF NON-PLAN Schemes: A provision of Rs lakh is provided under NON-PLAN, for salaries and maintenance of ongoing schemes. The schemes include Public Works, Direction and Administration, Training and Inland Fisheries. Rs. Lakhs. A Public Works 6.36 B Direction and Administration C Training 1.23 D Inland Fisheries Total -Voted Govt. of Karnataka share Net Total DETAILS OF PLAN SCHEMES: The Plan schemes consist of (I) Centrally Sponsored Schemes and (II) Normal State Plan Schemes. 6

11 1. Centrally Sponsored Schemes (CSS): 1.1 Strengthening of database and net working for Fisheries Sector-(100% by Govt. of India) The methodology for collection of fish catch data from inland and marine sources is standardized and monitored by the institute of Indian Council of Agriculture Research. The scheme consists of continuation of staff (4) on deputation for conducting of survey. In addition to the production details from tanks and culture ponds, the movement of fishing vessels which exploits sea waters for marine fish and prawn will also be collected by deploying 788 Statistical enumerators (Last Grade Personnel) to work round the clock. The Budget Estimate for is Rs Lakh. 1.2 Fishermen Development Rebate on HSD Oil-(CSS-100:0) The rebate is Rs.3.00 per litre on HSD Oil. The ceiling limit of HSD oil is 500 litres per month per boat during active fishing months. The subsidy will be provided to the vessels of size less than 20mt, registered before 10th Plan, which are owned by fishers of Below Poverty Line category. The Budget Estimates during is Rs lakh. 1.3 Online registration of marine fishing vessels and Issue of Biometric ID cards -(CSS-100:0) Government of India has instructed all the maritime states to have uniform registration and to provide bio-metric ID cards to all sea going fishermen and fishers of coastal villages above the age of 18 years as a part of coastal security. The Online registration process is under progress and verification and authentication of the digitized data is going on in the coastal districts. To provide logistic support during the course of capturing of Biometric details in the 3rd and 4th round and to meet the maintenance cost of 22 online registration centers it is proposed to provide Rs Lakh. The Budget Estimates during is Rs lakh. 1.4 Housing scheme for fishermen (CSS- 50:50) The unit cost is Rs.54,250/- per house, out of which the Govt. of India subsidy is Rs. 20,000/- and subsidy from Govt. of A.P. is 15,950/-. Under the scheme the subsidy of Rs. 20,000/- will be released to the fishermen beneficiaries who have availed the housing scheme under INDIRAMMA. The State Share is being met from the Budget Provisions of the Housing Department. It is proposed to benefit 2500 beneficiaries. The Budget Estimate for is Rs Lakhs as Central share. 1.5 Construction of Fish Landing Centers - (CSS-75:25) Under the scheme creation of infrastructure facilities at Fish Landing Centers is taken up to provide the basic facilities for fish handling in hygienic conditions. It is proposed to construct Fish landing center at 1)Antrenvedipallipalem, East Godavari Dist., 2) Biyyaputhippa in West Godavari 3) Nizampatnam phase II development of fishing harbour and Additional Shore based Lakh (22 Nos). The Budget Estimate for is Rs Lakh as Central share. 7

12 1.6 Group Accident Insurance Scheme for Fishermen (CSS-50: 50) The premium under this Group Accident Insurance Scheme for fishermen is Rs.29/- per head, which is shared equally by Central and State Government. The Ex-gratia payable is Rs.1,00,000/-in case of death/ permanent disability and Rs.50,000/- in case of partial disability with the coverage of 5,05,155 fishers. The Govt. of A.P. is also paying Rs lakh as ex-gratia to the dependents of the deceased fishermen in addition to the amount payable under GAIS. The Government of India is releasing their share directly to the National Federation of Fishermen Cooperatives, New Delhi for payment of premium to the Insurance Company. The Budget Estimate during is Rs Lakh as State share. 1.7 Relief-cum-Savings Scheme - (CSS-50: 50) The Scheme envisages inculcating the habit of saving among the fishermen and to provide relief to fishermen dependant on marine fishing and licensed fishermen of reservoirs/rivers. The fishermen has to save Rs.600/-@ Rs.70/- per month for a period of 8 months and Rs. 40/- in the 9th month. An amount of Rs.1,200/- per beneficiary will be sanctioned as grant for sustenance during lean season for fishing. The Budget Estimate during is Rs Lakh State share and Rs lakh Central share for providing assistance to 30,000 beneficiaries. 1.8 Motorization of traditional crafts (CSS-50:50) Motorization of traditional crafts by fixing up outboard/in board Motors is taken up to reduce the manual effort to sail the fishing crafts and to enable the marine fishermen to venture into new fishing grounds and to return to the landing center in time for marketing the fish. The subsidy is 50% of cost not exceeding Rs 30,000/ per craft towards the cost of Out Board/In Board Motor. The Budget Estimate during is Rs Lakh State share and Rs Lakh Central share for motorization of 10,000 traditional marine fishing crafts. 1.9 Training and Extension (CSS-80: 20) The training programmes are being conducted for the benefit of fishermen and fish farmers aqua farmers/fishermen will be trained. It is also proposed to conduct awareness programmes for fishermen/fisherwomen. The Budget Estimate during is Rs Lakh Central share and Rs Lakh State share Inland fisheries and Aquaculture (CSS-75: 25) Under the scheme following components are proposed: 1. Construction of ponds- 20% of the unit cost of Rs Lakh/hectare for construction of fish ponds and inputs with unit cost of Rs Lakh/Hectare is provided to aqua farmers. 2. Construction of landing centers near reservoirs. unit cost Rs Lakh/Landing center. 3. Subsidy on purchase of nets, boats etc., to inland 20% on the unit cost of Rs. 15,000/- for group of fishermen. 4. Establishment of labs at 100% grant. 8

