1 REGULAR BOARD OF DIRECTORS MEETING THURSDAY, OCTOBER 4, :00 P.M. SCHAUMBURG LIBRARY MINUTES I. CALL MEETING TO ORDER The meeting was called to order at 7:04 p.m. by Carrie Park, President. Present: Louis Sacco, Vice President Carrie Park, President Ann Van Steenhuyse, Treasurer Linda Russo, Director Rick Pinto, Secretary Also Present: Elizabeth Czarny, ABC Property Managers, Brian Frank, Milieu Landscaping and approximately 32 residents. II. APPROVAL OF MINUTES Motion by Ann, second by Louis to approve the minutes of September as submitted. All ayes. Motion carried. III. INTRODUCTION OF BRIAN FRANK, MILIEU LANDSCAPING Brian Frank was introduced and there was a question and answer session regarding the services his company would provide to the association. Some of the items discussed are as follows: Mr. Frank stated he is the owner of the company and he would be the person in charge of the property. Resident asked how special landscaping requests would be handled and he responded special requests should be ed to him with the nature of the request and, if the request is reasonable, the landscapers would take care of the request on their regular day on the property. He stated if the request is somewhat unusual, it would have to be approved by the Board and Management. Brian stated his company always has consistency of the crew on the property and the crew manager would be on the job with the crew assigned to this property.
2 PAGE 2 He stated that if trimming of the bushes is to be scheduled, he would notify management in advance of the project. He stated trimming of the bushes is usually done three times per year. Brian stated that presently the property has a lot of overgrown landscaping and his company would be taking care of these issues. He stated many of the bushes are considerably overgrown and would be trimmed back this fall. He stated that in addition to being a landscaping company, they are also an architectural design company, but their main function on this property would be for maintenance of the property. A resident asked if this company is more expensive than the current landscaping company. The Board responded this company is more expensive. Brian stated there are times when the landscapers would not cut the grass, depending upon weather conditions (i.e. ground is too wet, or weather has been too dry.) Ann asked whether or not his company would pick up leaves. Brian stated the leaves would either be picked up or they would mow over them so they are ground up and left on the ground so as to provide nutrients to the soil. A resident asked if the landscaping company could be changed if it turned out they are not doing the job properly. Brian stated there is a clause in the contract permitting cancellation within a specific time period. Brian stated they do weed killing treatment at least once per month. Resident of 1296 Cranbrook asked for replacement trees on the front of his unit. The Board stated his request should be directed to management. The Board stated residents can use red flags on landscaping areas they do not want the landscapers doing any work. Residents were asked to contact Management to request red flags. Brian stated his company would apply a pre-emergent treatment in the spring which would not necessarily eliminate weeds, but would limit their germination. He stated that if a resident does not want weed control applied by their unit, they should notify Management. Brian stated his company communicates with Management on a weekly basis so that management and the board are always aware of what the landscaping company will be doing in the way of landscaping maintenance.
