Approval of the minutes of the September 20,2007 meeting. TAB 4 - LOCAL POLITICAL SUBDIVISIONS - LOANS 3. L Acadia Parish Police Jury - Not exceeding $224, Paving Certificates, not exceeding 4.375%, maturing in equal annual installments over a period of 10 years, construction of street paving improvements along a certain street within the corporate limits of the Issuer, and outside of municipal corporations (Hidden Heritage Subdivision and Hardsurfacing of Roadway). 4. L Avoyelles Parish, Fire Protection District 6 - Not exceeding $33,000 Limited Tax Certificates of Indebtedness, not exceeding 7% annum, maturing no later than March 1, for constructing bed and compartments for a Fire Department Rescue Service Truck. 5. L07-452A - East Baton Rouge Parish, Greater Baton Rouge Airport District - Not exceeding $82,500,000 Promissory Notes, not exceeding 8%, not exceeding 30 years, providing finds to (i) finance certain improvements to the runways, aprons and taxiway, (ii) to construct a parking garage, and (iii) to make certain improvements to the terminal facility, all to be located at the Baton Rouge Metropolitan Airport and to refinance and restructure certain indebtedness of the District. 6. L Jefferson Parish, West Jefferson Levee District - Nor exceeding $2,000,000 - Certificate Indebtedness, interest at a rate or not exceeding 7%, maturing no more than 5 years from the date o acquisition, construction and equipping of the District may continue to work during severe storms and hurricanes to ensure the safety of the residents and the integrity of the levees of the District. TAB 5 - LOCAL POLITICAL SUBDIVISIONS - BONDS - PRELIMINARY APPROVAL 7. L Lincoln Parish, Town of Grambling - Notice of Intention to issue not exceeding $933,000 Sewer Revenue Bonds, not exceeding 4.38% with a maturity not exceeding 40 years, constructing and acquiring improvements, extensions and replacements to the sewer system of the Issuer (the "System"), including appurtenant equipment, accessories and properties. TAB 5 - LOCAL POLITICAL SUBDIVISIONS - BONDS - FINAL APPROVAL 8. L Caddo-Bossier Parishes Port Commission (Pratt Paper (LA), LLC Project) - Not exceeding $200,000,000 Tax Exempt or Taxable Revenue Bonds, fixed rate not to exceed 8% or variable rate not to exceed 15%, not to exceed 30 years, acquisition and construction of a recycling facility to process mixed paper waste and old corrugated containers into linerboard and other useful products to be located on Port property. 9. L07-197A - Catahoula Parish, Town of Jonesville - Amendment of prior approval to increase the amount of the bond issue to a not exceeding $2,000,000 Utility Revenue and Refinding Bonds and interest rate to not exceeding 10%.

L07-453A - East Baton Rouge Parish, City of Baton Rouge - (1) not exceeding $50,000,000 Public Improvement Sales Tax Revenue and Refunding Bonds, not exceeding 30 years, not exceeding 8%, (i) providing funds to make a loan to the Greater Baton Rouge Airport District to enable the District to make improvements to the Baton Rouge Metropolitan Airport and to refinance and restructure certain prior indebtedness of the District, and (ii) funding a debt service reserve fund; (2) not exceeding $12,500,000 Taxable Public Improvement Sales Tax Revenue Bonds, Series 2007C, not exceeding 30 years, not exceeding 8%, (i) providing funds to make a loan to the Greater Baton Rouge Airport District to enable the District to construct a parking garage to be located at Baton Rouge Metropolitan Airport, and (ii) funding a debt service reserve fund. 11. L07-202A - Richland Parish, Town of Mangham - Not exceeding $517,000 Water Revenue Bonds, not exceeding 4.31%, not exceeding 40 years, to construct and acquire improvements, extensions and replacements to the water system of the Issuer, including equipment, accessories and properties. 