1 RESIDENTIAL ACCOMMODATION, FURNITURE, LABOUR CHARGES, CLEANSING MATERIAL, NEWSPAPER/MAGAZINE, TELEPHONE ETC. GENERAL OSR:25(1) i. No officer shall be entitled as of right to be provided with residential accommodation by the Bank. It shall, however, be open to the Bank to provide residential accommodation on payment by the officer a sum equal to 1.20% of the pay in the first stage of the scale of pay in which he/she is placed or the standard rent for the accommodation, whichever is less. ii. iii. iv. OSR:25(2) Where residential accommodation is provided by the Bank, the charges for electricity, water, gas and conservancy shall be borne by the officer. OSR:25(3) Wherever possible, the Bank may at its discretion provide essential furniture to eligible officers on such scale as may be prescribed from time to time by the Managing Director or the Chairman, subject to the recovery of a monthly rental of 0.25% of the pay in the first stage of the scale of pay in which the officer is placed. OSR:25(4) An officer provided with such accommodation shall vacate it, if he is transferred to another station, on the day which he hands over charge of his appointment or if he proceeds on leave, on the day from which his leave commences. Provided that the competent authority may permit retention of such accommodation by the officer for such time on such terms and conditions laid down by the Managing Director. v. The facility of leased residential accommodation has also been extended to all our officers on deputation to Regional Rural Banks. The scale of rental for such leased accommodation will depend upon the place of their posting at non-specified centres. Rental ceiling for leased accommodation, car parking charges and reimbursement of maintenances charges have been revised vide ecircular CDO/P&HRD-PM/3/ dated w.e.f I. Rental Ceilings for leased accommodations The lease rental ceilings except for Mumbai and New Delhi are as follows: Grade Major A * A Category B Category C Category / Scale V IV III II I

Car parking charges: The centre wise ceilings for payment of car parking charges per month are as under: Category of centre Major A A B Amount Rs. 1000/- p.m. Rs. 600/- p.m. Rs. 300/- p.m. III. Reimbursement of maintenance charges: The centre wise ceiling for payment of society maintenance charges per month over and above the lease rental ceiling prescribed is as under: Category of centre Major A A B C Society Maintenance Charges (Maximum) Rs.1250/- p.m. Rs. 925/- p.m. Rs. 625/- p.m. Rs. 300/- p.m. IV. Reimbursement of brokerage charges: It has been decided that brokerage/commission paid by an officer upto a maximum amount not more than one month rental ceiling applicable to the officer within his entitlement to estate agents/property dealers may be reimbursed on production of receipts. Instructions and guidelines to be ensured: i) The revised ceilings are the outer limits. All efforts should be made to secure residential accommodation at lower rates where possible. ii) The lease rentals of the accommodation already leased to the Bank should not be revised till the contracted period expires or lease is due for renewal and enhancement is asked for by the landlord and is in accordance with the prevailing market rent in the locality. iii) The officers, who have their own houses / flats constructed / purchased under the Bank s Individual Housing Scheme, at the centres where they are posted, should as far as possible, occupy their own houses/ flats. They may, however, be permitted leased accommodation, if they experience any difficulty in occupying their own houses. Further, if the particular assignment has a designated house, the same should be invariably occupied by the incumbent.
