Impervious surfaces are items that prevent water from penetrating into the soil, such as driveways and rooftops. A maximum of 40% of some lots in residential zones can be covered with impervious surfaces (subject to certain allowances). The City code allows for the lot to be covered with an additional 5% of impervious surface (for a total of 45% lot coverage) via a deviation application if certain deviation criteria are met. The applicant proposed the use of retaining walls to maintain natural slope and additional vegetation to mitigate the landslide hazard on-site by reducing runoff. The applicant is also proposing the building design to use the geotechnical engineers suggested building practices with the use of matt waterproof foundation, minimal excavation, and foundation drainage path. 7 DETERMINATION OF NON-SIGNIFICANCE (DNS) Application Nos.: Description of proposal: Proponent: SEP (SHL16-014) Review under the State Environmental Policy Act (SEPA) to reconfigure the shared pier. The project consists of removing two existing wood mooring piles and constructing a new finger pier on a shared dock consisting of a 36-foot long by 6-foot wide walkway and supported by eight 8-inch wood support piles and a 13-foot 5-inch long by 6-foot wide connector to the main walkway. There is no other work to the existing dock. A new boatlift is proposed to be installed and a shoreline planting plan will be implemented.