12. L07-416A - St. Tammany Parish Hospital Service District 1 - (1) Not exceeding $60,000,000 Hospital Revenue Bonds, not exceeding 35 years from their date of issuance, bearing interest at such rate or rates not exceeding 7% per annum for fixed rate bonds and 15% per annum for variable or auction rate bonds, (i) financing the cost of acquisition and construction of improvements, renovations and extensions to the Hospital, including, but not limited to, the addition of inpatient hospital beds, renovation of first floor of the main hospital area, and the addition of conference center, education and support facilities; and (ii) funding a reserve fund; (2) approval of an Interest Rate Agreement in order to convert the interest rate on all or a portion of the Bonds from a floating rate to a fixed rate (not to exceed 7% per annum). 13. L Vernon Parish School Board, Ward Three Wardwide School District Not exceeding $900,000 General Obligation Refunding Bonds, interest rate not exceeding 4.25%, having a final maturity date of March 1, 2022, currently refunding General Obligation School Bonds, dated April 30, TAB 5 - LOCAL POLITICAL SUBDIVISIONS - OTHER 14. L Orleans Parish, City of New Orleans Cooperative Endeavor Agreement - Approval of a Cooperative Endeavor Agreement between the City of New Orleans, Sewerage and Water Board of New Orleans, and the State of Louisiana to provide funds to the City to pay for repairs necessitated by Hurricanes Katrina and Rita pending reimbursement from FEMA and to allow the City to pledge the deposit of FEMA reimbursements and any hazard mitigation grant program monies received into the construction fund established pursuant to the Indenture. 15. L Orleans Parish, Sewerage and Water Board of New Orleans Cooperative Endeavor Agreement - Approval of a Cooperative Endeavor Agreement between the City of New Orleans, Sewerage and Water Board of New Orleans, and the State of Louisiana to provide funds to the Board to pay for repairs necessitated by Hurricanes Katrina and Rita pending reimbursement from FEMA and to allow the Board to pledge the deposit of FEMA reimbursements and any hazard mitigation grant program monies received into the construction fund established pursuant to the Indenture. 2

3 TAB 6 - COLLEGES AND UNIVERSITIES 16. S Board of Supervisors of Louisiana State University and Agricultural and Mechanical College - Not exceeding $75,000,000 Auxiliary Revenue Bonds, fixed rate not to exceed 8% or variable rate not to exceed 15%, not to exceed 40 years, (i) finance the costs of the planning, acquisition, construction, and/or equipping of (a) renovations and additions to Laville Honors College, (b) parking facilities, (c) athletic facilities and enhancements, and (d) renovations and additions to the student union theater, (ii) fund a capitalized interest fund, if necessary, (iii) fund a reserve fund or pay the premium for a reserve find insurance policy or surety bond, if necessary, and (iv) pay the costs of issuance. The Board is also requesting the approval of a swap agreement. TAB 6 - STATE AGENCIES, BOARDS & COMMISSIONS 17. S Louisiana Housing Finance Agency (Emerald Pointe Apartments Project) - Not exceeding $4,680,000 Multifamily Housing Revenue Bonds, not exceeding 12%, not exceeding 42 years, acqu.isition, rehabilitation and equipping of a 120 unit multifamily residential rental facility on approximately 4.2 acres of total land area located in the City of Lake Charles. 18. S Louisiana Housing Finance Agency (Augusta Springs Project) - Not exceeding $12,474,000 Multifamily Housing Revenue Bonds, not exceeding 12%, not exceeding 42 years, acquisition, rehabilitation and equipping of 210 unit multifamily residential rental facility on approximately 17.5 acres of total land area located in the City of Lake Charles. 19. S Louisiana Housing Finance Agency (Mallard Crossing Apartments Project) - Not exceeding $14,107,000 Multifamily Housing Revenue Bonds, not exceeding 12%, not exceeding 42 years, acquisition, construction and equipping of a 216 unit multifamily residential rental facility approximately acres of total land area located in the City of Baton Rouge. TAB 7 - POLITICAL SUBDIVISIONS - BONDS 20. S Louisiana Community Development Authority (Town of Richwood) - Not exceeding $1,800,000 Revenue Bonds, not to exceed 10% for tax-exempt bonds and 12% for taxable bonds, not to exceed 20 years, (i).. acquisition, construction, upgrade - - andlor expansion of Town owned pu cquisitions, repairs and/or expansions needed t provernent and economic development; (iii) funding of a settlement with the City of Monroe concerning the provisions of sewer services to the Town; (iv) funding a reserve fund, if necessary; and (v) paying the costs of issuance. 