3 PAGE 3 Carrie asked how many men are on the property on maintenance day. Brian responded there would be three to four men on the property on the regular maintenance day. IV. MANAGEMENT REPORT Elizabeth Czarny Financial Report Elizabeth reported that as of September 30, 2018, there is a total of $337, in the business and checking accounts. Delinquent Assessments As of September 30, 2018 accounts are delinquent in the following amounts: 30 days delinquent - $1,114.00; 60 days delinquent - $1,512.15; at the attorney - $4,955.00; total delinquencies - $7, Ownership Changes There were no ownership changes since the last meeting. V. NEW BUSINESS Snow Removal Proposals Proposals were submitted by New $31,300, $35,200, and Cornerstone $43,000. The Board deferred a decision on which company to hire for snow removal. Landscaping Proposals Five proposals were submitted for landscaping: Milieu $42,033; New $33,000; $46,000; Cornerstone $43,000; and $37, Gutter Cleaning Salas Construction submitted a proposal to clean the gutters for a cost of $3,500. Elizabeth was asked to follow up with Salas regarding the following: The Board does not want the gutters cleaned prior to November 15. The downspouts need to be flushed. Common Area Property Tax Elliott and Associates have reviewed the county records regarding those parcels of land belonging to the association that have been taxed. The attorneys would like to meet with the Board regarding what action to take on this issue. Elizabeth is going to meet with the attorneys to go over the issues regarding these parcels of land. She further stated the PIN numbers show these particular parcels as common areas but the county continues to send a tax bill to the association for these parcels. It was stated the association has received refunds for some of the years the parcels were taxed. Patio Replacement Elizabeth stated that Buttitta Construction had initially offered a reduced price for residents who wanted to have their patios replaced; however, the association did not meet the minimum number of patios to qualify for the reduced price. Per Elizabeth, although there were not enough homeowners who agreed to have their
4 PAGE 4 patios replaced, Buttitta has agreed to honor the price originally quoted which was $900 per patio plus permit costs. She stated that Buttitta plans on having those patios replaced prior to the end of this year. Elizabeth explained that in order for residents to have their patios replaced, the Village requires a plat of survey prior to issuing a permit and some of the residents did not have their plat of survey. Siding Loan Motion by Ann, second by Carrie to approve a loan from Inland Bank for an amount of $1.3 million dollars. All ayes. Motion carried. (Note: See further discussion regarding the siding loan in homeowner Forum.) VI. EXECUTIVE SESSION The regular board meeting was recessed at 8:40 p.m. in order to convene Executive Session. VII. ADJOURN EXECUTIVE SESSION Executive session was adjourned at 8:41 p.m. and the regular board meeting was reconvened. Session. VIII. NEW BUSINESS (Continued) Motion by Carrie, second by Louis to waive the fine on the account of 1279 Cranbrook Drive. All ayes. Motion carried. IX. ADJOURNMENT Motion by Louis, second by Rick to adjourn the meeting at 8:50 p.m. All ayes. Motion carried. 5 PAGE 5 HOMEOWNERS FORUM 1295 Cranbrook and 1157 Regency Drive Resident at 1295 Cranbrook stated the snow removal company damaged her driveway last year. Resident at 1157 Regency Drive stated the snow removal company damaged some of her landscaping last year. Siding Loan/Discussion. Louis stated he has spent several hours this past month meeting with CSI, inspectors from the Village, and three representatives from DuPont, the company providing the Tyvek. Louis stated the Village is using this siding project to create the appropriate code for the installation of Tyvek as the representatives from DuPont are working with the village inspectors to ensure they have the appropriate codes for the installation of their product. Louis stated the Village will be doing a re-inspection of the first building and some of the siding on that building will have to be removed for the inspection to take place. Carrie stated that CSI has been given a list of their concerns and those of the unit owners about some of the workmanship. She stated the owner of the company should be on site more often. If a resident has concerns or issues regarding the work being done, they should contact Management via so that, if necessary, a work order can be issued. Elizabeth stated she spoke with the insurance adjustor this past Monday and they are following up on the hail damage issue. Resident asked the question that if the insurance company pays for some of the siding, would the board and management re-calculate how much each unit owner would owe for the siding project. A resident stated she feels it is premature to ask for payments from the residents before they know how much the insurance company is going to pay. A resident wanted to know if the siding project could be delayed until after they get a response from the insurance company. A resident asked when the contractor will start working on the buildings on Cranbrook. Louis stated they met with CSI last week and now there is a defined process for the installation of the Tyvek, so the entire project should move along much more quickly. He stated the contractors will finish the buildings on Regency Court before they begin work on the next court. He stated the contractors are quoting a 3-4 week period per building from beginning to completion.
6 PAGE 6 A resident asked if the contract with CSI could be broken if there are too many issues and they are not taken care of by CSI. A resident asked if CSI had a Replacement Bonding Policy. Elizabeth stated she would have to follow up on this issue. A resident inquired about the contractor s insurance. Carrie responded the contractors have submitted all of the appropriate insurance documents. A resident stated she heard that her building was next on the list and she does not want Tyvek sitting in her yard for an extended period of time (months). A resident stated that John Shibona has a new crew. Louis stated that the same two crews are working on the project. A resident stated she is concerned the contractors will screw up her windows and wants something in writing that if this happens, CSI will be responsible.
