Respected Sir, We will like to take your few minutes towards the malpractices in posting of SDEs especially to ITPC Pune and involvement of officers from ITPC Pune, Personnel Cell BSNL Corporate office and lethargy on part of Maharashtra Circle to follow well defined transfer posting guidelines issued by BSNL CO. Sir, you may remember that during your last visit at Mumbai we have brought to your notice the issue of pick and choose posting of SDEs to ITPC Pune by direct violation of basic guidelines framed by BSNL Corporate office and your good self has assured to look into it, but we find that nothing has changed and now certain officers in BSNL Personal Cell seems to be managed by such individual as Corporate office has again issued transfer order of two long stayed/under transfer SDEs from MH Circle and in shameful act one of SDE is transferred for second time without cancellation of earlier order. The details of case are as follows. Sir, Pune is most popular station in Maharashtra Circle and many of the officers are willing for posting to Pune and specifically to ITPC Pune. It is not that all the officers are interested to work in IT unit and it is because posting at ITPC Pune saves the person from different type of rotational transfers namely rural, inter SSA and
2 inter circle transfers and 20% which is higher than many of SSAs in Maharashtra Circle. In recent past the long stayed officers from Pune either due for transfer to rural Pune area or out of SSA transfer or out of Circle transfer not only requests for transfer & posting to ITPC Pune, but he/she makes all official and unofficial efforts by using hooks and tricks and managing transfers to ITPC Pune. We can understand that these poor officers make such hopeless efforts for managing their retention at Pune or posting to Pune by change of station of long stay transfers from other SSAs to ITPC Pune, but we are surprised to see that all these officers are supported by some selfish officers in ITPC Pune and now in BSNL personal section. We will like to put on records again that since the day BSNL CO has called for willingness for ITPC Pune the wrong actions have been initiated by ITPC Pune and it has given scope for managing the transfers on pick and choose basis & it has created problems for many of the executives specially working in Maharashtra Circle and willing for posting to ITPC Pune. To meet requirement of SDEs at ITPC, BSNL CO called willingness from SDEs all over India and BSNL CO has called for names for posting of SDESs to ITPC vide letter No. 1-14/Pers-II/2014 Dated 10/09/2014 by calling for willingness for posting to different units of ITPC including that of Pune. This letter was addressed to CGMs of Circles having ITPC units in territory of their Circle and names were called from concerned CGMs of territorial Circle. Now, as per letter issued by BSNL CO for calling willingness the applications were to be submitted to CGMs of concerned Recruiting Circle and many of Maharashtra comrades have submitted applications for posting to ITPC Pune through Proper Chanel and all such applications have reached to Maharashtra Circle and kept on hold by CGMT MH Circle on name of shortage of SDEs in Maharashtra Circle. Here no role of ITPC was involved as in said letter by BSNL CO nothing was called from ITPC Pune, but unfortunately some of officers of ITPC Pune overacted in this matter with biased approach and recommended pick and choose cases to BSNL CO. While recommending names, ITPC Pune violated the guidelines defined by BSNL CO for posting of SDEs specifically to ITPC Pune and recommended only SDEs from Pune who are under long stay transfer and finally posed to ITPC Pune on pick and choose basis. It was intentional violation by ITPC Pune as names of SDEs were not called from ITPC Pune and it was duty of CGMs concerned to recommend willing SDEs. But certain officers at ITPC Pune started malpractices only in respect of posting to ITPC Pune by calling unofficial willingness only from selected SDEs and letter for collection of willingness by ITPC Pune was never issued either by ITPC Pune or by BSNL CO. ITPC Page 2 of 8
3 Pune recommended names without any instructions from BSNL CO specially giving scope for pick and choose method and full scope and privilege to malpractices mainly to manage long stay transfers. The malafide intention of some of officers in ITPC Pune is crystal clear as many of the recommendations are made by direct violations of conditions placed by BSNL CO in letter for calling willingness of SDEs for ITPC. It can be seen that as per point (iii) of BSNL CO letter dated 10/09/2014 addressed to CGMs for posting of additional SDEs to ITPC, it is mandatory condition that the officer must not be under transfer to other assignment and as per point no. (iv) Condition is that the officer to be posted must not be at top five of Circle long stay list. Hence such names should not have been recommended by your office for posting to ITPC Pune. But is regretted to mention that in despite of clear guidelines from BSNL CO for not sending names of officers under transfers, office of CGM ITPC Pune has recommended two such names, viz. Com. B. D. Gaikar SDE Nashik who is under transfer from Nashik to Jalgaon under long stay transfer and name of Com. A.S Trimbake SDE who is under transfer from Solapur to Pune. From other ten names recommended by ITPC Pune some of the SDEs are in clear zone of within SSA long stay transfers as have completed longest stay at Pune City and due for rural transfer in Pune TD. Some of them are part of long stay list for transfers out of Pune as they are toppers in long stay list of out of SSA transfers or due for out of SSA transfer and transfer orders for some of them are already issued by Maharashtra Circle before six months. Hence as directed by BSNL CO such names of