1 ORDER CALLING AN ELECTION TO RATIFY SCHOOL DISTRICT TAXES PURSUANT TO SECTION OF THE PROPERTY TAX CODE STATE OF TEXAS COUNTY OF DALLAS WHEREAS, the Board of Trustees of the Duncanville Independent School District ("District") seeks to ensure a high quality educational program for all of its students, and WHEREAS, the Board of Trustees is authorized to levy taxes to fund the maintenance and operations of the District and to pay the principal of and interest on bonded debt, and WHEREAS, the Board of Trustees has determined that a reduction of the interest and sinking fund tax rate by thirteen cents is necessary and an increase in the maintenance and operation tax rate by thirteen cents is necessary, and WHEREAS, the Board of Trustees has adopted a total tax rate for 2018 that exceeds the calculated 2018 rollback tax rate at a duly called and posted meeting in accordance with the Texas Open Meetings Act, Chapter 551, Texas Government Code, and WHEREAS, if the adopted tax rate exceeds the rollback rate, Section 26.08(a), Texas Tax Code, requires the registered voters of the District to determine, at an election held for that purpose, whether to approve the adopted tax rate, and WHEREAS, Section 26.08(b ), Texas Tax Code, requires the Board of Trustees to order that the election be conducted in the District on a date not less than thirty (30) days or more than ninety (90) days after the date on which it adopted the tax rate. NOW, THEREFORE, it is ordered by the Board of Trustees of Duncanville Independent School District that: Section 1. A special tax ratification election (the "Election") shall be conducted on Saturday, September 8, 2018 ("Election Day"), within and throughout the territory of the District at which all resident, qualified electors of the District shall be entitled to vote. Section 2. Except as otherwise provided herein, the boundaries and territory of the respective Dallas County election precincts that are wholly or partially within the territorial boundaries of the District are hereby designated as the voting precincts of the District for the Election. The precinct number for the District's election precincts shall be the corresponding Dallas County precinct number of each precinct. The Election Day polling places shall be as shown in Exhibit A. Section 3. Early voting, both by personal appearance and by mail, will be conducted in accordance with the Election Code. During the period early voting is required or permitted by law, being Wednesday, August 22, 2018, through Wednesday, September 5, 2018, early voting by personal appearance shall be conducted at the locations, on the dates and at the times as shown in Exhibit B. The main early

2 voting polling place for voting by personal appearance shall be located at the polling place as shown in Exhibit B. Section 4. At the Election, ballots shall be prepared to permit voters to vote "FOR" or "AGAINST" the following proposition: PROPOSITION A Approving the ad valorem tax rate of $1.52 per $100 valuation in the Duncanville Independent School District for the current year, a rate that is $0.13 higher per $100 valuation than the school district rollback tax rate, for the purpose of accessing additional local operating revenues. Section 5. The mailing address to which ballot applications and ballots voted by mail may be sent is as follows and must be received by mail at the following address no later than the close of business on August 28, 2018 for the Election: EARLY VOTING CLERK 2377 N STEMMONS FWY STE 820 DALLAS, TEXAS Section 6. The District shall give notice of the Election in substantially the form of this Order pursuant to the Election Code. Section 7. The Election shall be conducted by the Dallas County Elections Administrator pursuant to the terms of a contract for election services (the "Contract") and in accordance with the Texas Election Code, the Texas Education Code, the Texas Tax Code and the Constitution and Laws of the United States of America. Section 8. Pursuant to Section 26.08( d-1 ), Texas Tax Code, if the proposition to approve the adopted tax rate is not approved by voters at the Election, the assessor for the District shall prepare and mail corrected tax bills, reflecting a total tax rate of $1.52 ( consisting of a maintenance and operation tax rate of $1.17 and an interest and sinking fund tax rate of $0.35), which shall include a brief explanation of the reason for and effect of the corrected bill. Section 9. This Order hereby incorporates the provisions of the Contract, and to the extent of any conflict between this Order and the Contract, the provisions of the Contract shall control. The Superintendent of the District is hereby authorized to correct, modify or change the information in the attached Exhibits based upon the final locations, dates and times agreed upon by the Elections Administrator and the District as well as incorporate additional or different voting locations as designated by the Elections Administrator. Section 10. It is hereby found and determined that written notice of the