4 1 Introdction 1.1 Prpose of Policy Aims In recent years the University has come nder pressre from varios sorces to control the demand for car parking. These pressres inclde: Demands from the local commnity and local athority to manage the traffic the University generates, both now and with ftre developments; The need to free p land to implement the Estate s Capital Program; To satisfy local planning legislation; Concern from staff abot the problems cased by too many cars chasing too few spaces, the increase in obstrctive and dangeros parking and the need for better enforcement and secrity; Local, national and international policies and programmes aimed at redcing the adverse impact of travel and transport on the environment; and The need to allocate parking spaces to sers with the highest need and protect disabled car park spaces. In response to these pressres the University, in partnership with The University of Manchester, The Royal Northern College of Msic and the Central Manchester and Manchester Children s University Hospitals NHS Fondation Trst are committed to tackling traffic problems by adopting a Travel Plan Strategy. Car parking management is critical to this strategy to help manage this finite resorce and make alternative modes of transport attractive and viable to staff, stdents and visitors. The aim of the policy is to inform all car park sers abot the following key principles: The process for applying for car parking, The assessment criteria and appeals procedre, Car parking charges and methods of payment, Terms and conditions of se of University car parking facilities, Enforcement of car parking facilities, and Roles and responsibilities of car park sers, secrity staff and the MMU Travel Team Objectives The main objectives of the policy are: To ensre that finite car parking resorces are managed efficiently, in a fair and transparent manner; To provide demand management measres to spport the Travel Plan Strategy and the strategic aims of the University, whilst at the same time ensring changes are made to facilitate the development and implementation of the University s Capital Program and camps consolidation project; and To provide a holistic, overarching and all encompassing policy for the University, whilst appreciating specific car parking isses at each camps. 2 Car Parking and Permit Allocation Policy

5 1.2 Scope This policy is applicable to all car park sers across the University inclding staff, stdents, visitors and contractors and is gided by spporting legal docmentation inclding the Car Parking Terms and Conditions of Use (Appendix 1) and the Enforcement company s, Client Charter. The varios University car parks can be fond in a series of camps maps contained within Appendix 3. Appendix 4 illstrates the varios car parks, their locations, the nmber of spaces and which areas can be sed by different sers grops i.e. staff, stdents, visitors and Ble Badge holders. 1.3 Roles and Responsibilities Role & Dties of the MMU Travel Team 1. To provide an efficient and corteos car parking service to meet the needs of staff, stdents, contractors and visitors and to provide assistance and advice wherever possible; 2. To act as a secondary resorce in assisting visitors to locate parking facilities; 3. To be familiar with the geography of the University, its car parks, bildings and Faclties and to be familiar with all aspects of the Car Parking Policy; 4. To control and monitor the allocation of parking permits; 5. To monitor cstomer satisfaction and take appropriate action where feedback indicates a shortfall in performance; 6. To be contactable at all times dring normal office hors (09.00 to Monday Friday) for all administrative enqiries (Ext 2989); 7. To respond to, and resolve qeries relating to parking matters as qickly as possible; 8. To ndertake any other dties relating to car parking management which are reqested by the Travel Plan Manager. Roles and Dties of the Secrity Personnel 1. To be familiar with the geography of the University, its car parks, bildings and Faclties and to be familiar with all aspects of the Car Parking Policy. 2. To act as the main resorce in assisting visitors to locate parking facilities, sbject to spply and demand of spaces; 3. To carry ot reglar patrols of the site to monitor the car parks, to act as a deterrent against theft and vandalism and to assist in the improvement of safety and secrity of all car parking facilities; Car Parking and Permit Allocation Policy 3

6 4. To monitor car park crime statistics, liaise with the police in any investigations in respect of car parking and initiate preventative action to minimise crime; 5. To ensre that roads and access roads remain free from obstrction and report maintenance defects as necessary; 6. To be contactable at all times dring normal office hors (09.00 to Monday Friday) for all patrol staff and to ensre that one patrol person is available in the office or within radio contact at all times when on dty; 7. To provide assistance, if reqired, in the operation of the fire and emergency procedres; 8. To help the MMU Travel Team respond to, and resolve qeries relating to parking matters qickly; 9. To provide reglar checks on all car parking eqipment and promptly report any apparent falt or breakdown to the appropriate department; 10. To assist the MMU Travel Team to fix minor falts on the Pay and Display ticket machines; 11. To assist in the collection of transport and travel data, relating to car parking when reqired by the MMU Travel Team; 12. To contact the MMU Travel Team in order to notify permit holders if problems are identified with their vehicles flat tyres, lights left on etc; 13. To ndertake any other dties relating to car parking management which are reqested by the Head of Secrity. 4 Car Parking and Permit Allocation Policy

