M/S This refers to DACHD/17/2017/913 Dated : Sealed Tender is hereby invited from renowned laundry firms/contractors for washing/laundering of the following items for a period of 02 (Two) years. SUB: TENDER SCHEDULE AND OTHER TERMS AND CONDITIONS FOR APPOINTMENT OF LAUNDRY CONTRACTOR FOR WASHING OF BFCC LINEN WEARES. a) WASHING/LAUNDERING OF 11 (ELEVEN) LINE BFCC LINEN WARES. Detail description, unit, monthly quantity (approx), total quantity, duration, price schedule etc is attached in page no DELIVERY/COLLECTION: The launderer shall collect dirty linen wears every day/time to time in between 1400 LT to 1600 LT. and deliver same after laundering the following day in between 1400 Lt to 1600 LT. 5 FOLLOWING ARE THE TERMS AND CONDITIONS Page OFFER OF ENVELOPE SHALL CONTAIN THE FOLLOWING DOCUMENTS (Where applicable) i) Photocopy of valid Trade license of current year. (Nature of business in Trade Licence should be Laundry business). ii) iii) iv) Photocopy of current income tax certificate with TIN no/photocopy of certificate from the competent authority stating that current income tax return has been submitted quoting GIR or TIN no. Photocopy of valid VAT registration certificate. Original copy of C.R. (Cash Money Receipt of Tender schedule purchase) v) Rates must be quoted for item specified in the schedule only and no amendments/alterations will be accepted. vi) Earnest money of BDT. 55, (Fifty five thousand) only (Refundable) in the shape of PO/DD/BG in favor of Biman Flight Catering Centre (BFCC) must be submitted from a schedule Bank of Bangladesh. The validity of earnest money must be 180 days from the date of opening of the tender. vi) vii) viii) Experience certificate on supplying/washing items to be submitted. Experience certificate from Biman/CAAB/renowned Hotel on their respective letter head pad with satisfactory work has to be written clearly. Tenderer must have laundry factory at their own/hire basis and necessary machine/site facilities like (a) Washing Extractor (b) Hydro (c) Dryer (d) Iron/Iron Tables (e) Hot water/boiler facilities (f) Water (WASA/own source) (g) Telephone (h) Fire extinguishing arrangement (i) Insurance coverage etc. and photograph of same to be submitted with Tender. In case of hire, copy of deed of agreement also to be submitted. Tenderer must have covered delivery van for laundry services (for collection and delivery of laundry items) and necessary documents in supporting the vehicle like up-to-date blue book, tax token, route permit, insurance, fitness etc. to be submitted with the tender. In case of hire, necessary deed of agreement to be submitted. 02. Overwriting/Erasing may render the tender to be rejected unless properly countersigned by the authorized person of the bidder. 03. Rate must be quoted for all items. For quoting any abnormal/unworkable price, which does not match with the prevailing market price the tender may be treated as cancelled. Work order will be given on group lowest basis. 04. Conditional offer will not be accepted. Rate once finalized cannot be changed under any circumstances during the contract period. 05. Tender must be submitted with forwarding of official letter head pad. 06. All submitted document except Pay order/bank Draft must be counter signed with Seal by the tenderer. 07. Rate must be quoted individually for all items, otherwise tender will be rejected. However, lowest bidder will be selected on package basis. 08. All submitted documents must be numerically serialled showing total number of sheets. Each sheet must be signed & sealed by the tenderer. 09 Bank solvency certificate (latest) 10. Legal tenderer or their authorized representative is only permitted to attend in the tender opening meeting. 11. BFCC inspection team may visit the facilities of the Tenderer before taking final decision. Contd P/03

6 Page TENDER SHALL BE REJECTED IF ANY OF THE ABOVE TERMS AND CONDITIONS ARE NOT FULFILLED. 13. Tender in sealed cover will be received in (a) BFCC Main Security Gate, HSIA, Dhaka (b) Biman Balaka Bhaban, Security Counter (Ground Floor), HSIA, Dhaka latest by 1200 hrs (LT) on Offer will be opened on the same day in the Conference room of BFCC, HSIA, Dhaka, In presence of the representative(s) Tenderers if any at 1400 hrs (LT) 14. Offer should remain valid for 120(One hundred twenty) days from the date of Tender opening. 15. ADDITIONAL TERMS & CONDITIONS APPLICABLE FOR SUCCESSFUL BIDDER Page-04 i) Successful tenderer will have to enter into an agreement with BFCC in proper treasury stamps (to be procured by the bidder) for a period of 02 (Two) years which may be extended up to maximum 50% of total work on mutual consent of both the parties. ii) In case of Successful Tenderer s refusal or failure to accept/comply with the BFCC s offer or purchase/work order BFCC will have the authority to declare the tender as disqualified and forfeit a part or whole of earnest money/security money submitted by the Tenderer and contract will be terminated autonomically. Performance security money would be 5% of the total contracted value. iii) The contractor should have the ability to delivery the washed linen items within 24 hours of collecting soiled linen from BFCC. iv) The laundry contractor shall collect soiled linen items from BFCC and deliver the washed linen items to BFCC at their own cost. v) Washed linen wears/items must be delivered by the launderer between 1400 hrs. to 1600 hrs. at their own risk & expenses to BFCC, H.S International Airport, Kurmitola, Dhaka as per BFCC s requirement. In this regard, detailed delivery schedule may be formulated & notified as per BFCC's requirement. vi) vii) viii) ix) BFCC management may hold pre tender meeting with potential tenderers where deemed appropriate in order to provide clarifications on the stipulation of Tender documents. In case of any corrupt, fraudulent, collusive or coercive practices or frequent non wash/delivery and sub-standard wash/delivery of linen wear made by the tender or tenderers. BFCC may hold the tenders liable to be disqualified from participating in any subsequent tender proceedings. Tender can be terminated by either party by serving 90 (Ninety) days prior written notice. But launderer/contractor will not be allowed to serve notice of termination without performing work for at least 06 months from the date of commencement of work. The contractor will submit bills twice in a month to the HR department of BFCC. After certification of the bill from HR department, Manager Finance, BFCC will make payment by account payee cheque after verification within 15 (fifteen) days of the receipt of the bill at BFCC finance department. x) A penalty of 20% of contract/ordered value may be imposed against the supplier for poor performance, like frequent failure to supply, late delivery and resorting to unfair means. xi) Income tax or any other Tax, VAT, duty etc. which comes within the term deduction at source will be deducted from the supplier s bill as per statutory rules/laws for depositing to the Government fund. A certificate in that respect will be given to the party concerned on demand. xii) xiii) In case of any corrupt, fraudulent, collusive or coercive practices made by the tenderer, BFCC may hold the tenderer liable to be disqualified from participating in any subsequent tender proceedings. The Contractor/launderer will not transfer or assign directly or indirectly whatsoever to other party any portion of the work without written consent of BFCC Contd P/05

Linen item will be delivered by the supplier at their own risk & expenses to BFCC, HS International Airport, Kurmitola, Dhaka. BFCC reserves the right either to increase or decrease the quantities mentioned in the Tender schedule and to accept or reject any or all Tender without assigning any reason thereof. xvii).
