Based on the objectve and requrements n the General Plannng for Chna (Fujan) Plot Free Trade Zone, 18 nfluence factors were determned fnally by document analyss, expert ntervews and questonnare survey. By the atlas analyss and wth real evdences, the core factors affectng Fujan Plot Free Trade Zone to realze the expected effect, at a macro level, manly are the economc cooperaton depth between Fujan and Tawan, the lnkage mechansm docked wth the hgh standards and new rules, the ndustry chan wth complementary advantages between Fujan and Tawan, and at a mcro level, manly are the convenent trade between enterprses, reasonable tax preference for enterprses, convenent enterprse nvestment, the attracton of domnant goods, fnancal marketzaton, and the ablty to expand the market. Moreover, the core nfluence factors were dscussed and some polcy suggestons were put forward. I. Introducton In recent years, the world trade has fallen off sharply after the worldwde fnancal crss n 2008, and Chna s economy also has been nfluenced heavly. Therefore, to huddle for mutual beneft by regonal economc cooperaton has become a consensus for all countes gradually, and to protect the market and stablze the export has become an mportant task for Chna s foregn trade, so that the free trade zones emerge at ths tme. Chnese free trade zones were bult from 1990s. Snce 2010, the strateges on Chnese free trade zones have been mplemented and they have been developed quckly. At present, Chna has cooperated wth 31 countres and regons, and there are 18 free trade zones under constructon. In the complex envronment of world economy, the mplementaton of free trade zones s partcularly mportant. Fujan Plot Free Trade Zone s composed of Fuzhou area, PngTan area and Xamen area for total km 2. Fujan s an mportant provnce of Chna s strategy towards Tawan, so ts free trade zone creates new opportuntes to the economc development n Fujan Provnce. It owns nborn advantages to buld a free trade zone between Tawan and manland, and the establshment of the free trade zone s helpful for Fujan Provnce to confrm ts economc development functon, grasp the world economc development trend, mprove the regonal overall compettve edge, and strength the nternatonal trade n ths provnce. Therefore, to dscuss the key nfluence factors to realze the expected effect n Fujan Plot Free Trade Zone s very mportant. In ths artcle, we plan to fnd out the key factors to nfluence Fujan Plot Free Trade Zone to realze the expected effect, buld an nfluence factor atlas, and dscuss the results of the atlas by questonnare survey and data analyss. II. Select the Key Factors to Influence the Development of Fujan Plot Free Trade Zone The strateges for the free trade zone are systematcal, long-term and complex, whch play an mportant role n protectng the market and stablzng the export. To change the development way of foregn trade, drve the dversfcaton n the tradng market, and selectvely and emphatcally carry out the researches on the free trade zone have become urgent affars for domestc and overseas scholars. At present, there are some scholars havng begun to research the key factors to nfluence Fujan Plot Free Trade Zone to realze the expected effect. 94

2 Some scholars pad close attenton to the natonal polces and government management. L suggested that the government should pay attenton to buld thought consensus, follow the progress, complete research, and speed up the adjustment of ndustral structure to develop the free trade zone [1]; Gong stated that the free trade zone should be bult accordng to nternatonal and lawful requrements and busness envronment should be mproved [2]; L ponted out that Chna (Shangha) Plot Free Trade Zone couldn t be separated from the real economy and fnance, and the nnovaton n the fnancal feld shall serve the real sectors better [3]. Some scholars pad attenton to the enterprse trade n the free trade zone, and some foregn scholars usually take the World Bank s ndexes for nvestment facltaton as the evaluaton ndex system for the development of free trade zones [4]. Feng sad that man trade features n Fujan Plot Free Trade Zone were the enlarged mport of resource and energy products, strong attracton of domnant goods, the ncreasng proporton of foregn nvestment, and the expanson of foregn nvestment [5]. Wth the strategy mplementaton of the Belt and Road and the Supply-sde Reform, the advantages n Fujan Plot