7 Roles and Responsibility of Staff 1. To ensre they are flly aware of the Car Parking policy, its processes and procedres. 2. To ensre visitors invited to the University, are commnicated the correct procedres to book a visitor s parking space and the Terms and Conditions of Use of all University car parks. 3. To disseminate to all stakeholders relevant information abot the car parking policy. 4. To apply annally for a Car Park Access Permits dring the application window, if reqired. Roles and Responsibility of Visitors and Contractors 1. To ensre they are aware of and have a good nderstanding of the Car Parking policy, its processes and procedres. 2. To ensre they comply with the Terms and Conditions of Use of all University car parks. 3. To pay the relevant parking charges, where applicable. 1.4 Exective Smmary Manchester Metropolitan University introdced its Car Parking policy on the 1st of October 2009, inclding the introdction of staff and visitor parking charges and enforcement. The policy was introdced to effectively manage the finite nmber of car parking spaces at each camps throgh the introdction of a need based permit allocation process. The introdction of the policy also spports the University s Sstainable Travel Plan Strategy and the University s Strategic objectives. Separate policies for Stdents (Appendix 6) and Visitor/Contractors (Appendix 5) have been prodced to smmaries the main processes for each of these grops of sers inclding how to apply and obtain a permit (Chapter 2), Terms and Conditions of Use (Appendix 1), applicable charges (Chapter 3) and enforcement (Chapter 7). The policy has been developed throgh consltation key stakeholder inclding University Staff, Trade Unions and the Stdent Union. The principles which nderpin the policy, were formally approved by Directorate on the 20th April The policy is an all encompassing docment which covers the operation and management of all University s campses, whilst appreciating the specific parking needs and isses of each individal site. The policy and permit allocation criteria has been assessed throgh the University s Eqality Impact Assessment (EIA) and will be continally reviewed. Car Parking and Permit Allocation Policy 5

8 2.0 Application Process 2.1 Why do we have a Permit Allocation System Following feedback from staff, Unions, the Stdent Union and the appeals process, the MMU Travel Team have been working with Greater Manchester Transport Unit to create a bespoke online car parking application and allocation system. For frther information, please refer to the Freqently Asked Qestions Docment, Appendix 2. The new system has now been in operatiion for a nmber of years. The allocation criteria has been reviewed following consltation and feedback from previos year's appeal process and will assess a greater range of work and social based factors in order to allocate the finite nmber of car parking spaces to those staff with the highest need. There will be some paper based applications available for those staff who may not have access to a compter or feel ncomfortable sing the new online software. We encorage everyone to try the online system. It is very qick, easy to se and will allow s to contact yo at different stages of yor application so yo remain flly informed throghot. Yo will need an MMU Login ID and password to access the system. For frther information, please refer to the Freqently Asked Qestions docment Appendix How to Apply Every year all staff will be invited to apply for a Car Park Access Permit for the coming Academic Year. The application window will rn from early September to mid October each year. Applications will only be accepted otside of the annal application window, from new starters or where there are significant changes in circmstance. Notification will be sent ot by all staff , throgh Facilities Managers and other media. Wherever possible staff shold sbmit their application online, however paper application forms will be made available throgh Facilities Managers for staff who do not have access to a compter. Alternatively, a paper copy of the application form can be obtained from the MMU Travel Team sing the contact details below. On-line applications can be made by visiting or paper copies shold be retrned to the MMU Travel Team, Estates, Cavendish First Floor, Manchester. 9 2.4 Leavers The MMU Travel Team is notified of all staff leavers on a monthly basis and pon notification, cancel permits, payments and swipe access cards. 2.5 Criteria Used The criteria sed for the allocation of permits, is based on need. Applicants are assessed on their answers to the qestions in the application form. The applicant s postcode is also assessed to establish their level of access to their work place (i.e. distance to the workplace and links to pblic transport) along with other work based and social criteria. 2.6 Verification Applicants who answer qestions that reqire verification from a GP, Consltant or MMU Occpational Health will be asked to pload this information dring the online application process. Alternatively a hard copy can be provided to the MMU Travel Team which will be ploaded onto the system on yor behalf. If the medical verification indicates a permanent medical condition which affects yor ability to access the workplace yo will not be asked to provide this information again and it will be stored on the system for ftre reference. Applicants who answer qestions that reqire verification from their Line Manager will need to indicate the name of their manager on the online application form. Yor Line Manager will be contacted to verify the information provided. 