13 During the year it is proposed to provide Rs Lakh for 1) Construction of fish ponds and input cost in 40 Ha. Area, 2)construction of (68) landing centers near reservoirs 3) Supply of Craft and gear to 4000 fishermen who conduct fishing in reservoirs and 4) establishment of (2) Diagnostic Laboratories. The Budget Estimate during is Rs Lakh Central share and Rs Lakh State share Strengthening of Marketing activity of AFCOF.(CSS-50:50) The A.P Fishermen Coop. Societies Federation Ltd., is involved in retail marketing of fish. The scheme is meant for procurement of mini fish transport vehicles for transportation of fish from place to place for sale of fish. The Budget Estimate during is Rs Lakh as Central share. 2. Normal State Plan 100% by State Government: 2.1 Supply of fish seed to Fishermen Cooperative Societies The 50% on the cost of fish seed stocked in tanks is provided to the Fishermen Cooperative Societies. The Minor Irrigation tanks will be stocked. The unit cost is Rs. 25,000/- per tank and 800 Irrigation/GP tanks will be covered. The Budget Estimate during is Rs Lakh. 2.2 Strengthening of Government Fish seed farm: There are 76 fish seed farms under the control of the Department of Fisheries. The National Fisheries Development Board (NFDB) provide 90% assistance for improvement of fish seed farms by taking up the construction of rearing ponds and the Department has to bear 10% of the total cost of construction. For optimum utilization of fish seed farms it is necessary to take up repairs and maintenance of existing infrastructure. To meeting the expenditure towards repairs to existing structures and construction of new structures and other requirements for production of fish seed it is proposed to provide Rs Lakh for strengthening of fish seed farms. The Budget Estimates during is Rs Lakh. 2.3 Continuation of staff under Shrimp and Fish Culture The scheme is for payment of salaries of (7) staff. The Budget Estimate during is Rs Lakh. 2.4 Maintenance of Aqua labs The scheme is to maintain 8 aqua labs for testing shrimp seed and disease diagnosis of fish/shrimp etc., The expenditure will be for supplying required equipment and chemicals. The Budget Estimate during is Rs Lakh. 9

14 2.5 Exemption of Sales Tax on HSD Oil The Scheme is to meet the expenditure on exemption of Sales Tax on HSD oil used by mechanized and motorized fishing crafts. The ceiling limit of HSD oil is 3000 liters per month per boat in case of mechanized boats and 300 litres per month per boat in case of motorized crafts. The subsidy on sales tax is Rs.6.03 per litre. The Budget Estimate during is Rs Lakh. 2.6 Relief to Marine fishermen during ban period. In order to obviate the hardship of the fishermen during fishing ban period at sea from 15th April to 31st May, Government of Andhra Pradesh has provided Relief measure to the affected fisherman in the form of supply of Rice free of cost. Under the scheme, 31 Kgs. of Rice for each of the affected fishermen (Mechanized and Motorized Boat owners and crew) on free of cost for (47) days during Marine Fishing Ban period will be supplied. The Budget Estimate during is Rs Lakh. 2.7 Supply of ice-boxes Fish sold in fish markets has to be preserved in ice in hygienic condition. The fisherwomen vendors will be given subsidy of 50% limited to Rs.2,000/- per ice box. During the year it is proposed to provide 10,000 ice boxes to Matsya Mitra Groups and fish vendors. The Budget Estimate during is Rs Lakh. 2.8 Fisheries Training Schemes- Payment of stipend to trainees There are 5 Fisheries training centers. The amount will be utilized for payment of stipend to trainees at the rate of Rs 1000/- per month/per trainee during the period of training, to conduct exhibitions and to meet the training costs and also for payment of salaries of staff (6) for implementation of Human Resources Development Schemes at State Institute of Fisheries Technology, Kakinada.The Budget Estimate during is Rs Lakh. 2.9 Providing managerial assistance to AFCOF The A.P. State Fishermen Cooperative Societies Federation Ltd., (AFCOF) Hyderabad is an Apex Federation and two Regional Fishermen Cooperative Societies have merged in to it. The Govt. have directed the Federation to improve it s activities. The Budget Estimates during is Rs Lakh Special Component plan for Scheduled Castes : The Scheduled Caste fishermen are given assistance for 1) supply of fishery inputs like supply of fish / prawn seed, supply of nets, boats and other fishing inputs. 2) Scheduled caste unemployed and fishermen youth will be encouraged to set up fish retail outlets/fish food centers in urban areas and major Gram Panchayats. 10

