1 Present: Mayor James Reardon, Trustees Howard Traudt, Brant Neuneker, Terry Gipson and Wayne Rifenburgh, Clerk-Treasurer Lisa Biscardi, County Legislator Joel Tyner, Gail Haskins, Heinz and Clara Sauer, Jeff Romano, Susan Covel, Gary Kenton Mayor Reardon opened the meeting with the Pledge of Allegiance. County Legislator Joel Tyner Legislator Tyner spoke of a forum to be held on August 28 th discussing a County Municipal Health Insurance Consortium which could save the village money. He was trying to enlist 2-3 board members and residents to attend Municipalities are already on board. Dutchess County Association of Supervisors and Mayors last November unanimously passed a resolution stating we needed to do this. Thompkins County is already doing this and has saved $865K a year for the taxpayers. They have labor reps involved and the labor rep confirmed that there would be no health care cuts for the employees. He also discussed Green Jobs Green NY. A Friendly competition between towns in regards to environmental conservation. There is money out there and we should try to utilize it. If you re income is less than $175K a year you are entitles to an free energy audit. NYSERTA.org This year marks the 77 th anniversary of FDR signing Social Security into law. We rely on water from the Hudson River and fracking is about to start happening. The watersheds in this in this area are connected. Please go to nyagainstfracking.org and take a stand. Solid Waste Task Force Mayor Reardon asked the town to join the village witht he task force. Gary Kenton, Jeff Romano, Susan Covel, and Bill Dowden addressed the board on their research on finding a path to allow the village to remain in the trash pickup business. They submitted the report which is available at the village clerk s office. It laid out the options that were available for the village and town. Cornell Extension Service & Energy Department has other options available to the village. Jeff Romano spoke about the Cornell Fuel Cell Institute. They would like to sit with the board and discuss this. They see Rhinebeck as a fantastic opportunity to partner with. This will either provide new trucks or retrofit our trucks. One of their fuel options is by generating the fuel through what is picked up. There would be one truck for both waste and recycle. We would be a pilot program for what has been developed in a lab. According to them it would not cost any money since it is a pilot program. Jeff will do the logistics on this and will set up all the meetings and discussions once the board has provided available dates. Since the town has privatized their waste, we do not have the opportunity to partner with them. Mayor Reardon addressed this issue. Gary and Jeff stated that down the road, there would be opportunity to collaborate with the town. Trustee Gipson suggested a summary presentation to the public through a public forum/workshop and inform the Dutchess County Supervisor and Mayors Association. Attorney Olson needs to review the request. Safe Routes to School The grant writer that was on board is no longer available so Trustee Gipson has spoken with another one and he is reviewing the project. He will have his estimate at the end of the week. The work the task force did was about 70% of what is

2 needed. He needs to speak with the school to see if they will sign an agreement stating they are interested in working with us on the project, support it and be a partner in it. Working on developing the plans and determining the walking and biking to school regulations. The grant can be used for sidewalks, bike routes and racks for all the schools. There is a school route planned out and Trustee Gipson is hoping to build it. The estimated cost will run between $ $5000. The deadline for the grant is October 5 th. Waste Water Department Report - Treated 3.8 million gallons of waste water. 80,600 gallons of sludge was processed. 10,519 pounds and 21.7 cubic yards of sludge was processed. Report is on file in the village clerk s office. Interviews will take place for the temporary water treatment laborer to fill Don s position. Sludge Cake And Chemical Project Trustee Neuneker motioned to go to bid on the Sludge Cake Disposal and Chemical Biddings. Seconded by Trustee Rifenburgh and all members in favor. Water Department Report - 15,583,000 gallons of water were treated. One water main break in the town which was repaired. Trustee Rifenburgh motioned to relocate Anthony Fata from the Highway Department to the Water Department. Seconded by Trustee Brant Neuneker and all the board were in favor. October is Fire Hydrant Flushing. The notice will be posted. Fire Department Responded to 72 alarms in the month of July, 31in the town, 41 in the village. YTD 531 total, 248 in the town and 283 in the village. This has put us over last year s record. Trustee Rifenburgh motioned to approve Terry Lane as a firefighter. Seconded by Trustee Howard Traudt seconded the motion and all trustees were in approval. Trustee Rifenburgh motioned to approve the changes to the Fire Department s By-Laws and Constitution. Seconded by Trustee Neuneker and all the board were in favor. Fireman Volunteer Health Insurance Trustee Rifenburgh motioned to approve any volunteer firefighter the right to join the health insurance program. Trustee Gipson seconded and all the board were in favor. Trustee Traudt recused himself. Before moving forward Mayor Reardon and Trustee Rifenburgh will address the protocol responsibilities and process of enrollment. Street Department Basins were cleaned. Repairs in basins are under way. Request is made to the residents please do not leave their debris by the catch basins. Street Department is not allowed to pick up grass clippings through DEC regulations so please do not put them out.