2.7 Issing of Permit Permits for sccessfl applicants will be posted to their home address and their MMU Staff card will be activated. Permits will be valid for p to 12 months. Permit holders will be advised when their permit will expire (at the start of the next annal application period). 2.8 Loss of Permits Lost permits mst be reported to the MMU Travel Team immediately and a new permit will be issed. 2.9 Change of Details Permit holders mst notify the MMU Travel Team immediately, of any change in circmstances or their car registration details. Failre to do so may reslt in the cancellation of the permit Termination of Permits When a member of staff wishes to terminate their employment they will be reqired to retrn their permit and car park access card which will remain the property of Car Parking and Permit Allocation Policy 7

10 Manchester Metropolitan University at all times. Payments of tariffs will be sspended only when this process has been completed Replacement Vehicles If a member of staff is sing a replacement or alternative vehicle to the vehicle(s) listed on the car park database, they mst notify the MMU Travel Team withot delay. Failre to do so will reslt in the non registered vehicle being issed with a Parking Charge Notice. 3.0 Charges 3.1 Annal Charges Charges are applied according to salary scale and are pro rata, for part time members of staff. Permit holders can choose to either pay via monthly dedctions from salary or to se the Pay & Display ticket machines located in each car park. The permit will indicate which method the holder has opted to se. The University will review the charges annally. Stdents at Crewe will also be exempt from charges for the crrent academic year sbject to review, except for those wishing to park at (Booth Hall) Halls of Residence. 3.3 Sspension of Charges Dedction of charges from salary will not be sspended dring periods of sickness, jry service, overseas travel or any other periods of time the permit holder is away from the University for less than three months. 8 Car Parking and Permit Allocation Policy

11 3.4 Maternity Leave Staff on maternity leave may retain their Car Park Access Permit for the dration of their maternity leave. However, charges will contine to apply whilst they are on paid maternity leave (nless yo have opted for Pay and Display). Alternatively, staff on maternity leave may choose to relinqish their Car Park Access Permit for the fll dration of their maternity leave and reapply on retrning to work. Special arrangements apply if staff are a member of the salary sacrifice scheme and shold conslt the scheme rles for frther gidance. 3.5 Long Term Sick Leave Staff on long term sick leave, of three months or more may relinqish their Car Park Access Permit and payments will cease from the commencement of the next calendar month. Staff on long term sick leave may reapply for a Car Park Access Permit on their retrn to work. Special arrangements apply if staff are a member of the salary sacrifice scheme and yo shold conslt the scheme rles for frther gidance. 3.6 Meetings/Seminars All delegates to meetings and seminars will be reqired to pre book a visitors spaces throgh the contact details provided for each camps site. Please visit for frther information. Visitor spaces are limited and delegates are encoraged to access the University by pblic transport or means other than the car. Spaces will be allocated on a first come first served basis and visitors mst pay for their car parking, as per the crrent University s Pay and Display tariffs. 12 3.7 Taxi Taxis and Private Hire vehicles will not be allowed access to University car parks and shold se drop off areas for drop off/pick p where appropriate withot casing obstrction. 3.8 Volnteers Volnteers are described for prposes of this policy as people who provide a service to the University free of charge. Volnteers will in the first instance be encoraged to se pblic transport. Where this is not possible, they will be reqired to apply for a temporary permit throgh the Travel Team and pay the necessary Pay and Display tariff. Volnteers who are Ble Badge holders will be issed parking permits withot charge. If a Faclty wishes to provide the volnteers with free parking provision, a stock of 50 prepaid visitors permits can be obtained from the MMU Travel Team at a cost of 2 per permit, that will be recharged to the Faclty. 3.9 Non University Staff For the prposes of this policy, non niversity staff are defined as individals who are engaged on a long term (12 months or more) contract to perform services for the University bt are remnerated by a third party. Staff in this category may apply for a car park access permit and will be assessed throgh the normal criteria. However, only two payment options are available either Pay and Display or a fixed annal charge. 4.0 Payment Options for Staff All employees have a choice of how to pay for car parking charges as follows: 4.1 Pay and Display Charges are 30 pence per hor p to a maximm of 2.30 per day (these charges are sbject to review each year). Ticket machines are located in all car parks. Permit holders mst display both their MMU Car Park Access permit and a valid Pay and Display ticket when sing the car park. Tickets are NOT transferable between vehicles bt are transferable between campses for any given day for which a valid ticket is prchased. The University will review tariffs annally. All car park sers mst be accepted for a permit in order to access the car parks on a Pay and Display basis. A permit does not garantee a parking space. The University s car parks will not be open to the pblic bt some visitor spaces will be retained on a Pay and Display basis. 4.2 Salary Sacrifice This involves accepting a redction in salary in retrn for the car parking benefit. 10 Car Parking and Permit Allocation Policy

