This year, we had a little over 330 people who came through and picked up materials from 35 different vendors. Vendors were excited to talk about their programs and services. The day was filled with fun, education, laughter, food, cakes, vendor gifts and 53 door prizes. Over 65 cakes were given out during the day from the exciting cake walk. REHAB SRBA Senior Rehab Program This program provides assistance to low-income senior citizens who own their own home. The grant amount is a maximum of $4,500 to complete essential repairs. The NPTHA will assist in compiling estimates and arranging completion of repairs. BPA BANNER BANK Individual Development Account IDA for home repair costs (up to $3,000): The IDA Program will provide a $1.00 match for every $1.00 a family saves for essential home repairs or improvements. The amount that a participant saves is determined by creating a savings plan. The savings plan includes the savings goal, schedule of monthly deposits and the length of time they will be in the program. Generally, participants must make monthly contributions and save for at least three (3) months but no longer than twelve (12) months. The minimum three month time requirement for saving is placed on the participants for two reasons: (1) time to develop positive savings and budgeting habits and (2) to complete the home maintenance/ repair class. SRBA Individual Water & Sewer System Assistance The Individual Water & Sewer System Assistance program will assist enrolled Nez Perce tribal members who are in need of assistance to install, upgrade, or replace water and sewer utilities. All other alternative financial resources must be utilized, including tribal programs, other tribal entities, and the Indian Health Service. Funds are available as part of the Snake River Basin Adjudication Settlement under the Snake River Water Rights Act of 2004 (Public Law , 118 Stat et seq.). A portion of the Domestic Water Supply Fund is set aside for these purposes. Projects must not be prohibited by any state, city, or federal code. Assistance is limited to once every five years and is based on availability of funds. Bonneville Power Administration The Bonneville Power Administration Grant will replace certain appliances for more energy efficient appliances. Recipients must be customers of Clearwater Power, low-income and enrolled in a federally recognized Tribe. The NPTHA will schedule a home visit to determine if appliances meet the guidelines. 6 P A G E 6 PROPOSED UPDATED AND REVISED ADMISSIONS & OCCUPANCY POLICY The NPTHA utilizes the Admissions & Occupancy Policy for managing all of our rental and home ownership units. The full policy is on display at both our Lapwai and Kamiah office and on our website. Generally, the policy describes the process for application intake, determining eligibility, selection of tenants, rent calculations, maintenance responsibilities and other rules of occupancy. There are a few major changes in this revision which may affect some tenants. There are also many grammatical revisions and other procedures that have been incorporated which do not change the basis of policy but improves clarity and does not affect the tenant. A public notice with the detailed changes will be issued to all of the current tenants as well as posted for public comments and concerns. Below is a summary of the changes that are being proposed: 1) Created a new section for Smoke free housing. All NPTHA homes and buildings will be smoke free to reduce the irritation and adverse health effects of secondhand smoke, as well as reduce risks of fire and maintenance cleaning costs. 2) Clarified that when an application is being processed or waiting for more information, it is held in a Pending File. 3) Clarified when an application is incomplete and the required documentation is not received as requested, the file becomes inactive. 4) Incorporated the requirements for living at the Senior Citizen apartments: must be at least age 55 years or permanently physically disabled and no children. 5) Added a new definition which allows Nez Perce Tribe Law Enforcement officers to be considered for rental units. 6) Clarified that families who have been served in the past 7 years lose 10 preference points. 7) The section for rent calculation rates was reworded for clarity but the calculations rates have not changed. 8) The annual deduction for a dependent has been increased from $480 to $800. 9) A new deduction for utility expenses in the amount of $2,400 has been added for households that pay water, sewer, garbage and electricity. 10) The current minimum rent is being replaced with minimum rents for each bedroom size while requiring families to maintain sufficient income or services to maintain rent and utilities. 11) Incorporated the minimum rent for the Starter Home Program at $ ) Changed the inspection schedule for new tenants from monthly to quarterly 13) Added the procedure to test any vacated homes for meth contamination and ensure vacant units are cleaned. This provision also requires the NPTHA to report to NPT Social Services if any home that tests positive included any children or vulnerable adults. 14) Added a section to require families to transfer to appropriate size home when their family size changes long term. 7 S E C O N D Q U A R T E R Lawn care Watering Tips Once your grass starts growing, water once a week but water deep. A weekly soaking helps roots extend deeper into the soil, while frequent shallow watering tends to lead to thatch, that unsightly web of dry brown runners just above the soil which you work so hard to aerate. Water in the morning because the temperature is cooler, if you water in the afternoon the temperature can be too hot or in the evening can promote fungus growth. For newly seeded lawn, water every day for five to ten minutes only. Your goal is to dampen the seeds without causing runoff that might wash them away or mar the surface with gullies. After seeds sprout and the new grass is a half inch tall, water once a day for 15 to 20 minutes. The new stuff, still in its packaging, finds a home on your kitchen table. Do you feel like storage is your biggest clutter culprit? To help you sort your items, write these 5 rules on a sticky note, put them on your refrigerator: De-Clutter Rules 1. A place for everything, everything in its place 2. Love it or lose it 3. Maybe isn t yes -If you haven t used, fixed, or sold it, 4. Say goodbye to multiples 5. De-clutter once a week -Does it fit? Would you buy it today? get rid of it Resist the urge to store. Sort and classify your objects. Assign your items to specific places. If you don t absolutely love the item anymore, don t keep it. If you ve had an item more than 6 months and you haven t used, fixed it or are keeping it to sell someday, get rid of it. Do you get caught up with BOGO? You only need one of something, get rid of multiple items or items with similar functions. Remember, de-clutter a hot spot at least once a week. Love your belongings and love your space!