3 The VAC CON truck we rented at $3600/week to clean the lines worked great and we were able to clean more lines at a lesser cost than contracting it out. No parking from here to corner signs were completed with the exception of the state highway as we are waiting on DOT approval. The highway department does not pick up grass clippings. Please do not put them out. No brush on street during fair week. Recycle truck broke down and was repaired in house. Repalced the back hoe alternator that burned out. This was done in house. Dave s Tree Service removed 10 trees without incident. West Market Street Easement Issues We need to address the drainage. There is an obstruction on Route 9 and W. Market St. We have a truck coming in to use a camera, as free demonstration, in the drainage pipe to see the obstruction. The Red Hook department will be coming to observe as well. Planning & Zoning Rhinebeck Department Store Discussion about the Sidewalk and Faux Steps The faux steps are part of the building and would need to go to the planning board. The property owner has gotten estimates for the repair. Sidewalk has tree damage. The work should all be done together. Since the sidewalk is on a state road it will need to go to the state DOT. The owner can contract with the village and we would notify the state of the work. We would need to go to bid. Trustee Gipson suggested going to bid for 3 estimates of what the damage is and then determining the cost to the tax payers. Under procurement policy board will procure 3 bid estimates and make a decision. They are very busy with new bars and restaurants. Market Street sign will go to zoning board first before any decision will be made by the Village Board. Need to follow up on Foster s sidewalk. Police Incident Report Call volume is up. Farmer s Market signs were posted last week per the amendment to the law. Vehicle and traffic amendment to the no parking to corner signs minutes were completed stating the resolution. Mayor Reardon will be submitting the request to the DOT. Police Station Architecture firm feels confident that the lower bidders will produce. Trustee Rifenburgh motioned to award the bids to the lower bidders per the architects recommendation. Trustee Traudt seconded and all the board was in favor. Construction will begin in about 2 months. Mayor Reardon Acknowledged Phil Zemke, the architect, for all the work he has done on the project. We will need the septic easement agreement from Rich Olson. Pat Hastings who resigned memorandum of understanding between the village and the union allowing him to continue per diem officer. Trustee Rifenburgh motioned to move forward with the addendum to per diem officers. Trustee Gipson seconded the motion and all the board were in favor.