13 Savings on national insrance and tax can be gained by opting into the scheme. Stringent rles operate on salary sacrifice schemes, particlarly in relation to the ability to sspend payment or leave the scheme. Additionally there can be an impact on pension entitlement at retirement. If yo are considering this option, fll details of the scheme are available at Monthly Dedctions from Net Pay This payment option allows straightforward monthly dedction from pay bt withot any tax or national insrance advantages. Please see Table 3.1 for frther information. 5.0 Appeals 5.1 Appeals Process for Late Applications Anyone who has missed sbmitting an application within the specified time scale may appeal to have their application processed if they meet either of the below criteria: i) The applicant was off work de to illness throghot the application period and this can be verified by HR; ii) The applicant was away from the University for other reasons, throghot the application period and this can be verified by their Line Manger; iii) Extenating circmstances. Late applicants shold contact the MMU Travel Team to explain their extenating circmstances. 5.2 Appeals for Unsccessfl Applications All nsccessfl permit applicants will have a right of appeal and will be notified how to lodge an appeal when they are informed that their application has been nsccessfl. 5.3 Unsccessfl Application Appeals Criteria Appeals are assessed by a Panel nder the following criteria: i) There has been a significant change in circmstances which the applicant believes may lead to a change in the decision not to award a permit; ii) The applicant spplies additional information which may have a bearing on the decision not to allocate a permit and, which was not made available in the original application; iii) The applicant believes that the original criteria was incorrectly applied in their assessment. 14 5.4 Appeals Panel The appeals panel meet twice per term and its membership consists of: Environmental Sstainability Manager Chair HR Representative Facilities Manager or nominated Representative The Travel Plan Manager will also be in attendance to record the decision of the panel and answer any qestions. The panel will assess the appeal application from the Pro Forma only and will not know the identity of the applicant. The applicant will be informed of the otcome in writing or by , within 7 working days of the Appeal. The Panels decision is final. 6.0 Rles of se of the University Car Parks The following rles mst be observed when sing any University car park, failre to do so may reslt in the withdrawal of yor parking permit or the isse of a Parking Charge Notice: Parking permits mst be clearly displayed, in the front windscreen of the vehicle when parking in MMU s Car Parks; Permits may only be sed for the cars registered on the Car Park Access Permit. Please Note: p to two car registrations can be recorded on any one staff permit; Permit holders mst inform the MMU Travel Team of any changes to their circmstances or their car registration details withot delay; 12 Car Parking and Permit Allocation Policy

15 Lost or damaged permit shold be reported to the MMU Travel Team immediately and a replacement permit will be organized; Parking permits are not transferable to any other person or vehicle other than those recorded on the Car Park Access Permit; Parking permits and MMU Staff cards remain the property of MMU. They mst be retrned to the MMU Travel Team on termination of service at the University or a replacement charge will be levied; Manchester Metropolitan University reserves the right to withdraw permits or to change the area where car parking is allowed; Dring period of prolonged absence from the University. i.e. Maternity Leave, planned srgery/sickness, secondment. Permits shold be retrned to the Travel Team and payments sspended; Physical or verbal abse of the MMU Travel Team personnel or third party operators of the Car Parking Policy, will not be tolerated and disciplinary action will be taken against any offender; Permit holders mst park in designated car park bays only. Unathorised parking may reslt in permit being withdrawn, please see section 7.0 Enforcement for frther details. PLEASE NOTE: Yor permit does not garantee a parking space. For a fll list of Terms and Conditions of Use please see Appendix Enforcement To phold car park management and to preserve its credibility, a firm and consistent approach will be adopted towards all offenders in a fair and ethical manner. This will be achieved sing the Parking Management system described below and in accordance with the British Parking Association and Approved Operation Scheme Policies. In exceptional circmstances e.g. a vehicle had broken down or a staff member had to park in an nathorized area de to an emergency the Parking Charge Notice may be wavered withot charge or casing frther distress once the offender has appealed throgh the correct procedres. A fll appeals process is available and information on how to appeal is provided on the reverse of the issed Parking Charge Notice. 