If your county did not, do it immediately. Decals for 2014 will be orange. Remember, five-year registrations print on current-year decal stock, but reflect the correct five-year registration expiration. 2. When you start work Wednesday, January 2, 2013, make sure your 2014 decal stock is loaded in the current year tray (tray 2) and the 2013 decal stock is in the prior year tray (tray 3). 3. House Bill 2650 changes the fee schedule for the State Highway Fund. An updated truck fee chart is posted on the Title and Registration Fee List page of the County Portal and other fee charts will follow. Registration fees increased for: o small farm trucks (12,000-16,000 pounds), trailers and buses by $10 (with an additional $10 increase in 2014). o trucks 54,000 pounds and smaller by $50 (with an additional $50 increase in 2014). o trucks 54,000+ pounds by $85 (with an additional $50 increase in 2014). Beginning January 1, 2013, a new permanent trailer use with a onetime $10 registration fee will be allowed for trailers used with vehicles registered for a gross weight of 54,000 pounds or more. Plates for this registration type have been shipped to counties. If your
2 MEMORANDUM December 31, 2012 Page 2 of 5 county has not received its supply by January 2, 2013, contact Mary Tolbert at The trailer plates are red on white with Permanent on the bottom. The DMV System will print a registration receipt that serves as the permanent registration (cab card) for the customer. Permanent trailer plates are not transferrable to any other trailer and a customer who owns a vehicle over 54,000 pounds may qualify for more than one Permanent trailer plate. If a trailer is currently assigned a standard plate, the customer must return it to the county to exchange it for a permanent trailer plate. The clerk will mark the plate as returned on the Registration Detail tab in the DMV System and assign a new permanent trailer plate. To change a use to permanent, the clerk must select permanent trailer under usage on the Registration Detail tab, as well as select the permanent trailer plate type. When we were testing new code related to this change, we discovered that when you change the use to permanent trailer through an update registration on a record that converted with a title only usage, you get will get an error and the transaction cannot be completed. The work-around is to retitle and register the trailer. This has been reported to 3M and should be fixed in a code move scheduled later in January. Declared gross weight fees for trucks and truck tractors increased. Annual license fees for local trucks increased. The 60-day permit and inspection/1-day permit fees did not change 4. House Bill 2729 allows vehicle owners to purchase a state parks pass when they renew their vehicle registration, or register a newly purchased vehicle, beginning January The nontransferable permit expires at the same time as the vehicle registration. The Kansas Department of Wildlife, Parks and Tourism refers to the park permit as a Kansas State Parks Passport. The parks pass costs $15.50 and 50 cents goes to the county treasurer s office as a service fee for processing the sale. KDOR will create a new fund for collecting Kansas State Parks Passport fees and update the county EFT portal to include a separate line item for counties to remit to in their daily electronic fund transfers. The county fee will process into the motor vehicle operating fund (6400).