3 iv) Under the Bank s Co-operative Housing Loan or Individual Housing Loan Schemes, it is incumbent on the part of employees to offer the houses/ flats constructed/ purchased there under on lease to the Bank. It is imperative that the residential accommodation available under this arrangement should be effectively requisitioned and utilised in order to ensure that the expenditure on leased residential accommodation is kept to the minimum. v) Flats/ houses already leased to the Bank by employees/ officers on economic rent basis should not be released except for the occupation of the employee concerned till the loan is fully liquidated. vi) The officers posted in Corporate Centre Establishments and Inspection & Audit Department should also be provided Bank s flats strictly on first come first serve basis at par with local officers posted at the centre. vii) The revised lease rental ceilings shall be applicable w.e.f Advance rental to land lord may be reimbursed upto 12 months in the centres where the practice of advance leased rental is in place. Such centres may be notified by the Circle CGMs. Trainee Officers (TOs): (i) A TO is permitted during the training period to avail leased accommodation at his previous place of posting from where he is promoted or at a convenient place within the Circle to keep his family. (ii) A TO who avails of the above facility is permitted traveling expenses in respect of his family members from a place where he was posted before his promotion to the place of choice, if any, as well as expenses for transportation of his household luggage, provided he actually shifts his family to such a place. (iii) The option should be exercised before commencement of the first branch training and cannot be revoked during the entire period of training. (iv) On availing the facility, HRA is not payable to the TO. Usual recovery at the rate of 4% of the first stage of his basic pay is made from his salary. (v) A TO who avails of this facility is not permitted reimbursement of traveling expenses in respect of the members of his family and cost of transportation of household luggage on account of his subsequent postings during the entire training period, while his own traveling expenses would be paid as usual. (vi) At the end of training period, the TO is permitted to shift his family as well as household luggage to his place of posting from the place where the family was allowed to be stationed. Probationary Officers (POs): The above facility is extended to POs also after they report to the first branch. FACILITY OF LEASED ACCOMMODATION AT A PLACE OF CHOICE (w.e.f ) Officers in scale I to V may be permitted to avail leased house facility at a place of choice anywhere within the country. The rental ceiling for the officers posted outside the circle will be that of the centre where the leased accommodation facility is availed or the place of posting, whichever is lower. However, if the officer retains the lease accommodation at the previous place of posting (place other than within the circle), the lease entitlement of that place will be applicable for one year from the date of his transfer, if the entitlement is lower at the place of posting. In such cases, after completion of one year the entitlement will be the rental ceiling applicable to place of posting or the place of leased accommodation, whichever is lower. (ecircular: CDO/P&HRD- PM/35/ dated June 22, 2011).
4 Where an officer avails leased accommodation facility at a place of choice other than his place of posting within the Circle, the rental ceilings applicable at the place of leased accommodation shall be applicable. (ecircular No. : CDO/P&HRD-PM/39/ dated, July 09, 2011). BANK FLATS At many big centres, Bank has constructed/purchased flats for providing residential accommodations to the officers. Officers are require to occupy the Bank s flats first and they will be provided with the leased accommodation /if flats are not available. FURNITURE & FIXTURE (ecircular CDO/P&HRD-PM/59/ dated ) (i) (ii) (iii) AII officers, including officers in specialist category, in JMGS-I to SMGS-V who are governed by the SBI Officers' Service Rules 1992 will be eligible for availing of the facility. Accordingly, officers who have joined the Bank on contract and/or whose remunerations have been fixed on CTC basis will not be eligible for availing of the facility. Those, living in ancestral house can also avail of the facility. Under the proposed scheme, officers will henceforth be allowed to purchase the essential items of furniture/fixtures of their choice within the cost prescribed herein for each grade from reputed dealer at the place of residential accommodation/nearest big centre. Monetary ceilings for purchase of furniture/fixtures for various grades is be as under: Grade/scale Max. Replacement of Curtains Curtains may be replaced after 3 years from the date of purchase/supply within the following subceiling of furniture & fixture purchased under the new F&F Scheme. 6 JMGS -I Rs. 9,000 MMGS-II Rs.10,000 MMGS-III Rs.10,000 SMGS-IV Rs.10,000 SMGS-V Rs.15,000 After purchasing the furniture/fixtures from reputed dealer, the officers will have to use the same for 10 years. Thereafter, the ownership of the furniture/ fixtures will be transferred to the officers. At the time of retirement/voluntary retirement/exit/removal/dismissal of the officer, if an officer has put in more than five years of service from the date of reimbursement for furniture/fixtures, no recovery shall be made from him and the ownership of Bank's furniture/fixtures will be transferred to him. However, if an officer is retired/voluntarily retired/removed/dismissed or allowed to exit from the service within 5 years from the date of reimbursement for furniture/fixtures, the book value of the furniture/fixtures will be recovered from his terminal dues. In case of death of the official while in service, the family of the deceased officer will be given the furniture/fixtures already purchased by that officer free of cost and the book value of the same will be written off from Bank's book. The curtains and inverter battery being consumable items, may be given to the officers (in all scales) who retire on superannuation, free-of-cost irrespective of its age. The bookvalue, if any, may be written off as per the extant instructions. Furniture rent recovery shall 25% of the first stage of the scale of pay in which the officer is placed. Officers on probation are also entitled for furniture & fixtures as per entitlement applicable to these scale. Payment of Lumpsum Amount for Repairs etc Annually in the month of January the officers will be eligible for reimbursement of expenses of expenses on account of repairs, charges for washing of curtains, etc. on certificate basis as under: Category of officers No. of calls per month (w.e.f ) JMGS-I 300 MMGS-II & III 450 SMGS-IV 1250 SMGS-V JMGS-l : Rs. 9,000/- p.a. MMGS-II&111 : Rs. 10,000/- p.a. SMGS-IV : Rs. 11,000/- p.a. SMGS-V : Rs. 12,000/- p.a. On promotion, an officer may become eligible for higher ceiling for purchase of furniture/fixture.