7.1 Parking Charge Notices Liberty Services and its sbsidiary Car Parking Partnership are contracted by the University to isse Parking Charge Notices in the following instances: By entering any MMU car park and parking yor car, yo are deemed to agree to these Conditions and are contracted to be legally bond by them. 16 1) Vehicles mst be parked clearly displaying a valid permit AND a valid Pay and Display ticket or a valid pre-paid permit. 2) Vehicles mst be parked wholly within a designated bay, so as not to restrict access to adjoining bays. 3) The appropriate car parking charges mst be paid for the fll dration of stay. 4) Vehicles left in a disabled bay mst be parked clearly displaying a valid disabled badge. 5) Vehicles mst not be parked in areas reserved for emergency vehicles, fire exits or no parking areas. 6) Vehicles mst not be parked on yellow lines or in cross hatched areas. 7) Vehicles mst not be parked so as to case obstrction or inconvenience to others. By entering the car park and parking yor car yo are deemed to agree to these conditions, and the charges set ot below, and have contracted to be legally bond by them. 7.2 Parking Charge Notices If yo receive a Parking Charge Notice it can either be paid or appealed throgh a secre website ensring a qick conclsion to issed Parking Charge Notices. The following steps shold be taken: 1. Simply log onto the website above s 2. Fill in yor CP ticket nmber and car registration in the box provided 3. Press the search btton to find yor data 4. View the photographic evidence 5. Decide to either appeal or pay for the Parking Charge Notice 6. Frther details of the offence can also be spplied via post for those withot web access. 17 with in a fair and ethical manner by the Enforcement company who are reglated by the British Parking Association. All appeals are dealt with and considered on an individal basis, by the enforcement company. The circmstances of the Parking Charge Notice that has been issed will be considered in line with or Client Charter. Once the company are in receipt of yor correspondence the case will be pt on hold whilst the appeal is considered. If the appeal is received within the 14 day discont period, the case will be placed on hold at the redced fee. Cases are atomatically placed in a qee and are reviewed in seqential order by the date the challenge is received. If frther correspondence is received before the appeal is reviewed the case will be re seqenced. The procedre on how to appeal against a Parking Charge Notice is clearly printed on the rear of the Civil Parking Notice, directly below the paragraph titled Payment information. The instrctions on how to appeal are qite clear and not designed to case any distress and spply a channel throgh which a motorist can pt forward their case. Appeals have to be made in writing to ensre a fll adit trail exists for each case The contact details for appeals and payments are printed on the reverse of the CPN and on signs at the site. PLEASE NOTE: If a Parking Charge Notice is paid an appeal cannot be sbmitted retrospectively. All appeals and correspondence will be responded to within 10 days (however it can sometimes take longer if MMU have been contacted to discss the appeal) of receiving the appeal and the otcome advised by post. 8.0 Contractor Parking Except for loading or nloading, contractors mst not park vehicles in restricted areas which are marked by doble yellow lines and/or cross hatchings. These areas mst be kept clear for emergency services and the University reserves the right to remove any illegally parked vehicles. All contractors official vehicles, trcks, vans etc sed for daily deliveries and offloading of plant, tools and eqipment are given free access at any time, inclding maintenance contractor s official vehicles based on camps. These Official contractors will be issed with a Fixed or Temporary contractor permit dependant on the longevity of their contract. All contractors workmen (inclding management and sb-contractors) who will be arriving by car mst: Park within any defined site compond sbject to agreement with the Capital Project/MMU Travel Team; or Find alternative parking off the University camps. 18 The site manager and his athorised staff will be allowed to park within the constraints of the Contractors compond area (if applicable). The Contractor shold note that this will be limited to the available parking within the compond area, any abse of this privilege will reslt in the Contractor having to find alternative parking arrangements at no extra cost to the contract. Frther details on contractor parking are available within the visitor and contractor car parking policy Appendix 6 section Oxford Road Car Park Contractor parking is not allowed in the Oxford Road car park. Any vehicles parked in restricted areas on the site mst be removed at once or they will be sbject to a Parking Charge Notice. 