4 Dog Report Dog running at large. Police had called and the warden picked it up. $20 dollar fee was issued and the license is on file with the town. Tree Commission Cicely Frazier will be out for a few months and Meg Crawford will preside over the meetings. Nicholas Doyle resigned and we will need to look for another member. A notice will be posted advertising the opening. Meeting minutes were read. One pruning last month. Committee will be going back to the person to determine why the owner would like it pruned. 12 trees were removed at a reasonable cost of $9300 per the bid we put out. Tree Commission members themselves or deputize volunteers to trim trees that are in the way. This is the street department issue. Last meeting this was discussed where the tree commission would identify the issues and the street department would do the work. Tree Committee will have a booth at the Farmer s Market on Sept. 2 nd. November 3 rd is the fall tree planting. Looking for volunteers. Rinaldi property Trees will be street trees. Stortini Trees- The trees are to be planted per the site plan from 2001, 2 trees per lot but there was no real landscape for that area. Website All agreed that the meetings should be posted on the website. Fred Courtier will collaborate with Dick Waumbach on this. It will be a link on the site to the meeting posted on youtube. Finance & Controls Meeting in September Talking about winding down the committee. Bank Resolution Resolution to designate the depository account and the required signatures. Trustee Rifenburgh motioned to adopt the resolution and Trustee Neuneker seconded the motion. All the board was in favor. Trustee Appointment Trustee Rifenburgh is vacating his seat and moving to the town. He tendered his resignation for August 31 st, He will stay on and volunteer as a project manager for the police station. A vacancy is appointed by the mayor and confirmed by the board. A conversation between the board members resulted in 2 candidates, Heinz Sauer and John Wirth, to fill the position temporarily, either would be excellent choices. It was determined the Heinz Sauer will accept the position and will assume liaison to the water and fire departments. Mayor Reardon will be the liaison for the fire department and will turn to Trustee Rifenburgh for advice when needed. Mayor Reardon appointed Heinz Sauer to fill the trustee position temporarily starting September 1 st, 2012 vacated by

5 Trustee Rifenburgh. Mayor Reardon motioned for approval of the board. It was seconded by Trustee Gipson. All the board was in favor. Correspondence Howl oween Parade Request was made to close Route 9 and Market street on Saturday Oct. 27 th with a rain date of Oct. 28 th for minutes and police assistance during the parade. Discussion followed. Concern was about closing the road and expending tax payer dollars for a private business event. We have no control over the funding and donations. Trustee Nueneker suggested the police can check in on them while on patrol and to use the crosswalks. The request was denied and they will be notified of the decision. Sidewalk Sale Chamber of Commerce August th, Rain Dates Aug 24 th 26th Maypr Reardon motioned to approve the request. Seconded by Trustee Rifenburgh. All the board was in favor. Mad Dash Request for police assistance from 8-10am on Sept. 3 rd for the race. Motioned to approve by Mayor Readorn. Trustee Rifenburgh seconded the motion and all the board were in favor. Woodstock Film Festival - Request to shoot a special movie trailer on September 8, 2012 from 3-5 pm in front of Upstate Films. No request for road closing is being made but assistance stopping traffic a few times during the filming for a few minutes each. Mayor Reardon motioned was made to approve the request by Trustee Rifenburgh seconded the motion and all the board was in favor. Water Sewer Adjustments Error in billing of $1189 credit and $63.55 and adjustment due to billing Trustee Rifenburgh motioned to approve the adjustments, Trustee Neuneker seconded and all the board was in favor. Voucher Approval The following vouchers were reviewed and approved by the board. In the General Fund, wire transfer C52963 in the amount of $ , electronic transfers in the amounts of $170.00, $ and $17,477.57, manual vouchers #5446-#5460 in the amount of $40, and computer vouchers #27525-#27581 in the amount of $67, In the Water Fund electronic transfer in the amount of $11,738.18, manual vouchers #2005-#2011 in the amount of $10, and computer vouchers # #27596 in the amount of $13, In the Sewer Fund, electronic transfer in the amount of , manual vouchers #1840-#1845 in the amount of $ and computer vouchers #27597-#27614 in the amount of $30, Minutes July 19 th Trustee Rifenburgh motioned to approve as written. Trustee Gipson seconded and all the board was in favor. No executive session was needed.

6 Concern of South Street and Parsonage Street blinking light. Request for a sign posting stating that north and south traffic do not stop. This issue has been brought to the board before. There has been very little incident at that site. Blinking light is there for the school buses. The board will take the request under advisement.
