1 Request for Proposal # 5890 January 31, 2017 The Purchasing Department at the Massachusetts Port Authority ( Authority or Massport ) is accepting sealed proposals for the purchase of an All Terrain Vehicle for Port Security. Responses are to be returned to Rachida Mahrouda at Massport, One Harborside Drive, East Boston, MA no later than February 17, 2017 by 1:00 p.m. Please examine the contents of your proposal package to ensure that all contents are enclosed. Responses shall be returned in a sealed envelope to Rachida Mahrouda at Massport, One Harborside Drive Suite 200S, East Boston, MA 02128, prior to the due date of February 17, 2017, by 1:00 p.m. Bids received after the due date will not be accepted. An original and (1) one copy must be included. The bid award vendor/vendors will be notified after all proposals are evaluated. 2. Prices are to be quoted F.O.B. Destination, delivered to Massport Authority, Port Security, Fish Pier, 212 Northern Avenue, East Bay II, Boston, MA All quotes must include all charges including shipping charges, handling fees, travel time, fuel etc. 3. Lead-time MUST be quoted as time is of the essence. 4. Please note this is a NO SUBSITUTION bid. 5. Questions regarding this Request for Proposal shall be directed to Kathleen Duggan at kduggan@massport.com or before February 10, 2017 at 1:00pm. 6. Proposer shall complete and return the enclosed Certificate of Compliance with Massachusetts Laws. 7. All Proposals must be delivered in sealed envelopes bearing on the outside the name and address of the Proposer and a notation RFP All Terrain Vehicle Port Security. The envelope bearing the original proposal must be clearly marked. All Proposals will be time and date stamped upon receipt by Massport. Proposal received after the time and date stated above will be marked as late. Electronic Proposals will not be accepted. A tax exemption certificate will be furnished to the successful bidder. The Authority is soliciting competitive proposals pursuant to a determination that such a process best serves the interest of the Authority and the general public, and not because of any legal requirement to do so. The Authority reserves the right to accept one or more of the proposals, to award the entire contract or portions of the contract to one or more proposes, to reject any or all proposals, to waive any informality of the proposal or the proposal form, to modify or amend with the consent of the Proposer any proposal prior to acceptance, and to effect any agreement(s) otherwise, all as the Authority in its sole judgment may deem to be in its best interest.

4 CERTIFICATE OF COMPLIANCE WITH LAWS Massachusetts Employment Security Law Pursuant to G.L. ID Number, has complied with all laws of the Commonwealth relating to unemployment compensation contributions and payments in lieu of contributions. *Compliance may be certified if Contractor has entered into and is complying with a repayment agreement satisfactory to the Commissioner, or if there is a pending adjudicatory proceeding or court action contesting the amount due pursuant to G.L.