8.2 Contractor Permit Categories Fixed Term Permits Are issed to contractors for work of a fixed term natre. More often than not the work will be on a fixed site where it is impractical to create a yard for the company where materials and tools may be stored. The common featre once again is that the vehicle is the only viable method of carrying tools and other items essential for the completion of contracted work. The contractor will be reqired to make arrangements with the MMU Travel Team (tel ) for a permit at least one week before commencement on site or throgh their Project Manager at the University. The MMU Travel Team is open daily from 9.00am to 16.30pm and is located at 1st Floor Cavendish North Bilding. It is the responsibility of the Project Manager to inform the MMU Travel Team of any projects to be ndertaken that will involve access throgh any of the University s barriers or the se of any internal roads or car parks. Where disptes arise over parking isses the contractor mst contact the Project Manager in the first instance. No charge is crrently made for this type of permit, sbject to review Temporary Contractor Permits Are issed to contractors who arrive having made no prior arrangements or are contracted to the University on a short term contract of less than one month and have to park as an essential part of ndertaking work. 19 8.5 Emergency Response / Call Ot Engineers Are never trned away at any of the University s car parks bt it is possible to speed their entry if it is known that they are attending by telephoning the MMU Travel Team on extension or secrity (24hr a day) on Consltant Parking Consltants parking shold be pre-arranged by the members of staff who invites sch specialists to camps. A visitor s space shold be booked throgh the contacts contained within Table 1 of the Visitors and Contractors Parking Policy contained within Appendix 6. A visitor s permit shold also be collected and displayed within the Consltant s vehicle and the normal Pay and Display tariff paid for the dration of their stay. 8.7 Additional Information for Contractors The University will not accept any claims for additional costs incrred de to the inability of the contractor to park on the University premises. This arrangement spersedes any other University or Consltant docment issed previosly or contained within the tender docments. PLEASE NOTE: Fll details of contractor parking can be fond in Appendix 6. 20 9.0 Visitor Parking The University has a limited nmber of spaces available to visitors. Parking spaces for visitors may be pre-booked throgh the process laid ot in the Visitors and Contractor Policy as contained within Appendix 6. Visitors who are not pre-booked and where visitor parking spaces are not available, will be reqired to se local pblic car parks Stdent Parking 10.1 Introdction Generally stdent car parking is not permitted at the Manchester Campses nless the stdent is a disabled Ble Badge holder or has extenating circmstances. Limited car parking is available for day stdents on the Crewe Camps and within Booth Hall residence at Crewe. The Stdent Parking Policy is available for frther reference within Appendix 7. The key principles and processes of the policy are smmarised below All Saints Camps There will be no designated car parking for stdents nless they are Ble Badge holders at the All Saints Camps and all City Centre Halls of Residences, controlled by the University. Stdents that are Ble Badge holders will be issed with a Car Park Access Permit free of charge by contacting the MMU Travel Team or by ing stdenttravel@mm.ac.k Crewe Stdents at Crewe can apply for a Car Park Access Permit by sbmitting an online application dring the application window which rns from mid September to mid October, annally. Stdents will be assessed on a series of criteria and will be notified of the decision as to whether they will be issed with an on camps parking permit which will allow free parking at the Crewe camps, sbject to annal review. Please Note: Resident stdents cannot apply for parking other than at Booth Hall at a cost of 180 per annm. Please see Appendix 7 for frther details Application Timeframe and Stdent Temporary Car Park Access Permits An application window will be opened in September. The formal dates will be issed to all new stdents and retrning stdents throgh stdent handbooks, the stdent internet, advice centres and reception areas. A limited nmber of Temporary Stdent Permits will be issed for the Crewe camps on a first come first served basis whilst all applications are accessed and the applicant notified of the otcome. 18 Car Parking and Permit Allocation Policy

21 10.5 Stdent Car Park Access Permit Appeals Stdent Appeals Procedre Any stdent who has not been allocated a car park access permit and believes he/she has gronds for appealing against the decision made, will be sent details of how to appeal on notification that their application has been nsccessfl The Appeals Panel All appeals will be heard by an independent panel, comprising of: 1. Head of Environmental Strategy or nominated Representative 2. Director of Stdents Services 3. A representative from the Stdents Union 4. Travel Plan Manager (Chair) The appellant will be informed whether the appeal has been sccessfl or nsccessfl via an on the day that the Appeal Panel meets. Appellants will be informed of the reason an appeal has been rejected. The decision of the Appeals Panel will be final. Once the panel has come to its decision, there will be no frther right of appeal, nless there are extenating circmstances or changes in circmstance since the appeal was heard Gronds for Appeal Appeals will be heard on the following gronds: (a) A significant change in circmstances which he/she believes may have led to a change in the decision not to award a permit; (b) Additional information which may have a bearing on the decision to allocate a permit and which was not made available in the original application for a permit; (c) A belief that the original criteria was incorrectly applied in the case Emergency Vehicles Emergency service vehicles will be exempt from car park charges, this applies to: Amblances and Amblance cars Fire Fighting and spport vehicles Police vehicles Crown / service vehicles Other official vehicles to be agreed Appropriate ID mst be displayed at all times. 