3 MEMORANDUM December 31, 2012 Page 3 of 5 The DMV System is being modified to add a checkbox to the Application tab of transactions where the system user will indicate if the customer chooses to purchase the Kansas State Parks Passport. Detailed information about the Kansas State Parks Passport is included with this memorandum and a job aid is available on the MOVRS page on the project website at 5. House Bill 2599 allows an owner of an antique vehicle that is model year 1976 or newer* to display a Kansas-issued plate of the same year as the vehicle. (*The vehicle must meet age and other antique requirements.) If the plate has a Kansas-issued decal for the registration year that matches the model year, and the decal is legible, the plate may continue to display that decal. For a plate without a legible decal, or a plate with a decal from a later year applied to it, the owner may get a decal displaying the vehicle model year at the time of registration with that special antique plate. The county treasurer s office can assign special antique plates through: a title and registration on a newly purchased antique; an update registration where the regular antique plate is exchanged for a special antique plate; an update registration, if the vehicle was designated an antique through an antique title only transaction. The transaction will generate a decal with the vehicle s correct model year and it will print on current-year decal stock. There is no additional charge for the decal, as it occurs with the registration transaction. To obtain a model year decal, the applicant must bring a model year plate to the treasurer s office to verify the tag is legible, it is the correct year and it was issued by the state. The applicant also must complete and sign the Antique Model Year License Plate section of the TR-12 Affidavit to a Fact, a required document the clerk will scan with the transaction. 6. Senate Bill 300 allows counties to collect and remit to the Kansas Department of Revenue royalty fees for distinctive plates with a royalty fee requirement. KDOR will remit the royalty fees to sponsoring organizations. This change will be made to the DMV System later than the other legislative changes outlined in this communication. Registration renewal notices, WebTags and lockbox will be modified to include the annual royalty fee, if one is required. If a customer decides she no longer wants the distinctive plate, she or he must go to a county office to surrender the distinctive plate and change to a standard or other type plate. A new general ledger account will be set up in ATMM for processing royalty fee payments. The DMV System will be able to collect the royalty fee
4 MEMORANDUM December 31, 2012 Page 4 of 5 payment, or a document showing the customer paid the royalty fee directly to the entity sponsoring the special plate. If the customer provides the clerk a document proving payment to the sponsoring entity, the clerk will mark it received on the documents tab and the DMV System will not add the royalty fee to the transaction. A customer also will be able to purchase a distinctive plate that requires an annual royalty fee during a title and registration, registration renewal, or update registration transaction. The DMV System will deposit all royalty fees into one fund at the county level and the county will remit them to the state through its daily electronic funds transfer. The County Portal will be updated to reflect the new fund. We expect this functionality to be in place in the DMV System by February 1, We will include an insert in the February renewal notices that states: Distinctive Plate Holders Encouraged to Renew After February 1 If you have a distinctive plate that requires you to pay an annual royalty fee, wait until February 1 or after to renew your vehicle registration. Distinctive plates are those that feature an educational institution, group or cause, and require the holder to pay a royalty fee each year. Examples include Kansas colleges and universities; groups like the Boy Scouts and Ducks Unlimited; or causes like supporting the arts and breast cancer awareness. Distinctive plate holders will now be able to pay the annual royalty fee associated with their distinctive plate directly to the county treasurer s office that processes the registration renewal. The structure that supports this change will be in place February 1. Distinctive plate holders may renew in person, by mail, or online at 7. New Ducks Unlimited plate. This plate is still in production, so you will not receive them in your office until all production requirements are fulfilled. Ducks Unlimited plates are available to Kansas residents who own or lease one or more passenger vehicles weighing 20,000 pounds or less. A royalty fee that is not less than $25 or more than $100 can be paid to either Ducks Unlimited or to the county treasurer. If the customer chooses to pay Ducks Unlimited directly, he or she must show proof of payment to the county treasurer s office before the plate is issued. The plate is transferrable from a leased vehicle to a purchased vehicle.