Free Trade Zone would be played and used more enough. Therefore, she suggested mprovng enterprses ablty to expand the market and nnovaton ablty, and the government should optmze the ndustral trade envronment and actvely seze the new tme chances to develop Fujan Plot Free Trade Zone; An and Lu pad attenton to the free trade degree of the enterprses n the free trade zone [6]. When the free trade degree of the enterprses n the free trade zone was low, the market sze was the man factor to nfluence the captal and ndustral transfer; on the contrary, when the degree was hgh, the comparatve advantage was the man factor. Wu et al thought that the tax preference was an mportant measure for the free trade zone, whch could brng a postve effect n attractng foregn nvestment and promotng trade, people should look on the legtmacy of the tax preference ratonally and t was very necessary to set a legal lmt for t [7]. III. Questonnare Survey and Data Analyss 3.1 Questonnare desgn and data collecton Based on the researches of domestc and overseas scholars, accordng to the strategc postonng, gudng deology, development goal and other content n the General Plannng for Chna (Fujan) Plot Free Trade Zone (herenafter referred to as general plannng), and from macro and mcro perspectves, we drafted an ntervew table contanng 28 key nfluence factors for Fujan Plot Free Trade Zone to realze the expected effect, and corrected the frst draft of the questonnare after ntervewng the scholars who researched free trade zones and government offcals. The measurng method for the questonnare was Lkert scale, and fnally we confrmed a questonnare contanng 18 nfluence factors. We gave out 120 electronc questonnares totally and collected 101 questonnares, n whch, there were 19 nvald questonnares. The collecton rate of vald questonnares was 84.17%. In the vald questonnares, there were 35 questonnares from the scholars researchng free trade zones and 66 questonnares from the government offcals n the related free trade zones. 3.2 Test the relablty of the questonnares The test for the relablty of the questonnares manly reflected the relablty and consstency of the survey questonnares. For ths questonnare, we took the measurng method of Lkert scale and Cronbacha relablty coeffcent whch was used most frequently to verfy the nternal consstency of the scale. The verfcaton result was that the coeffcent of Cronbach s α was 0.902, whch meant the scale had hgh nternal consstency and the relablty was hgh. 3.3 The mportance rankng of the key factors to nfluence Fujan Plot Free Trade Zone to realze the expected effect To analyze the survey results by SPASS17.0, calculate the mean value and standard devaton, 95

3 and calculate the weght of the nfluence factors accordng to the mean value; S = 37 N = 1 N N n the formula s the mean value of all nfluence factors; the dmensonal weght s the sum of the weght of all nfluence factors; the rankng results of the nfluence factors are as shown n Table 1. In whch, t s observed that the man factors to nfluence Fujan Plot Free Trade Zone to realze the expected effect at the front are the economc cooperaton depth between Fujan and Tawan, convenent trade between enterprses, reasonable tax preference standard, etc, and the overall mean value of all nfluence factors s Therefore, we analyzed the factors wth more than of mean value as the core nfluence factors. The macroscopc core nfluence factors are A 3, A 7, A 8, and the mcrocosmc core nfluence factors are B 1, B 2, B 4, B 7, B 8, B 9, and B 10. IV. Construct the Atlas of Key Factors We need to take atlas analyss of the key factors to nfluence Fujan Plot Free Trade Zone to realze the expected effect after confrmng the mportance rankng of all nfluence factors. Atlas analyss s manly express the complex problems and phenomena n tme and space n vrtue of dagrams and language, namely, t s a method and means to express the complex problems and phenomena n vrtue of dagrams and language [12], dstrbute them on two dmensons or many dmensons, and buld a phenomenal graphc thnkng model, so as to know the nternal law. After further computng the weght, the sum of the weght on the two dmensons s 1. The sze of the weght reflects the mportance degree of all nfluence factors for Fujan Plot Free Trade Zone to realze the expected effect. The nfluence factors for Fujan Plot Free Trade Zone to realze the expected effect are dvded nto core