I NOTICE:! 2013 Annual Conference November 7 & 8, 2013 Hospitality House, Central Park, Fredericksburg, VA Message from the President Every tax season is different, but this one proved to be one of the most challenging in recent times. With the last minute change by Congress, the IRS started behind the 8 ball. As usual, as tax professionals, we rose to the challenge. We survived the late opening, numerous dates for accepting forms, and the increased EITC documentation. We made it!!! In light of the foregoing, thankfully the IRS has a new tool, Where s My Amended Return. This site provides the status for the current year and up to 3 prior years. It still takes about 12 weeks to process. Now we can get on to the business of education. This year the National Conference will be held July 8-11, in Phoenix, AZ. Your voices were heard-our state conference will be held in Fredericksburg on Thursday and Friday, November 7 & 8, We hope that this change will allow more of you to attend our conference. Since the tax preparer registration with the IRS is on hold, now would be the time to think seriously about becoming an Enrolled Agent. Are any of you interested in volunteering your time to further the success of our chapter? The Board of Directors meet four times annually, two of which are conference calls. 2 The Virginia Chapter NATP now has a new website (currently under construction). virginianatp.com Tentative Class Agenda for November 2013 Annual VA/NATP Conference Set out below is a listing of the preliminary classes that the Chapter will be presenting at he November conference. The classes have to be approved by NATP. Also, they have to be approved by NASBA and the IRS to be eligible for CPE credit. Updates from the local IRS office Ethics Social Security Passive Activities-Carryovers Offer in Compromise Alternative Minimum Tax Updates from the VA Dept. of Taxation Medicare The Ins and Outs of EIC and Form 8867 Foreign Source Income Employee Benefits Conference registration fees can be located on the last page of this newsletter. You will be able to register online (upon completion of the new website), by phone at , by fax at or by mail to: Virginia Chapter NATP Mill Road, Fredericksburg, VA Information will be forthcoming with regard to class descriptions, policies, registration process, etc.). From VA Dept. of Taxation The Virginia General Assembly during both the 2012 and 2013 sessions passed legislation requiring all dealers and employers to file and pay sales tax and use and withholding taxes electronically. & Effective July 1, 2013, all remaining dealers must file and pay sales and use tax electronically. Last year, the Department implemented this electronic requirement for monthly filers only, this year it applies to all remaining dealers. & Effective July 2013, all employers must file and pay withholding returns, payments and W2 statements electronically. The department plans to send notices to those dealers and employers impacted by the legislation explaining the requirements and providing information on how they can access our free online filing and payment options. Please find attached advanced copies of the notices, one for the sales dealers and the other for employers. They intend to mail the notices according to the following schedule: & The withholding notices will begin mailing the 1st week in June according to a staggered schedule over two weeks. & The sales notices will begin mailing the last week in June according to a staggered schedule over two weeks.
3 How Do You Report Suspected Fraud To the Internal Revenue Service if you... then and...suspect or know of an individual or a business that is not complying with the tax laws on issues such as: false exemptions or deductions, kickbacks, false/altered document, failure to pay tax, unreported income, organized crime, and failure to withhold...suspect someone stole your identity and used your SSN for employment purposes or could use your SSN to file a tax return. Use Form 3949-A Information Referral CAUTION: Do NOT use form 3949-A to report the issues below Use Form 14039* *Spanish version: Form 14039SP Print the form and mail to: Internal Revenue Service, Fresno, CA If you do not wish to use Form 3949-A, you may send a letter to the address above. Please include as much information as possible, such as these important points: name and address of person or business you are reporting, the individual s social security number or the business employer identification number, a brief description of the alleged violation(s) including how you became aware or obtained information about the violation(s), the years involved, the estimated dollar amount of any unreported income, your name, address and telephone number. *Although you are not required to identify yourself, it is helpful to do so. Your identity will be kept confidential. Complete the form online, print it and mail or fax to the appropriate office using the options listed on page 2 of the form. Include photocopies of at least one of the documents listed on the form to verify your identity. For additional information, refer to the Taxpayer Guide to Identity Theft....suspect fraudulent activity or an abusive tax scheme by a tax return preparer or tax preparation company...suspect a tax return preparer filed a return or altered your return without your consent and you are seeking a change to your account...suspect an abusive tax promotion or promoter...suspect misconduct or wrongdoing by an exempt organization or employee plan...have information and want to claim a reward...suspect you received or are aware of fraudulent IRS e- mails and websites Use Form 14157** **Form A (see below) may also be required Use Form AND Form A Use Form Use Form Use Form 211 You may complete the form online, print it and mail to the IRS address on the form. Send BOTH forms (Form and Form A) to the address shown in the instructions for Form A The form can be mailed or faxed to the IRS address or fax number on the form.