long stayed officers should not have been included in unwanted letter of recommendation by ITPC Pune. 4 By taking note of major malpractices at ITPC Pune for pick and choose method adopted for transfer posting especially to ITPC Pune, SNEA (I) MH has written to Shri. Prabhash Singh CGM ITPC Pune vide letter No. SNEA (I)/MH/Cir Corr/ /52 Dated 5 th January 2015 and all relevant documents are given in support of our complaint. But after period of six months also Shri. Prabhash Singh CGM ITPC Pune or his office has not acted on it as it what we have written is fact and probably our complaint has been kept on hold as it has reached to hands of officers involved in this day light scam. We have not written reminder letter to CGM ITPC Pune as we have seen corrective action was taken by CGMT MH Circle and prominent senior officers from BSNL CO like GM Personnel, Director CFA/CM, your good self in capacity of Director HR & CMD BSNL has given firm assurances for stopping malpractices in posting of SDEs to ITPC Pune. After CGM ITPC Pune, we have taken matter with CGMT MH Circle as all the applications for ITPC Pune received through proper channel were kept on hold in MH Circle. On complaint of SNEA (I) MH & repeated meetings with concerned authorities in Maharashtra Circle, CGMT MH has taken review of the matter and decided to recommend names of SDEs from MH Circle for posting to ITPC Pune as per BSNL CO letter. But instead of acting on willingness received, fresh willingness were called and out of the willingness received five names of officers requested at own cost for ITPC Pune are recommended by Maharashtra Circle on 16/04/2015. In this letter it has been specially mentioned that the earlier order for posting of MH Circle SDEs to ITPC Pune may be cancelled as many of the officers are in long stay list, some are under transfer and some have requested to safeguard themselves from coming long stay transfers & as none of application was forwarded by MH Circle as any of applications was not forwarded by MH Circle through proper Chanel as it was never received by Maharashtra Circle. When n number of letters written by CGMT MH Circle are shown dust bin or kept without any action for months/years together, the individual request even not forwarded through proper channel are being given Top Most Priority and in total blind approach are given consideration for second time by Personnel Cell. It shame on personal section BSNL Corporate Office that it has issued double transfer of Mrs. Jyoti Vijay Yelene, Long stayed SDE from Pune TD. First Order No.1-6/2014/-Pers-II was issued on 14/11/2014 and till today it is neither cancelled nor implemented even though CGMT MH Circle has written for its cancellation. Now again personal Cell BSNL Corporate Office issued second order No. 1-7/2015/Pers-II on 01/06/2015 of Mrs. Jyoti Yelene, same SDE Pune TD, who has completed 24 years of service at Pune Page 4 of 8
5 & on her turn for out of SSA transfer, she has opted for VRS and on the basis of her VRS, next long stayed officer was transferred out of Pune. It is further shame and extreme step of biased attitude that order of Mrs. Yelene has been issued in the interest of service, when hundreds of SDEs have submitted willingness for own cost transfers to ITPC Pune. But when name of Mrs. Yelene was dropped from long stayed SDEs from Pune TD, she has withdrawn VRS request at later stage and it seems that she has approached to some prominent Officer in BSNL Corporate office and managed him/her for issuing her second posting order to ITPC Pune. It seems that concerned officers in BSNL CO also have become blind enough that they have acted immediately and issued her order second time for ITPC Pune without cancelling earlier transfer order. We are confident that the officers in BSNL Personal Cell are not fool as we see them very critical & vigilant on other cases and no such blind order is issued even on genuine medical ground cases. It may be fact that the source applied by Mrs. Yelene may be so stronger that the concerned officers of personal cell have become temporary blind and issued such senseless order. In similar pick and choose approach another order No.1-7/2015/Pers-II on 02/06/2015 has been issued by same Personal cell of BSNL in which Com. Kokane SDE earlier Pune TD and presently working at Goa TD is posted at ITPC Pune before completion of his tenure on long stay transfer to Goa, which is Circle Tenure station. But in his case some sense is applied by Personnel cell as his order is issued at Own Cost. This biased approach and special favouritism continues by intentional and direct violation of transfer posting guidelines framed by BSNL corporate office itself. It is well known facts that such transfer order cannot be issued till the individual officers approach to the powerful officers who have acquired higher skills in managing transfer posting in BSNL and are able to manage certain officers in ITPC Pune & also in BSNL personnel Cell. It is always cried that there is acute need of SDEs in ITPC Pune, but facts are different as earlier order No. 5-21/2013 /Pers IV dated 27 Sept 2013 issued for posting of two SDEs to ITPC Pune is not implemented for last three years and also three SDEs are transferred out of Pune SSA vide letter No. 1-7/2015-Pers-II (OC) dated 27 th May Our comrades from Pune have informed that many of the officers in ITPC Pune including GM level officer are attending offices for partial hours and many of them are under utilised to the extent of their talent & capacity. If there was really need of additional SDEs all such unwanted transfers would not have been issued by BSNL CO and action would have taken for utilisation of existing work force for full Page 5 of 8