date, place, and subject of this meeting as required by Texas Open Meetings Act, Chapter 551 of the Texas Government Code. 6 CONVOCATORIA A ELECCIÓN PARA RATIFICAR LOS IMPUESTOS DEL DISTRITO ESCOLAR EN CONFORMIDAD CON LA SECCIÓN DEL CÓDIGO DE IMPUESTOS A LA PROPIEDAD ESTADO DE TEXAS CONDADO DE DALLAS POR CUANTO la Mesa Directiva del Distrito Escolar Independiente de Duncanville ( el Distrito ) busca garantizar un programa educativo de alta calidad para todos sus alumnos, y POR CUANTO la Mesa Directiva tiene el poder de recaudar impuestos para financiar el mantenimiento y las operaciones del Distrito y para pagar la capital e intereses de la deuda garantizada, y POR CUANTO la Mesa Directiva ha determinado que es necesario reducir en trece centavos los intereses y la tasa de impuesto para el fondo de amortización, y es necesario aumentar en trece centavos la tasa de impuesto para mantenimiento y operaciones, y POR CUANTO, en una junta debidamente convocada y anunciada en conformidad con el Capítulo 551, Código de Gobierno de Texas, Ley de Texas de Juntas Abiertas, la Mesa Directiva ha adoptado una tasa impositiva total para el año 2018 que excede la tasa de impuestos de recuperación calculada para 2018, y POR CUANTO si la tasa de impuestos adoptada excede la tasa de recuperación, la Sección 26.08(a) del Código Fiscal de Texas exige que los votantes registrados del Distrito determinen, en una elección realizada con ese fin, si aprueban la tasa de impuestos adoptada, y POR CUANTO la Sección 26.08(b) del Código Fiscal de Texas exige a la Mesa Directiva convocar una elección en el Distrito para una fecha no menos de treinta (30) días y no más de noventa (90) días después de la fecha en que se adoptó la tasa de impuestos. AHORA, POR LO TANTO, la Mesa Directiva del Distrito Escolar Independiente de Duncanville ordena como sigue: Sección 1. Se llevará a cabo una elección especial de ratificación de impuestos ("la Elección") el día sábado, 8 de septiembre de 2018 ("Día de Elección"), dentro de y en todo el territorio del Distrito, elección en la cual tendrán derecho de votar todos los electores residentes y cualificados del Distrito. Sección 2. Salvo disposición en contario en esta misma orden, para fines de la Elección por la presente se designa como precintos de votación distritales a los límites y el territorio de los precintos electorales respectivos del Condado de Dallas que están, en total o en parte, dentro de los límites territoriales del Distrito. Para cada precinto, el número de precinto de los precintos electorales del Distrito serán los números de precinto correspondientes del Condado de Dallas. Los sitios de votación del Día de Elección serán los que aparecen en el Anexo A. Sección 3. La votación anticipada, tanto en persona como por correo postal, se realizará en conformidad con el Código Electoral. Durante el período en que la ley exige o permite la votación anticipada, es decir, del miércoles 22 de agosto de 2018 al miércoles, 5 de septiembre del 2018, inclusive, la votación anticipada en persona tomará lugar en los sitios, en las fechas y a las horas que aparecen en el Anexo B. Sección 4 Las papeletas de votación de la Elección se prepararán para permitir a los votantes votar A FAVOR o EN CONTRA la siguiente proposición: PROPOSICIÓN A Aprobar la tasa de impuestos ad valorem del año actual de $1.52 por $100 de valor tasado en el Distrito Escolar Independiente de Duncanville para el año actual, lo cual representa una tasa de impuestos $0.13 más por $100 de valor tasado que la tasa de impuestos de recuperación del distrito escolar, con el fin de tener acceso a ingresos locales para operaciones. Sección 5. La dirección postal a la que se debe enviar las solicitudes para papeletas de votación, y las papeletas de votación mismas, es la que aparece a continuación, y se deben recibir por correo a la siguiente dirección a más tardar para el cierre de operaciones del 28 de agosto de 2018, para la Elección: EARLY VOTING CLERK 2377 N STEMMONS FWY STE 820 DALLAS, TEXAS Sección 6. El Distrito notificará la Elección substancialmente en el formato de esta Convocatoria en conformidad con el Código Electoral. Sección 7. El Administrador Electoral del Condado de Dallas realizará la Elección según las condiciones de un contrato de servicios electorales ("el Contrato") y en conformidad con el Código Electoral de Texas, el Código de Educación de Texas, el Código Fiscal de Texas y la Constitución y las Leyes de los Estados Unidos de América. Sección 8. Por la presente, se autoriza al Superintendente del Distrito corregir, modificar o cambiar la información de los Anexos adjuntos, con base en los sitios, las fechas y las horas definitivas acordados por el Administrador Electoral y el Distrito, así como incorporar sitios de votación adicionales o distintos según indique el Administrador Electoral. Sección 10. Se establece y determina por la presente que el aviso escrito de la fecha, el lugar y el tema de esta junta, según exige el Capítulo 551, Código de Gobierno de Texas, Ley de Texas de Juntas Abiertas.