Masonic Lodge plates are available to Kansas residents who own or lease one or more passenger vehicles weighing 20,000 pounds or less. A royalty fee that is not less than $25 or more than $100 can be paid to either the grand lodge or to the county treasurer. If the customer chooses to pay the grand lodge directly, he or she must show proof of payment to the county treasurer s office before the plate is issued. The plate is transferrable from a leased vehicle to a purchased vehicle. The bill allowing the Masonic Lodge plate included language giving the customer the option to pay an extra $2 to choose a decal with a specific masonic designation. The Masonic Lodges decided to not move forward with this option, so the customer will not get a choice. The Kansas State Parks Passport allows a vehicle owner to enter any of Kansas 25 state parks for an entire year. The parks pass expires when the vehicle registration expires. A lost, stolen or damaged parks pass must be replaced by KDWPT, not by the county. A Kansas State Parks Passport expires at the same time as the vehicle registration. Parks pass fees will not be prorated, even if the registration is greater than or less than 12 months. The fee will appear on the financial receipt but not on the registration receipt. The parks pass costs $15.50 and 50 cents goes to the county treasurer s office as a service fee for processing the sale. It is cheaper for a vehicle owner to buy a Kansas State Parks Passport during a registration renewal than to buy it directly from the Kansas Department of Wildlife, Parks and Tourism. An annual parks pass purchased directly from KDWPT costs $25 and a daily permit $5, including processing fees. Kansas residents who are at least 65 years old, or persons with disabilities who display a state-issued special license plate or placard, will want to buy their parks pass directly from KDWPT or one of its vendors. Including processing fees, a vehicle parks pass for persons in either of these categories will be $13.75 a year or $3.25 a day. These lower-price permits will not be available with the vehicle registration process Customers with questions about the Kansas State Parks Passport can call the Kansas Department of Wildlife, Parks and Tourism at The Fine Print The nontransferable Kansas State Parks Passport is not linked to a particular vehicle, but it can be purchased only during a title and registration or registration renewal. How a Customer Purchases a Kansas State Parks Passport Beginning in February 2013, when registration renewal notices are mailed, the mailings will include an insert with details about the Kansas State Parks Passport. The insert will alert vehicle owners of the opportunity to buy the annual parks pass during vehicle registration. Registration renewal notices will have a new section where the vehicle owner chooses whether to purchase a Kansas State Parks Passport for each vehicle owned. A customer may purchase one parks pass for each vehicle. If the customer is renewing by mail, he must include payment for the parks pass with any other amounts due for registering his vehicle. If the customer renews online, he will be able to choose to buy a parks pass and the cost will be added to the transaction. If the customer renews in person, the clerk will ask if he wants the parks pass. If the answer is yes, the clerk will mark a checkbox on the Application tab and the amount will be added to the transaction. After clicking on the checkbox once, the clerk must pause until a mark appears confirming the selection was made.
7 A customer may purchase a Kansas State Parks Passport when he first titles and registers a vehicle, but the permit will expire at the same time as the vehicle registration, which could be in less than a year, depending on the customer s last name, and the fee cannot be prorated. If a customer purchases a parks pass during a title and registration, the checkbox on the Application tab will check automatically when the customer renews his registration. The clerk must confirm the customer wants to purchase the parks pass or unselect the checkbox if he does not. A customer who wants to purchase a Kansas State Parks Passport when his vehicle registration is not eligible for renewal must go through the Kansas Department of Wildlife, Parks and Tourism or one of its agents. The customer can call for more details. Processing Kansas State Parks Passports If the customer renews in person, the clerk will mark a checkbox immediately right of the declared weight box on the Application tab. The text next to the checkbox reads Issue W&P Permit. When this checkbox is selected, the parks pass is added to the transaction for that vehicle. Clicking on the checkbox more than once will cause it to select and unselect equal to the number of clicks. If a customer owns more than one vehicle and wants more than one Kansas State Parks Passport, the clerk will need to mark the permit checkbox on the Application tab of each vehicle record. When the clerk prints the customer s registration receipt, the Kansas State Parks Passport will print immediately after it. It will print on the same stock as the registration receipt. The top of the parks pass includes the customer s name and address and the decal the customer will stick to the outside of the windshield in the lower corner on the driver s side, or on the left-hand fork of a motorcycle. Customers who renew online, or by lockbox if they live in Johnson County, will have the