6 strength. But instead of utilisation of manpower, ITPC Pune has become hub for long stay officers throughout Maharashtra Circle and particularly from Pune TD. This is possible for selected officer who are not putting efforts for office works at Pune TD, but their entire energy is utilised for managing transfer to ITPC Pune and it has given birth to all present malpractices from ITPC Pune to BSNL CO. Sir, if managing certain selfish officers in ITPC Pune & BSNL Corporate office Delhi by certain mastermind officers in Maharashtra Circle is the only criteria for posting to ITPC Pune, then we humbly request your good self to make it general and official. Names of such officers may be published or we will get the names of these power full officers from the officers who have successfully managed their transfer to ITPC Pune and will make it public or inform at least to the officers willing for transfers to ITPC Pune. So that these willing officers will not depend on officers working in Personnel cell or will not have to beg their mercy and will approach to such selected power full officers. No doubt, our comrades will have to pay the required charges to these powerful officers as it will be official & equally applicable to all. Sir, these repeated transfer order of only long stayed officers to ITPC Pune has not only created much unrest among the executives working in Maharashtra Circle but also has spoiled image of highest HR department of BSNL. Many times the officers in field units visit to BSNL Corporate office and get their transfer managed. Till today we did not believe on such news, but entire episode of posting to ITPC Pune makes us to believe on rumours of malpractices by certain officers in ITPC Pune & Personnel cell or we have to believe existence of Bengali Baba and his Black Magic which only can give effect to such senseless & hopeless transfer orders. Sir, we will request your good self, to spare some of your valuable time & look into this very serious matter malpractices involving money/muscle & request to stop the pick and choose method adopted by certain officers at ITPC Pune and Personnel cell BSNL CO. We have proof of our each and every say and if required we are ready to produce it to any officer nominated by you or directly to you. In view of all above facts we will request your honour, A. By now it is crystal clear that at each & every stage ITPC Pune, Personal cell BSNL CO & to certain extent Maharashtra Circle has intentionally violated the BSNL guidelines for posting to ITPC Pune and all the three transfer orders issued by BSNL CO i.e. dated 14/09/2015, dated 01/06/2015 & 02/06/2015 should be cancelled without any further delay and fresh transfer order of SDEs fitting in guidelines prepared by BSNL CO and as per recommendations by CGMT MH Circle should be issued. 7 OR B. If it is not possible to cancel these orders, then please close the office of CGMT MH Circle as in such scenario where repeated letters of CGMT MH Circle are shown dust bin, and individuals who are bypassing CGMT MH Circle are given Top Most Priority by ITPC Pune & Personnel Cell Delhi, there is surely no need of such useless CGMT Office and BSNL can save good amount of expenditure on such useless office & its functioning. C. We will further request to take concerned officers in Personnel Section Delhi, ITPC Pune to task for such malpractices and should be seriously warned & instructed to stop all such pick and choose practices and to give equal treatment to all and in future no long stayed officer or officer under transfer is posted to ITPC Pune. OR D. Please permit individuals to adopt these illegal methods of malpractices for their posting to ITPC Pune & also to other such popular units. E. We are confident that if this matter is investigated by Vigilance team, then and only then all the culprits will come under scanner and such detail inquiry will find out the truth. We demand special & detail inquiry of total episode from calling willingness to issuing repeated transfer orders of only selected long stayed officer, involvement of individual officers in managing transfers by violation of transfer policy guidelines by Vigilance team of BSNL and all culprits involved in this bad chain may be booked for such scam of transfer posting. It will definitely create big lesson for others so that in days to come no individual will try to approach culprits in ITPC Pune or Personnel Cell BSNL CO & these culprits will also not dare to even think for managing transfers of selected persons and individuals will joins duties at new station on long stay transfer at par with other long stayed officers. F. We will further request for immediate steps by BSNL CO for counting of combined stay of the officers working in territory of a particular SSA/Circle regardless of unit/circle he/she is/was working and combined long stay list of all such officers working in territory of SSA/Circle should be prepared & implemented for inter Circle, inter SSA long stay transfers. If this strategy is adopted, then the total number of request transfers of executives will be drastically reduced as all these long stayed officers will understand that transfers to Non recruiting units can not save them from long stay transfers and officer whatever power full cannot manage the long stay transfers. This will save lakhs Page 7 of 8
8 of rupees of BSNL on transfer & posting from territorial Circle to Non territorial Circle & vice a versa which are seen in large numbers just to avoid long stay transfers and to stay at working SSA/Circle even by adopting malpractices. Hope your good self will take note of the all above serious issues raised by us and will take immediate action against officers involved in this scam of transfer posting to ITPC Pune and make arrangements for transparent procedure/method for transfer posting to ITPC Pune and for counting combined stay of SSA/Circle while working in territory of SSA/Circle.