7 Clarifications: For officers retired/retiring before the month of January, lump sum amount for the year in which the officer retires may be paid on pro-rata basis for the no. of months(s) officer was in service during the year (February to January taken as 12 months). If husband and wife both are working as officers in our Bank: a) Either at the same centre, OR b) or both are working at different centres and have been supplied furniture items separately and later come to stay at the same centre, the officers in such situation may be allowed to hold two sets of furniture. The storage of excess furniture, if any, may be arranged by the officers at the own cost. Purchase of furniture items through Internet is not permitted. An officer staying in ancestral house is eligible to avail the furniture facility. Those who avail furniture to the extent of 50% or more of their entitlement may be paid full annual maintenance lump sum allowance applicable to his substantive grade. Those who avail furniture to the extent of less than 50% of their entitlement may not be paid any annual lump sum amount. Fixtures are part of the furniture entitlement and additional ceiling for the fixtures have not been provided for in the new scheme. However, if the officers are residing in the Bank's flat, the items viz. Ceiling Fans, Tube lights and Geysers provided in the flat should be treated as part of fixed fixture items (such as in-built almirah, grills, etc.) and may not be removed on account of transfer of the officer. When an officer is transferred to a centre where he is allotted Bank's flat, he may be permitted to hold 2 sets of such fixtures (one that he may be carrying from the leased house, etc. provided to him at previous centre) and the storage of such additional set of fixtures may be arranged by the officer at his own cost. However, for the purpose of overall ceiling, the original cost of only one set of fixture of lesser value may be considered. An officer can avail the facility to purchase new electronic items 6 times only during his entire service, and for purchase of furniture, the facility will continue to be availed 3 times only during his entire service as per extant instructions. At present, the ownership of Bank's furniture and fixtures is transferred to the officer at time of retirement on attaining superannuation at the following rate 1. Furniture with more than 5 years of age: Free-of-Cost. 2. Items with more than 4 years of age: at 20% of the original cost. 3. Items with more than 3 years of age: at 40% of the original cost. 4. Items with more than 2 years of age: at 60% of the original cost. 5. Items with more than 1 year of age: at 80% of the original cost. 6. Items with less than 1 year of age: at 100% of the original cost. The depreciation of the furniture and fixtures may, be calculated on the actual age of the items as on the date of retirement of the officer, by calculating the depreciation on monthly basis for the period over and above the age completed on yearly basis For example, if the age of the furniture is 4 years and 11 months, the depreciation will be calculated, apart from the completed age of 4 years, for 11 months also on monthly basis. The difference amount, if any, in the book-value and sale value should be written off. The above instructions are also applicable to the families of deceased officers who die while in service.

Mattresses, curtains and inverter battery 3 years Furniture/Fixtures: The electronic items and mattresses that are 3 year old at the time of retirement of the officer should now be provided free-of-cost to retiree officer, and the depreciated book-value thereof should be written books of the Bank. The existing instructions of providing 5 years old furniture items free-of-cost to the retiring officers continue as hitherto: e- Cir/289/ RESIDENTIAL TELEPHONES (ecircular : CirDO/HR/149/ dated ) - All officers of MMGS-II and above are eligible for the facility of official telephone at their residences. Officers in JMGS-I are eligible for certain positions with the permission of competent authority. - Carry over of unused calls in a particular month permissible up to the end of each calendar quarter. - For reimbursement purpose, MTNL/BSNL rates may be treated as base rates. - Interanet/broadband charges may be included within the entitlement.