21. S Louisiana Community Development Authority (City of Shreveport) - Not exceeding $28,900,000 Utility Revenue Bonds, not exceeding 7%, not exceeding 25 years, financing the costs of acquiring and constructing improvements, enlargements and upgrades to the water system of the City and funding the reserve fund requirement. 22. S Louisiana Community Development Authority (Caddo-Bossier Parishes Port Commission Project) - Not exceeding $30,000,000 Revenue and Refunding Bonds, not exceeding 30 years, bearing variable interest rate not to exceed 15% per annum or a fixed rate not to exceed 7% per annum, (1) prepaying and refunding the Issuer's $5,500,000 Revenue and Refunding Bonds, Series 2004; (2) funding the acquisition, construction and equipping of a warehouse & distribution facility for lease to ADS Logistics, LLC to be located at the Port ("ADS Project"); and (3) funding the expansion and construction of tank storage and terminal facilities for Red River Terminals, LLC ("Red River Project") to be located adjacent to its existing facility at the Port.

S Louisiana Community Development Authority (Parish of Bossier Public Improvements Project) - Not to exceed $20,000,000 Revenue Bonds, not exceeding 7%, not exceeding 30 years, providing funds for (i) acquisition, upgrade, expansion construction and equipping of Parish owned public improvements, including those for economic development, such as acquisition of right-of-way and construction of roads and an underpass; (ii) any other additions, acquisitions, repairs and/or expansions needed to maintain Parish owned works of public improvements and economic development; (iii) funding a reserve fund, if necessary. TAB 8 - INDUSTRIAL DEVELOPMENT BOARD - PRELIMINARY APPROVAL 24. L Industrial Development Board of the City of New Orleans, Louisiana Inc. (Nine 27 Apartments Project) - Not exceeding $1,140,000 Taxable Revenue Bonds, financing the cost of the construction and installation of a 76 unit multifamily residential rental facility and 69 parking spaces located on a vacant land at 1026 Constance and 931 Poeyfarre Streets in New Orleans. 25. L Industrial Development Board of City of New Orleans, Louisiana, Inc. Revenue Bonds, financing facilities located at 4200 France eans for loading and disposal of waste material in New Orleans. 26. L Industrial Development Board of the Parish of St. Mary, Louisiana, Inc. (Calumet Properties, LLC Project) - Not exceeding $10,000,000 Tax Exempt Revenue Bonds, (i) acquisition of approximately 25 acres of land on the Charenton Canal in Franklin, Louisiana, (ii) bulk heading the water frontage, (iii) building a 250' by 50' slip to accommodate a 600-ton capacity travel lift which is to be acquired, and (iv) the construction of a 50,000 square foot fabrication facility, a 25,000 square foot storage facility, a 10,000 square foot office facility, and a 6,000 square foot employee facility. TAB 9 - PUBLIC TRUSTS - PRELIMINARY APPROVAL AND/OR NOTICE OF SALE 27. S East Baton Rouge Mortgage Finance Authority (Mortgage-Backed Securities Program) - Not to exceed $42,000,000 Single Family Mortgage Revenue and Refunding Bonds, financing the cost of residential home ownership and development that will provide adequate housing for residents of East Baton Rouge Parish who are persons of low and moderate income, to expand the supply of funds in East Baton Rouge Parish available for mortgage loans, and to refund all or a portion of its prior debt and thereby make additional funds available to implement the 2007B program. TAB 9 - PUBLIC TRUSTS - FINAL APPROVAL AND/OR SALE 28. S06-008B - Rapides Finance Authority (Cleco Power, LLC Project) - Request approval of: (i) amending the SBC approval of April 20, 2006 to reflect that the remaining amount of the Bonds ($140,000,000) be issued bearing interest at fixed rates not exceeding 5.75% and/or variable rates (convertible to other rates) not exceeding 15% per annum; (ii) approval of the issuance of $60,000,000 Revenue Bonds, Series 2007, at the amended interest rates; (iii) approval of costs of issuance for the Series 2006 due to omission of some of the fees and approval of costs of issuance of the new Series 2007 Bonds.

