1 Committee of Senior Representatives (CSR) Twenty third Meeting Berlin, Germany April 2014 Reference CSR 23/2/2 Title Provisional annotated agenda Submitted by Secretariat Summary / Note This document provides explanatory notes regarding the items included in the provisional agenda and specifies actions requested from the meeting participants. Requested action For reference 1. Opening of the meeting and welcome The meeting will be opened by Ms. Liis Rooväli, the NDPHS CSR co-chair, who in the absence of the CSR Chair will chair it. The Host, the Ministry of Foreign Affairs of Germany, will welcome the participants. 2. Adoption of the agenda The Meeting will be invited to adopt the Provisional agenda with timetable (cf. document CSR 23/2/1). 3. Information by the NDPHS Chairmanship and the NDPHS Secretariat Germany and the Secretariat will briefly inform about their main activities during the period from the PAC 10 held in Helsinki, Finland, which will not be addressed during the following agenda items. The Meeting will be invited to take note of the presented information and decide, as appropriate. 4. Information by the NDPHS Partners and Participant The Partners and the Participant will be invited to present information regarding their activities of relevance to the NDPHS, which are not covered in other agenda items. It is recommended that the focus of the presentations be on the issues that the Partners and the Participant would like to propose that the NDPHS would follow up on in the future. It should also be noted that the Chair has decided that only three minutes will be allocated for each presentation. Implementation of the NDPHS Strategy Revised draft report on the implementation of the NDPHS Strategy With reference to the revised draft report on the implementation of the NDPHS Strategy (cf. document CSR 23/5.1/1), the Expert Groups will be invited to briefly present their main achievements in , as well as those of the respective Task Groups. It should also be noted that the Chair has decided that only five minutes will be allocated for the presentation of each Expert Group s results and only three minutes for the presentation of each Task Group s results. The Meeting will be invited to consider and, and approve it, if appropriate. 5.2 Draft NDPHS Progress Report for 2013 Considering that the final report on the implementation of the NDPHS Strategy presented under item 5.1 covers the activities of the Partnership in 2013 (including those beyond the goals and targets of the NDPHS Strategy ), it is proposed that no presentations will be made under this agenda item. After brief introductory remarks by the Secretariat, the Meeting will be invited to consider general issues arising from the NDPHS Progress Report for 2013 (cf. document CSR 23/5.2/1) and approve the report, as appropriate. 5.3 Other matters The Meeting might wish to discuss other matters falling under item 5, which were not covered under other sub-items, and decide, as appropriate. 6. Development of the NDPHS Strategy Information on the status quo and the progress made In October 2013 the CSR 22 adopted the Terms of Reference for the NDPHS Strategy Working Group 2014 (SWG) 1. The first meeting of the SWG took place on 16 December 2013 and the second one on 25 March The SWG Chair will be invited to report on the progress and the state of play in the process of the development of the NDPHS Strategy and its Action Plan, as well as planned further steps. 3 6.2 NDPHS Vision 2020 With reference to document CSR 23/6/1, the SWG Chair will present a proposal for the NDPHS Vision The Meeting will be invited to consider the presented proposal and approve it, as appropriate. 6.3 Overall objective, objectives and specific objectives of the NDPHS Strategy With reference to document CSR 23/6/1, the SWG Chair will present a proposal regarding the overall objective, objectives and specific objectives of the NDPHS Strategy The Meeting will be invited to consider the presented proposals and approve them, as appropriate. 6.4 Recommendations from the NDPHS evaluation process related to the development of the new NDPHS Strategy a) Resources for leading Expert and Task Groups; Partners possibilities for assuming the leadership role All Partners will be invited to announce whether they see a possibility for them to assume a leadership role (a chairmanship or a vice-chairmanship and/or employment of an ITA) in NDPHS expert-level structure(s) that will emanate in connection with the new NDPHS Strategy and its Action Plan. The Meeting will be invited to consider the presented information and conclude, as appropriate. b) Future of the AMR TG, the IMHAP TG and the PPHS EG With reference to the recommendations No from the last year s evaluation of the Partnership, the rules regarding dissolution of Expert Groups as stipulated by the NDPHS Strategy document (cf. document CSR 23/6.4b/1) and while keeping in mind the discussions under agenda items 5.1, 6.3 and 6.4a, the Meeting will be invited to discuss the current state of affairs regarding the AMR TG, the IMHAP TG and the PPHS EG and a possible need for changes, and decide, as appropriate. 6.5 Development of an Action Plan accompanying the NDPHS Strategy With reference to document CSR 23/6.5/1, the Secretariat will present the proposed timeline and template for developing the Action Plan accompanying the NDPHS Strategy Recommendation No. 20: In regard to the AMR group, the growing importance and public anxiety about the topic calls for a continuation of the group s activities. Recommendation No. 21: In regard to the IMHAP group, the consultant recommends to formally end the operation. Recommendation No. 22: In regard to the PPHS group, the CSR should carefully discuss whether the continuation of the Prison Health topic is worthwhile vis-à-vis existing resources. 