Iowa State University Extension and Outreach, in cooperation with Iowa DNR, is providing this training opportunity that will be hosted by PNAAW and UWEX in Baraboo and Chippewa Falls on Thursday, January 7 th, 2014 from 9-12:30. 2 Page 2 Spreading on Frozen Ground: DNR Permitted Farms This is a reminder that the WPDES permit prohibits surface applying liquid manure on frozen ground. With the wet spring and corresponding late crop harvest in some areas, as well as recent wet soil conditions followed by cold weather, liquid manure applications may have been delayed and may now be planned at time when ground will be frozen. The following are options permitted farms have once ground is frozen (no longer able to incorporate or inject liquid manure into soil): 1.) If you have reached 180 day storage capacity, land application of liquid manure should stop. 2.) If you have not reached 180 days storage capacity and need to apply liquid manure to maintain storage capacity (and prevent possible overflow), such application is considered an emergency and the provisions under NR (7)(d)apply. These provisions require: a.) Having 180 day storage capacity. b.) The application is necessitated by exceedances of margin of safety due to unusual weather conditions, equipment failure or other unforeseen circumstances beyond control of permit c.) The permittee has notified the Department verbally prior to emergency application and the Department has provided verbal approval. d.) The permittee submits a written description of the emergency application and the events leading to the emergency application within 5 days of the application. e.) Emergency applications of criteria listed in NR 243 liquid manure are restricted to the Table 5 criteria below: Farms should call or their DNR permit contact with any questions or requests for emergency applications. The request to surface apply liquid manure on frozen ground should include a list of field IDs (or provide the restriction maps), application rates and confirmation that the surface applications will meet the setback criteria found in Table 5. Please work closely with your crop consultant and manure applicators to keep runoff risk low. Also contact DNR if you wish to transport manure to an offsite manure storage not covered in your permit. (provided by Wisconsin DNR) Tip of the Month The Cash Effects of Accounts Receivable Receivables affect cash availability. If you are not actively billing and collecting the monies owed, you can rapidly find yourself with too little cash to operate your business. You will be, in effect, lending your precious cash to your customers while they have the use of your products and/or services. The Life Cycle of Accounts Receivable An accounts receivable has a life cycle and this cycle will vary according to your type of business. For most retail businesses, there is no extension of credit and receivables effectively do not exist. Wholesale and manufacturing companies routinely have receivables that depend upon their credit policies and collection efforts. One tool that companies employ to manage their receivables is an aging schedule for accounts receivable. By creating and updating an aging schedule on a routine basis, you can keep track of your collections and anticipate your cash flow. You can easily identify problem customers and attempt to work with them to improve payment promptness. Also, using again information can help to establish a forecast of cash flow. Of course, aging reports are only part of the cash-flow management process. Timely billing and effective collection are critical. If you are extending credit to your customers, a fundamental truth is: if you don't ask, you won't get. You have to invoice promptly and collect regularly. Whereas this may seem obvious, one of the most common cash-flow issues for companies is their failure to bill and collect effectively. Continued on page 8.

8 December 2013 Tip of the Month (continued) The Life Cycle of Accounts Receivable (continued from page 2) One challenge that entrepreneurs face is segregating the collection process from sales and customer relations. A legitimate concern is the potential for losing a customer by asking for - or demanding- payment for previous purchases. A failure to collect on a timely basis can lead to financial disaster for an entrepreneurial venture. Overly aggressive collection attempts can also lead to calamity, through the loss of key customers. However, there are a few guidelines to keep in mind that will help to keep a balance : Establish clear credit arrangements with customers that reflect acceptable terms for both of you; Create comprehensive written credit and collection policies, share them with your team, and implement them; Use collection techniques appropriate to the level of delinquency; Avoid using salespeople as collectors on the assigned accounts; Comply with the Fair Debt Collection Practices Act and do not use intimidation or deception in collections; Recognize that some clients are worth "firing" as credit customers.