22 12.0 Sports Centre Parking and Visiting Sports Teams Please see Appendix 6 for fll details contained within the Visitor and Contractor Parking policy Car Sharing 13.1 Introdction Car sharing is defined for the prposes of this policy as: Two or more staff who are on the Manchester Metropolitan University Payroll or employed directly by the Manchester Metropolitan University, as sharing a vehicle to travel from home to the workplace and are both accepted for a Car Park Access Permit throgh the application/criteria process. This does not cover staff who reside at the same residential address. Car Sharing is not defined for the prposes of this policy as: A University staff member sharing a jorney from home to the workplace with a spose, partner, or person from another organisation or employed at MMU A University staff member giving a lift to another colleage who is not registered as a car driver on the car parking database. Whilst this is encoraged nder the University s Travel Plan this sitation will not afford the same benefits as the defined car sharing sitation. The proposed driver will still have to ndertake the permit application process and will be charged the fll price of car parking charges relating to their salary. Informal sharing of costs shold be agreed between parties. Please note both car sharers have to agree to be on the same payment method for car parking i.e. both on dedctions from monthly salary or salary sacrifice. If yo have opted to pay for yor car parking charges throgh salary sacrifice and yor car share partner leaves the University (or the car share arrangement terminates for some other reason), yo wold be eligible for a single permit. However, yor method of payment wold need to revert to either Pay and Display or dedction from net pay ntil the next permit period. The University recognises that sch a scheme can play a vital role in redcing the amont of on site parking needed dring the University s capital project and camps consolidation project. Car sharing will only work for members of staff who work very similar hors/shifts or who have a degree of flexibility in their start and finish times Terms and Conditions of Formal Car Sharing All car sharers mst adhere to the terms and conditions otlined below; the Travel Plan Manager reserves the right to terminate the scheme at any time. 1. A minimm of two crrent valid permit holders mst exchange their permits for a 20 Car Parking and Permit Allocation Policy

23 transferable Car Share Permit. It is yor responsibility to make sre that yo can car share reglarly and the shared permit is transferred between vehicles as necessary. If circmstances change and it is not possible to car share with yor designated car share partner/s, the service can be revoked and yo will be issed with an individal car parking permit in yor own right. 2. The car share grop may have more than two members, however only ONE vehicle is allowed to park on site at any time. The car share permit MUST be displayed in the on site vehicle at all times. If on any given day, two or more vehicles are needed for work prposes it is the responsibility of the car sharers to find private parking for the other vehicle/s off camps. 3. There are car share spaces at John Dalton and Birley MSCP. Any vehicle parking in a car share space and NOT displaying a valid Car Share permit will be issed a Parking Charge Notice and a fee will be payable. 4. A nmber of priority car sharing spaces have been introdced and each car share arrangement is not garanteed a priority space. If a car share priority space is not available, car sharers shold park in any available staff car parking space within their designated car park. 5. A Car Share permit does not garantee a parking space. The permit will only entitle yo to bring yor vehicle on site for yo to look for an available staff parking space. 6. Shold the car share grop fall below the minimm of two members, the car share permit will become invalid and mst be retrned to the MMU Travel Team withot delay. 7. Car Share permits do have an expiry date and all information will be revalidated at this time. 8. If a car sharer leaves the University or is nable to contine car sharing for whatever reason, it is p to that person to notify the MMU Travel Team, and failre to do so may reslt in car parking access being denied. The MMU Travel Team will help to try and find another sitable car share partner. 9. If there are only two people within yor car share grop and any member of that grop sspends or cancels payments for what ever reason e.g. long term sickness, the car share arrangement will be terminated at that time, nless a sitable new car sharer can be fond Incentives 1. If a car sharing grop contains only two people, they will be entitled to a 50% redction each to their crrent car parking charge. If a car sharing grop contains 3 or more valid permit holders, each member of the car share arrangement will receive a 66% redction each to their car parking charge. 2. People who enter into a car sharing arrangement nder the terms and conditions otlined above will be eligible to se priority car sharing parking space, sbject to availability. Car Parking and Permit Allocation Policy 21