factors and non-core factors from the perspectve of nfluence degree. The atlas needs to be analyzed quanttatvely after completng the mportance degree, the specfc locatons of the nfluence factors on the atlas shall be confrmed by the ponts of ntersecton of all nfluence factors on the horzontal axs and vertcal axs. We confrm the correspondng numercal values on the vertcal axs manly accordng to the mportance degree of every nfluence factor for Fujan Plot Free Trade Zone to realze the expected effect. For example, the weght of the natonal compettve advantage level s 5.25%, so the correspondng numercal values on the vertcal axs shall be 5.25%; and the correspondng numercal values on the horzontal axs can be confrmed accordng to the proporton of each factor on the dmenson. For another example, the weght of the nfluence factor, natonal compettve advantage level on the macroscopc dmenson s 5.25% 42.81%=0.123, so ts correspondng numercal value on the horzontal axs s In addton, because the natonal compettve advantage level s not a core nfluence factor, t s located at the pont (0.123, 5.25%) n quadrant III on the nfluence factor atlas. The same method can be appled to the generaton of the values of other nfluence factors on the atlas one by one (see Fgure 1). Fgure 1. 5 V. Atls Analyss We analyzed 10 key factors macroscopcally and mcrocosmcally and put forward some suggestons. The man macroscopc key factors are A8 (the economc cooperaton depth between Fujan and Tawan), A3 (lnkage mechansm docked wth hgh standards and new rules), and A7 (an ndustral chan wth complementary advantages between Fujan and Tawan); the sx man mcrocosmc key factors are: B4 (convenent trade between enterprses), B2 (reasonable tax preference standard), B7 (convenent enterprse nvestment), B8 (the attracton of promnent goods), B9 (fnancal marketzaton), and B10 (the ablty to expand the market). 1. In the macroscopc factors, A8 (the economc cooperaton depth between Fujan and Tawan) has most nfluence on the free trade zone to realze the expected effect, whch s consstent wth the gudng thought n the general plannng. Play the regonal advantages fully towards Tawan, especally speed up the dockng progress of the nvestment trade to Tawan, take the leadng n buldng Fujan Plot Free Trade Zone to be a demonstraton plot for deepenng the economc and trade cooperaton between Tawan and manland, and nnovate the cooperatve mechansm between Tawan and manland. It s thus clear that the economc cooperaton depth between Fujan and Tawan s the core factor to nfluence Fujan Plot Free Trade Zone to realze the expected effect, whch shows that Fujan has obvous trade advantages towards Tawan. We shall start the economc cooperaton wdth and depth between Fujan and Tawan from the aspects of nnovatng the ndustry cooperaton model between Fujan and Tawan, realzng the communcaton convenence between Fujan and Tawan, further expandng the servce trade towards Tawan, and promotng the cross-strat cooperaton to the culture drecton. The future ndustry cooperaton between Fujan and Tawan wll focus on the servce ndustry. The fresh agrcultural products, flowers, sprout and other ndustres n Tawan can be cooperated wth the bologcal technology ndustry n Xamen, and the opto-electroncs, LED ndustry, electronc and nformaton ndustry and shpbuldng n Tawan also can be transferred to the free trade zone. At present, a bg hamper n the ndustry cooperaton between Fujan and Tawan s the ssue on the ntellectual property protecton. The government needs to create a good envronment for ntellectual property and a perfect law enforcement system to attract Tawan enterprses, scentfc research nsttutons and scentfc and technologcal personnel to set up consultng, R&D, and technology transformaton nsttutons n Fujan, and establsh a Fujan-Tawan lason system and other servce mechansms for dspute resoluton, assstance, arbtraton and others. 2. The lnkage mechansm docked wth hgh standards and new rules (A3) n the macro factors plays a key role for the free trade zone to realze the expected effect, whch requres Fujan government sectors to grasp the new trend of global economy and trade and the key chances n the nvestment system reconsttuton, learn and test the new rules and new standards of nternatonal economy and trade, refer to the reform experence of Shangha n negatve lst, offshore market, fnance, tarff, trade, nvestment, shppng and other felds, and dock wth the new rules of global economy. 