same opportunity to purchase the parks pass. These transactions will pass a flag to MOVRS to indicate the purchase. Handling the Money KDOR will create a new fund for collecting Kansas State Parks Passport fees and update the county EFT portal to include a separate line item for counties to remit to in their daily electronic fund transfers. The DMV System will be set up to handle the $15 parks pass fee and 50 cent county processing fee, and to process the correct amounts in ATMM. There will be a new general ledger account for the parks pass fee. The county fee will process into the motor vehicle operating fund (6400). Questions and Answers Will the parks pass be available with EZ renewal? No. The dollar amounts must match. The fee for the parks pass is added during processing and EZ renewal does not allow new charges at processing. If the printer jams, will reprint registration reprint the registration and the permit? Yes, but it will be limited to the original printing. The customer will have to go through KDWPT to replace a lost or damaged parks pass. Will void registration also void the permit? The general answer is yes, it will void both. In most cases, you will void a registration while the customer is in the office, so you would not give him the parks pass. If the void is done after the customer leaves, there is no way to get the parks pass back or to void it. Will a void statement give the option to void the registration, the permit, or both? From an ATMM perspective, void statement voids everything on the statement. You have to complete void registration in MOVRS to fully void a statement. Will the financial receipt reflect both fees? The financial receipt will display the parks pass fee, but the registration receipt will not. 8 Updated: 12/11/12 Print This Page Back to Site Discount Kansas State Parks Passport to Debut in 2013 December 7, 2012 Passport available to residents registering their vehicles TOPEKA Kansans who enjoy visiting the state parks can count on at least two annual rituals renewing their vehicle registrations and buying their annual park permits. Currently, these tasks must be completed on separate occasions, at different buildings or online locations, and using separate transactions. That s about to change, thanks to a partnership between the Kansas Department of Wildlife, Parks and Tourism (KDWPT) and the Kansas Department of Revenue (KDOR). Beginning in 2013, Kansas motor vehicle owners will be able to buy an annual park vehicle permit as part of their vehicle registration process. The permit called a Kansas State Parks Passport will cost $15.00 (county treasurers can elect to add a $0.50 service fee). This lower-price, nontransferable permit will be available only during the vehicle registration process at a motor vehicle registration office, through the online vehicle registration site ( or when registering by mail. The Kansas State Parks Passport will expire when the vehicle registration expires a year later. During 2013, persons who would like to purchase an annual park permit before they register their vehicles can do so at any KDWPT office, KDWPT license vendor or through the KDWPT website, ( and then request a pro-rated refund for the difference in cost. Refund forms will be available from KDWPT state park offices or through the KDWPT website at ksoutdoors.com. Only Kansas State Park Passports purchased between January 1, 2013 and June 30, 2013 will be eligible for refund. Kansas residents (except seniors and persons with disabilities) and owners of vehicles not registered in Kansas who buy their park vehicle permits at a KDWPT office or vendor will have to pay the regular price for annual and daily permits. The regular annual park vehicle permit will cost $25.00, and the daily vehicle permit fee will be $5.00, including processing fees. To save even more starting in 2013, residents 65 years of age or older or persons with disabilities who display a special license plate or placard issued pursuant to state law can buy a park vehicle permit directly from a KDWPT office or vendor. Including processing fees, the cost will be $13.75 for annual vehicle park permits or $3.25 for regular daily permits. These lower-priced permits will not be available as part of the vehicle registration process. KDWPT pushed for the new passport in the 2012 legislative session. Kansas state parks receive modest funding from the state general fund but the amount has dwindled in recent years, resulting in significant challenges for park operations and maintenance. Robin Jennison, KDWPT Secretary, explained that the agency is striving to be less reliant on state general funds. The new annual permit will provide a lower cost way for families and young people to visit our state parks. It also will help expand our customer base, and provide a more reliable, consistent revenue stream to stabilize the funding pool so we can more effectively operate our state parks. We deeply appreciate the help of the Department of Revenue to make this happen, he said. Linda Craghead, Assistant Secretary for Parks and Tourism, added, The Kansas State Parks Passport will make it more convenient and affordable for Kansans to enjoy our 25 state parks. It will be a great way for families to reconnect with nature and each other, and help preserve the parks for future generations. Families can enjoy a whole year of adventure and outdoor activities for less than the cost of treating the family to a night at the movies.