S07-041A - Louisiana Public Facilities Authority (Air Products and Chemicals MMSCFD Reformer) - Not exceeding $200,000,000 Revenue Bonds, not exceeding a variable or other rate of 15%, not exceeding 35 years, to finance the acquisition, construction and installation of a 120 MMSCFD reformer using methane to produce hydrogen and steam for supply to Marathon Petroleum Company refinery in the Town of Garyville, and hydrogen for supply into the Company's pipeline system. 30. S07-074B - Hammond-Tangipahoa Home Mortgage Authority - Not exceeding $15,000,000 Single Family Mortgage Revenue Bonds, Series 2007, not exceeding 7%, not exceeding 35 years, to authorize the Hammond-Tangipahoa Home Mortgage Authority Single Family Mortgage Revenue Bonds Program to provide a means of financing the costs of residential homeownership and development that will provide adequate housing for residents of the Eligible Loan Area who are persons of low and moderate income, and to expand the supply of funds in the Eligible Loan Area available for mortgage loans. 31. S07-075A - Louisiana Public Facilities Authority (Hurricane Recovery Program) Series Not exceeding $300,000,000 Revenue Bonds, not exceeding a fixed or variable rate of 7%, not exceeding 30 years, for the purpose of providing funds for (i) making improvement to the City of New Orleans for which there is a Project Worksheet obligated by the Federal Emergency Management Agency for the repair, renovation and replacement of vital public infrastructure damaged by Hurricanes Katrina and Rita, and improvements related to the hazard mitigation grant program of the State for which an award letter has been received by the City and making improvements of vital sewer and water infrastructure of the Sewerage and Water Board of New Orleans damaged by Hurricanes Katrina and Rita (ii) funding a debt service reserve fund, if necessary, and (iii) paying the cost of issuance. 32. S07-093A - Finance Authority of New Orleans (Willows Apartments Project) - Not exceeding $12,000,000 Multifamily Revenue Bonds, not exceeding 12%, not exceeding 42 years, (i) refinancing and rehabilitating the Willows Apartments Project, located at 7001 Lawrence Road, New Orleans; and (ii) paying capitalized interest on the Bonds. 33. S07-095A - Louisiana Public Facilities Authority (CHRISTUS Health Project) - Not exceeding $133,500,000 Revenue Bonds, not exceeding a fixed rate of 8% or a variable rate of 12%, not exceeding 40 years, for the purposes of (i) constructing, installing and equipping and/or upgrading health care and related facilities at CHRISTUS St. Frances Cabrini Hospital located in Alexandria, Louisiana, including without limitation, a new emergency department, NICU, pediatrics, O/B Gyn services, labor and delivery and a variety of outpatient ancillary and clinical services for women and children, and/or (ii) acquiring, constructing, installing and equipping an assisted and non-assisted living facility at CHRISTUS Village located in Lake Charles, Louisiana, and/or (iii) constructing, installing and equipping and/or upgrading health care and related facilities at CHRISTUS Schumpert Health System located in Shreveport, Louisiana, including without limitation, four new operating rooms. 34. S07-101A - Louisiana Public Facilities Authority (Black and Gold Facilities Project) - Not exceeding $45,000,000 Tax Exempt and Taxable Revenue Bonds, not exceeding 8%, not exceeding 33 years, for the purpose of financing the costs of acquisition, design, development, equipping, renovation, reconstruction and/or construction of new residence hall facilities, related parking facilities, and related sewer and water lines and demolition of existing facilities, for students, faculty and staff on the campus of Grambling State University in Grambling, funding a reserve fund for the bonds and funding interest during construction. 5