3. An ndustral chan wth complementary advantages between Fujan and Tawan (A7) also can nfluence Fujan Plot Free Trade Zone to realze the expected effect, whch requres Fujan Plot Free Trade Zone to nnovate the ndustry cooperaton model between Fujan and Tawan, mplement the Industral Development Plannng for Chna (Fujan) Plot Free Trade Zone ( ) ssued n May, 2015 as soon as possble, focus on ndustral dvson, promote the economc structural adjustment between Fujan and Tawan to create an ndustral chan wth complementary advantages. Only to fully explore and develop the ndustry complement between Fujan and Tawan and undertake the transference of compettve ndustres n Tawan can drve the cluster-type development of the advanced logstcs, toursm servce, hgh-end manufacture, commerce and trade servce from Tawan n the free trade zone. Meanwhle, the government shall support the brand enterprses n the free trade zone to nvest n Tawan and buld brands together. 4. The B4 (convenent trade between enterprses) and the B7 (convenent enterprse nvestment) are the frst and the thrd n the mcro factors. Trade facltaton s a development goal of the general plannng, so Fujan enterprses shall expand the new trade ways actvely, make a seres of 98

6 trade facltaton measures for shppng, personnel turnover and others, buld a comprehensve trans-department management servce platform for trade, transportaton, processng, etc. In addton, Fujan Plot Free Trade Zone shall dock wth the latest development of nternatonal economy and trade rules whle explorng and nnovatng. The nvestment and trade facltaton n Fujan Plot Free Trade Zone can t do wthout the reasonable tax preference standard (B2). As the thrd core factor n the mcro factors, t s needed to actvely mplement the solvng deas n the general plannng for the reasonable tax preference standard, allow to selectvely collect the tarffs of the enterprses whch manufacture, process and sale goods n domestc market n the specal supervson area of the customs, buld a bonded dsplay and tradng platform n the specal supervson area of the customs, and execute the tarff polcy of mport and export strctly. VI. Polcy Suggestons The nvestment n Fujan Provnce and the openng degree of foregn trade need to be expanded, and the government stll ntervenes n the market and enterprses mcro behavors. Meanwhle, compared wth other free trade zones, the convenence level n Fujan Plot Free Trade Zone needs to be mproved. For example, f an mport and export enterprse needs to complete the mport or export procedure of a batch of goods, t shall be approved by the customs, the port, the competent department of contaner termnal and other government departments, whch wll nfluence the overall effcency of the mport or export drectly. Moreover, for a long tme, the coordnaton mechansm among commercal nspecton, foregn exchange, the customs and other functonal departments s not good, whch has nfluenced the vertcal management of all functonal departments. To realze the effcent and convenent supervson at nternatonal level, convenent nvestment trade and standard legal envronment, we need to notce followng three aspects n the constructon of Fujan Plot Free Trade Zone. Frstly, dependng on the regonal resource superorty n Fujan Provnce, undertake the compettve ndustres from Tawan, complete related shppng, storage, fnance lease, logstcs busness and others to dock wth Tawan trade better, and contract the hgh-end manufacturng from Tawan n transference. Dfferent regons n Fujan Provnce have dfferent functons. For example, PngTan shall undertake more transference of Tawan modern servce ndustry; Xamen shall undertake more hgh-tech ndustres and the transference of emergng ndustres from Tawan; secondly, drve the further openng of Fujan Plot Free Trade Zone vgorously, accelerate the reform pace of the domestc nvestment management system, and streamlne government and delegate authortes to reduce the admnstratve functons nterference n the market and enterprses mcro behavors; fnally, explore and establsh a cooperatve and effcent governance model wth reasonable dvson of labor for commercal nspecton, foregn exchange, customs and other governmental agences to reduce the costs and tme n the procedures of mport and export, mprove the effcency of mport and export, and form a characterstc development pattern, and then, generalze the development experence to the whole state.