24 Please Note: If a member of the car sharing grop leaves this will affect each member s car parking payment and the MMU Travel Team shold be contacted immediately. The MMU Travel Team reserves the right to reclaim any car parking payments owed if they are not notified of a change in car sharing arrangements. Designated motorcycle parking is provided in the following areas: 14.1 All Saints Camps John Dalton car park Birley MSCP Motorcyclists do not need to apply for a parking permit and no charge will be made for parking motorcycles and mopeds on camps. The exception to this rle is for wheeled motorcycles that reqire a fll parking bay. The normal Pay and Display tariff or salary graded payments will apply along with the assessment of the car parking application on the set criteria Bicycle Parking Cycle parking is provided to staff, stdents and visitors free of charge across all camps sites. To find ot the location of secre cycle parking at each camps site please follow the web link Delivery Vehicles Delivery vehicles are permitted on any University camps or car park to carryot deliveries free of charge withot the need for a Car Park Access Permit. Delivery vehicles have a maximm of 15 mintes to nload and carry ot deliveries. Access for delivery vehicles will be via prior arrangements with each camps s Facilities Manager or throgh the car parking barrier intercom. Delivery vehicles reqiring to remain on camps, longer than the permitted 15 mintes shold contact the MMU Travel Team or the contacts contained within Table 1 of the Visitor and Contractor Parking Policy, Appendix 6 and be issed with a temporary contractor permit, dated for the dration of their deliveries on camps. No charge will be levied for the Temporary Contractor permit, sbject to review. 22 Car Parking and Permit Allocation Policy

25 17.0 Hire Cars There are no charges for parking a hire car on camps, provided the vehicle is parked in one of the designated Hire Car parking bays. A Hire Car Parking Permit shold be collected from Birley reception ext Please note that there are no designated Hire Car parking bays at other campses. Hire cars parked on other MMU campses mst display a valid MMU visitor's parking permit and Pay and Display at a rate of 30p per hr or 2.30 per day for the dration on camps. Please conslt Table 1 of the Visitor and Contractor Parking Policy, Appendix 6 for contact details to obtain a visitors permit (sbject to availability) at each camps Development and Review The policy has been developed throgh a process of lengthy and detailed consltation with staff, stdents, trade nions and other stakeholders. The concerns and needs of all stakeholders have been accommodated as far as possible within the constraints imposed by both local and central government planning policy and gidance. As a conseqence, the original policy for issing staff permits has been altered significantly, to allow the eqitable distribtion of permits throgh a points based scoring system which takes into accont both work and social related isses. There is no easy or qick fix soltion to the University s access and parking problems and this procedre will be sbject to a contined process of monitoring and review. The policy will be revised as necessary to take accont of changes in circmstances, inclding accessibility by pblic transport, site re-development and the available spply and demand for car parking spaces. The policy will be continally reviewed in consltation with Trade Unions, the Stdents Union and other stakeholder grops Eqality Impact Assessment The University s Car Parking Policy will ndergo a fll Eqality Impact Assessment every year, that the policy is reviewed and significant changes made to the permit allocation Criteria. This will ensre that the Policy is not discriminative to minority grops. Car Parking and Permit Allocation Policy 23

26 Car Parking and Permit Allocation Policy APPENDIX 1 Terms and Conditions of Access Permit and Car Park Usage for Staff PLEASE NOTE: Yor permit does not garantee a parking space. The permit only entitles yo to bring yor vehicle on site for yo to look for an available designated parking space. Car Park Conditions of Use 1. Vehicles mst be parked clearly displaying a valid permit AND a valid Pay and Display ticket or a valid pre-paid permit. 2) Vehicles mst be parked wholly within a designated bay, so as not to restrict access to adjoining bays. 3) The appropriate car parking charges mst be paid for the fll dration of stay. 4) Vehicles left in a disabled bay mst be parked clearly displaying a valid disabled badge. 5) Vehicles mst not be parked in areas reserved for emergency vehicles, fire exits or no parking areas. 6) Vehicles mst not be parked on yellow lines or in cross hatched areas. 7) Vehicles mst not be parked so as to case obstrction or inconvenience to others. These conditions will also be clearly set ot on signs within the car parks. By entering the car park and parking yor car yo are deemed to agree to these conditions, and the charges set ot below, and have contracted to be legally bond by them. Car Park Charges for Staff with Pay and Display Permits Charging is applicable on all car parks between 07.00am 5.00pm, Monday to Friday (some site may have local arrangements to finish charging slightly earlier by between mintes). Staff will be made aware of these local arrangements. After these times, parking will be free sbject to access. No charges will be applicable otside of these times and on a Satrday and Snday or Bank Holidays. The Pay and Display machines do not give change. Pay and Display charges are 30 pence per hor (or part hor) with a maximm charge of 2.30 per day. Tickets can also be prchased for 2, 3, 4 days, a weekly Pay and Display ticket will also be available.