S07-086A - Lafayette Public Trust Financing Authority (Mortgage-Backed Securities Program) - Not exceeding $50,000,000 Single Family Mortgage Revenue Bonds, Series 2007A, not exceeding 7%, not exceeding 35 years, for the purpose of providing financing for the cost of residential home ownership for residents of the Eligible Loan Area who are persons of low and moderate income. TAB 10 - RESCISSION OF CASH LINES OF CREDIT - PRIORITY 1 (A) Consideration of a request submitted by Facility Planning and Control, Office of the Governor, relative to Certificates of Impossibility or Impracticality issued for $4,700,000 for previously approved Priority 1 cash line of credit projects ( (01/ and 50/NJ in the amounts of $2,900,000 and $1,800,000 respectively) and (B) Consideration of a request submitted by Facility Planning and Control, Office of the Governor for rescission of $4,700,000 for previously approved Priority I cash lines of credit for projects 01/ and 50/NJ in the amounts of $2,900,000 and $1,800,000 respectively contained in Priority 1 of the current Capital Outlay Act (Act 28 of the 2007 Regular Legislative Session) and listed in the attached exhibit. 37. TAB 10 - RESCISSION OF CASH LINES OF CREDIT - PRIORITY 2 Consideration of a request submitted by Facility Planning and Control, Office of the Governor for rescission of $500,000 of a previously approved project (01/ ) contained in Priority 2 of the current Capital Outlay Act (Act 28 of the 2007 Regular Legislative Session) and listed in the attached exhibit. 38. TAB 10 - CASH LINES OF CREDIT - PRIORITY 2 Resolution setting forth the official intent by the State Bond Commission to reimburse line of credit expenditures with the proceeds of general obligation bonds for request submitted by Facility Planning and Control, Office of the Governor for the granting of lines of credit and authorization to issue general obligation bonds in the amount of $6,390,000 for projects in Priority 2 of the current Capital Outlay Act (Act 28 of the 2007 Regular Legislative Session) and listed in the attached exhibit. 39. TAB 10 - NON-CASH LINES OF CREDIT - PRIORITY 5 Request submitted by Facility Planning and Control, Office of the Governor, for the granting of lines of credit for which no cash expenditures will be made in this fiscal year in the amount of $123,320,000 for projects ($48,790,000 originally contained in Priority 5 and $73,430,000 moved from Priority 2 to Priority 5 on September 28, 2007) contained in Priority 5 of the current Capital Outlay Act (Act 28 of the 2007 Regular Legislative Session) and listed in the attached exhibit. 40. S Division of Administration - Office of State Purchasing - Not exceeding $60,000,000 for the Master Installment Purchase Agreement utilized by state agencies, excluding LSUHSC, in their purchase of moveable equipment financed over a multi-year period. 41. S Division of Administration - Office of State Purchasing - Not exceeding $60,000,000 for the Master Installment Purchase Agreement utilized by Louisiana State University Health Science Center in their purchase of moveable equipment financed over a multi-year period. 6

S Lake Charles Harbor and Terminal District (Lake Charles Cogeneration, LLC) - Consideration of a technical amendment providing for an addition to the underwriter syndicate. 47. Consideration of Rescheduling November 15, 2007 State Bond Commission meeting to an alternative date during the week of November 17 through 21, Consideration of Priority 2 Credit and Priority 5 Non- Credit for projects 07/ and 50/M as reflected in the current Capital Outlay Act (Act 28 of the 2007 Regular Legislative Session). 49.
