1 THE INSTITUTE OF CHARTERED ACCOUNTNATS OF NIGERIA (ICAN) The Accountants of Nigeria (ICAN) in collaboration with the Chartered Institute of Public Finance and Accountancy (CIPFA) of the United Kingdom is pleased to invite you to a 5-Day Seminar on: THE ROLES OF POLICY MAKERS IN DEALING WITH ACCRUAL BASIS IPSAS POST IMPLEMENTATION CHALLENGES Synopsis: The increasing demand by Stakeholders in the Public Sector, including but not limited to Development Partners, for Accountability, Transparency and Integrity in Public Finance Management has influenced in no small measure, the adoption of the International Public Sector Accounting Standards (IPSAS) by Public Sector Entities (PSEs). Given the enormous work involved in a successful adoption and implementation of accrual basis IPSAS, the buy-in/support at the highest levels of government is a critical success factor. The objective of this seminar therefore, is to simulate real world issues often encountered before, during and after transitioning to Accrual Basis IPSAS. The seminar shall provide a platform for advocacy on the roles of key leaders of governments regarding the minimum resource requirements (processes and systems) necessary for project success. The Seminar has been structured to be highly interactive and with focus on strategy and direction of IPSAS Adoption. Participants have been carefully profiled to include only policy makers and those charged with governance responsibilities, and as such training methodology shall focus more on government business as they related to IPSAS and less on avoidable technicalities.