15 1) Supply of fishery inputs: supply of fishery inputs like supply of fish / prawn seed, supply of nets, boats and other fishing inputs. The unit cost is Rs.10,000/- and 50% subsidy will be Rs 5000/.. During the year it is proposed to provide Lakh for this component to benefit 20,000 SC fishermen. 2) Establishment of Fish Retail Outlets: Scheduled caste unemployed fishermen youth will be encouraged to set up fish retail outlets/fish food centers in urban areas and major Gram Panchayats by providing a subsidy of Rs.2.00 lakhs per unit. Rs Lakh will be provided as grant for construction of outlet and 50% subsidy will be provided on purchase of equipments at a total cost of Rs Lakh per unit. During the year it is proposed to provide Rs Lakh to establish 325 units of fish retail outlets to benefit 1200 youths of SC fishermen Tribal Sub-Plan for Scheduled Tribes The Scheduled Tribe fishermen will be provided assistance for supply of fishery inputs such as fish / prawn seed, nets, boats and other fishing inputs. The unit cost is Rs.10,000/- and 50% subsidy will be Rs 5,000/. The Budget Estimate during is Rs Lakh and 10,600 fishermen will be benefited Maintenance of shore stations 12 shore communication stations along 974 kms coastline are operated by the Fisheries Department round the clock, to send two-way communications to the marine fishermen in the sea on weather warnings, potential fishing zones and other related information. The amount will be utilized for up-gradation of the facilities and maintenance etc. The Budget Estimate during is Rs Lakh Maintenance of Relief Boats Flat bottomed fiber glass boats fixed with out board motors will be located at designated places to be used in case of Natural Calamities for evacuation and relief arrangements etc., The amount will be utilized for providing required equipment and maintenance etc. The Budget Estimate during is Rs Lakh Fisheries Development With an objective to improve productivity, reduce post harvest losses, increase livelihood support and welfare of fishermen in capture and culture fisheries a comprehensive project/scheme for Fisheries Development is proposed with a total outlay of Rs Lakh. This project includes: 11

16 A) Schemes for enhancement of fish/prawn production and productivity and to reduce post harvest losses such as 1) Establishment of Brood Stock Banks 2)Supply of SPF shrimp seed 3)Additional Infrastructure for SPF Vannamei culture 4) Development of Nursery grounds for shrimp and fish in Mangrove forests 5) Supply of Water analysis kits 6) Supply of rice to inland fishermen 7) Supply of Boats and nets to reservoir fishermen 8) Setting up of Backyard Hatcheries for ornamental fish production 9) Supply of FRP Boats 10) Supply of Lif Buoys and Relief Boats 11) Assistance to PTG (Chenchus) for fishing inputs and 12) Assistance to Yanadis and other Scheduled tribes for fishing inputs will be taken up with total outlay of Rs Lakh to cover units. B) Schemes for enhancement of marketing facilities such as 1) Phase II Development of Nizampatnam Fishing Harbour in Guntur District 2) Construction of fish landing centers near reservoirs 3)Revolving fund assistance to fisherwomen (MMGs) 4)Establishment of Fish Retail outlets and 5) Supply of Moped Vehicles for transportation of fish will be taken up with a total outlay of Rs Lakh to establish 2071 units. C) Schemes for enhancement of infrastructure and training facilities such as 1) Construction of Community Halls for Marine and Inland Fisheries 2) Construction of District Fisheries Training Centers and Construction of Matsya Darshinies (Aquarium and Knowledge Centers) will be taken up with a total outlay of Rs Lakh for establishment of 102 units. D) To taken up various NFDB assisted schemes Rs Lakh are proposed as State share to tap assistance of Rs Lakh from NFDB. A provision of Rs Lakh is proposed during the year P.