4 Further, with reference to document CSR 23/6.5/Info 1, the Secretariat will present suggested approach regarding addressing the NDPHS role as a EUSBSR Priority Area Coordinator. The Meeting will be invited to consider the presented proposal and agree on: (i) which Expert and Task Groups shall be invited to develop their inputs for the Action Plan and (ii) timeline and template for submission of inputs Other matters According to its Terms of Reference, in performing its tasks the SWG may be supported by an external consultant providing methodical advice in planning processes. Engagement of the consultant shall be without financial consequence for the NDPHS annual budget. The SWG considers it important to employ a consultant and, to that end, it discussed the first draft of consultant s Terms of Reference (cf. document CSR 23/6.6/Info 1). It should be noted that funding necessary for the employment has not been secured yet 3 but efforts continue in this regard. The Meeting will be invited to discuss the issue of funding necessary for the employment of a consultant and decide, as appropriate. 7. Recommendations from the NDPHS evaluation process relating to issues other than the development of the NDPHS Strategy Promotion of the Health in All Policies approach within the Partner Countries governments concerning the NDPHS work The CSR agreed, during its 22 nd meeting, that the Partner Countries should bear the main responsibility for the implementation of the Evaluation recommendation No. 36 Partner Countries should try to promote the Health in All Policies approach within their governments also concerning the NDPHS work. The Partner Countries will be invited to discuss how to implement the above recommendation and conclude, as appropriate. 7.2 Further strengthening the NDPHS relations with other relevant actors in the region The CSR agreed, during its 22 nd meeting, that the Chair Country and the CSR should bear the main responsibility for the implementation of the Evaluation recommendation No. 37 Further strengthen the NDPHS relations with other relevant actors in the region. The Meeting will be invited to discuss how to implement the above recommendation and conclude, as appropriate. 7.3 Developing new approaches for future collaboration within the NDPHS According to its Terms of Reference, the SWG bears the main responsibility for the implementation of the Evaluation recommendation No. 38 Develop new approaches for future 3 Status as of 10 April 2014, when the present document was finalized. 5 collaboration within the NDPHS, in order to maximize the benefits and added value of the cooperation within the network. With reference to documents CSR 23/7.3/1 and CSR 23/7.3/Info 1, Germany will present the SWG s proposal on how to address the above recommendation. The Meeting will be invited to consider the presented proposal and conclude, as appropriate. 7.4 Ensuring that the relevant results from the Expert Groups work are conveyed to the policy level According to its Terms of Reference, the SWG bears the main responsibility for the implementation of the Evaluation recommendation No. 40 Develop new approaches to ensure that the relevant results and recommendations from the Expert Groups work are conveyed to the policy level, both within the NDPHS and nationally, and taken into account in policy development processes. With reference to document CSR 23/7.4/1, the SWG Chair will present the SWG s proposal on how to address the above recommendation. The Meeting will be invited to consider the presented proposal and conclude, as appropriate. 7.5 Concept of a PAC side-event The CSR agreed, during its 22 nd meeting, that the CSR should bear the main responsibility for the implementation of the Evaluation recommendation No. 35 The concept of the side-events should be revised. A side-event programme should be targeted at a wider audience and should also serve as a public relations event and inclusion of media representatives should be considered. With reference to document CSR 23/7.5/1, Germany will present a proposal on how to address the above recommendation. The Meeting will be invited to consider the presented proposal and conclude, as appropriate. 8. Preparations for forthcoming CSR-level PAC and its side-event 8.1 PAC 11 at a non-ministerial level Russia, which has kindly offered to host the 11 th Partnership Annual Conference at a nonministerial level, will be invited to inform about the proposed date and place of the next PAC 11 and its side-event. The Meeting will be invited to consider the presented proposal and decide, as appropriate. 8.2 PAC 11 side-event While keeping in mind the discussions under agenda item 7.5, the Meeting will be invited to discuss the thematic focus of the PAC 11 side-event and decide, as appropriate. 6 9. Future CSR meetings The Partners will be invited to consider offering to host the CSR meetings in 2015, and inform the Meeting accordingly. To facilitate Partners considerations the Secretariat submits information about the dates, locations and hosts of the CSR meetings up to the CSR 23 (cf. document CSR 23/9/Info 1). The Meeting will be invited to consider the proposed dates and places, and decide, as appropriate. 10. Any other business The Meeting will be invited to consider the request of the Ministry of Health of the Republic of Belarus regarding possible cooperation (cf. document CSR 23/10/1) and decide, as appropriate. Further, the Meeting will be invited to consider a request to grant the NDPHS project label to the ENPI CBC Karelia co-financed project Functional Families Evidence Based Methods for Family Work in Finland and Karelia (cf. document CSR 23/10/2) and decide, as appropriate. Finally, the Meeting might wish to discuss any other business not covered under other agenda items and decide, as appropriate. 11. Adoption of the CSR 23 meeting minutes The Secretariat proposes that it would send out draft CSR 23 meeting minutes to the participants on 14 May 2014 and that comments on the draft would be due, at the latest, on 21 May The revised minutes would be distributed on 23 May 2014 to be adopted per capsulam provided that no further comments are submitted within one week. The Meeting will be invited to decide, as appropriate. 12. Closing of the meeting The Meeting is expected to terminate on 25 April 2014 at 13:00 hours. CSR_ Provisional_annotated_agenda.docx 6
