3 17-2 CFC Update GiveBack Background In April 2014 the Office of the Personnel Management (OPM) issued final regulations in 5 CFR 950 concerning the Combined Federal Campaign (CFC). They were designed in response to the recommendations of the CFC 50 Commission in the Federal Advisory Committee Report on the Combined Federal Campaign, issued in July, These final regulations were issued in order to strengthen the integrity, streamline the operations and increase the effectiveness of the program to ensure its continued growth and success. As such, OPM expects these regulations will improve donor participation, CFC infrastructure, and standards of transparency and accountability. The final regulations were to take effect January 1, 2016; however a proposal by the U.S. Office of Personnel Management (OPM) to delay the effective date for revisions of 5 CFR 950 to January 1, 2017 was approved. In accordance with 5 CFR 950, all Federal employees are directed to one giving system. The Office of Personnel Management (OPM) has contracted with the Give Back Foundation to deploy a new web-based system that will replace manual processing in the Defense Civilian Pay System (DCPS) and various electronic CFC modules in mypay, Employee Express, and a variety of local systems such as CFC Nexus. 7 Charity - FAQ Employee typed in yearly amount instead of bi-weekly amount and wants to stop and refund Employee will need to stop by logging into their giveback account Refund will be charged to Agency LOA and Agency will be responsible to receive funds from CFC Employee didn t sign up for CFC but deductions have been taken Employee had to have created an account for Give Back to interface information. Employee will need to inquire with Give Back to terminate at Are CFC contributions pre-tax? While tax deductible, CFC deductions are not pre-tax. Federal law does not allow for charitable donations through payroll deduction. The deductions are eligible to itemize charitable contributions on income tax returns may include contributions made through the CFC. 13 Flexible Spending Account (FSA) Enroll through FSAFEDS but is under the BeneFeds program Open Season New Hire Qualifying Life event There are 2 different types of FSA Health Care Dependent Care A Health Care FSA (HCFSA) is a pre-tax benefit account that s used to pay for eligible medical, dental, and vision care expenses those not covered by your health care plan or elsewhere. The contributions to a Health Care FSA is not subject to payroll taxes. 15 Long Term Care General Information Long Term Care (FLTCIP) BENEFEDS administers the premium payment processes on behalf of the Federal Long Term Care Insurance Program (FLTCIP). The FLTCIP provides long term care insurance to help pay for costs of care when enrollees need help with activities they perform every day, or they have a severe cognitive impairment, such as Alzheimer's disease. 5/10/2018 Integrity - Service - Innovation 15
16 FSA/Dental/Vision/Long Term Care Process FSAFEDS interfaces information to BeneFeds BeneFeds then interfaces information for FSA/Dental, Vision and Long Term Care to DCPS DCPS will take deductions based on information interfaced. 17 FSAFEDS FAQ PRO does not withhold correct amount? Employee should contact FSAFEDS for FSA and BeneFeds directly for the Dental, Vision and Long Term Care Deductions did not transfer to new database? 19 Tax Levy General Information The Internal Revenue Code (IRC) authorizes levies to collect delinquent tax. See IRC Any property or right to property that belongs to the taxpayer or on which there is a Federal tax lien can be levied, unless the IRC exempts the property from levy. The IRS will usually levy only after these three requirements are met: The IRS assessed the tax and sent a Notice and Demand for Payment Employee neglected or refused to pay the tax The IRS sent a Final Notice of Intent to Levy and Notice of Your Right to A Hearing (levy notice) at least 30 days before the levy 5/10/2018 Integrity - Service - Innovation 19
