2 Review of meeting minutes and follow up actions Remarks from the Co-Lead Update on Cash Activities The minutes of last meeting was reviewed and necessary corrections effected. It will be sent out to all partners and OHCA after the meeting. The coordinator requested partners to provide regular update about on-going and planned CBIs to avoid duplication of effort. This update should include communities or locations where the partners have previously carried out CBT and on-going projects. The co-lead encouraged the partners to sustain their participation in the MOFCOM meeting. He also requested the partners to make presentations on lessons learned, achievements and innovations on CBT at CWG meetings. He advised that the responsibilities of the Cash Coordinators at local level should be clearly stated in the TOR. All partners should understand their role during the meeting, on who to call for meetings, who to provide venue, who to take minutes and other responsibilities. PLAN International Implementing cash for education in Bahuli, Mijili and Bahul in Mubi North LGA School children will benefit from the sum of NGN11,900 naira per term. Their households are part of the beneficiaries benefitting from the unconditional cash transfer. 3,000 beneficiaries will receive unconditional cash in Bahuli, Mijili, Sabon Gari in Mubi North and Warambuge in Michika LGA. DRC DRC are implementing both unconditional and Cash for Work. Minutes of meeting to be shared with partners and OCHA Admin to request the Cash Coordinator in Maiduguri to update the TOR highlighting the roles and responsibilities of participating partners in terms of resources and activities. Cash Coordinator to shared revised ToR before the next meeting. The revised ToR to be endorsed at the next meeting. DRC and Oxfam to have bilateral meeting to discuss CBI in Madagali LGA to avoid duplication. C4W harmonization Task Team to hold inaugural meeting at DRC office on 8th February. The Team members are Rasheeda Sulaiman and Mohammed Abdu from Oxfam, David Malgwi and Yohanna Mwada from PLAN, Ramzy Edah and Momsiri Gambo from DRC, and Yanuwa Saleh and Abdullahi Bala from IRC. Partners to give update on the health and nutrition needs in Madagali LGA and new arrival of IDPs in Lassa. Admin to setup WhatsApp group when more partners have joined.
3 DRC has commenced the registration of 136 beneficiaries in Kankilia, Vi, Shafatilijo, Futules, Muva, Betso, Wummu, Didif and Hurda communities of Mubi North and Michika LGAs for the cash for work activity for the EUTF and FFP. The proposed daily wage rate for EUTF is 1400 for a periond of 12 days, which amounts to 16,800 while the daily wage rate for the FFP is a fixed amount of 1,400 for 15 days which amounts to 21,000. Before deciding on the rate of the stipend, DRC looked at the Minimum food basket requirement which is supposed to be at least 70% of N25,232. DRC also referred to the sphere standards which states that value set for transfers is context-specific and calculations should be based on population s priorities and needs, prices for key goods expected to be purchased in local markets and additional related costs and objectives of the programme, for example, covering food needs based on the food basket or providing employment based on the daily labor rate. DRC is also implementing a project funded by OFDA to provide beneficiaries with unconditional cash grants using vouchers worth a thousand naira. United Bank for Africa (UBA) and Microfinance bank in Michika will be used to transfer cash grants, unconditional cash and cash for wok stipends to beneficiaries in Michika. DRC to pilot test the vouchers before use in Michika, Mubi and Uba markets. CRUDAN/TEARFUND 1875 households comprising 607 in Dille, 745 in Lassa and 523 in Wamdeo in Askira Uba LGA benefitted from cash for seed protection (irrigation), each household received the sum of NGN 36,000. Currently running an income generating activity in the just concluded NGR3 project. NGN 190,000 cash grants was given to 9 sets of beneficiaries constituting of 15 members each in Dille, Mussa, Muthagu, Makaka, Rugudum, Giwa Higi, Wambilimi, Yambule and Michika II of Askira Uba, Madagali and Michika LGAs respectively to start up a business. NRC No update IRC IRC has commenced the registration of the cash for work beneficiaries in the 12 selected communities of Michika, Mubi north, Mubi South, Hong and Askira Uba LGAs. These communities include, Kala a, Fadama Reke, Muchalla, Vimtim, Gimma, Yaskule, Jigilambu, Muda, Sebore, Mufa, Uba Husara and Lamorde
4 Cash Mapping Cash transfer collection process Issues/challenges/g aps/opportunities to present at Yola, Maiduguri and Abuja communities for the year 2. IRC plans to use cash transfer agents for the transfer of cash to beneficiaries. IRC in collaboration with other partners which include, REACH, CRUDAN, PLAN, CISCOPE, LPF, OXFAM and DRC carried out a joint assessment in Adamawa, Borno and Yobe states. Locations for Adamawa state include Askira, Michika and Madagali LGAs. The objectives of the assessment include: to determine the functionality of the markets, to determine the type of modalities that are more prevalent in the locations and to also check the delivery mechanism with preference to the beneficiaries. The analysis of the assessment is ongoing, the report will be ready by 22 nd February, 2018 which will be reviewed in Maiduguri. Final report to be ready by 3 rd March, Oxfam Rounded up the third round of the unconditional cash transfer to the 853 households in Kubu, Kumapza, Butuku, Ghantsa, Gurhangwal, Yazza, Bakin Dutse, Ghumbili, Ngurgwu, Wanu and Yinnagu communities of Madagali LGA, Borno State. Each household received NGN 20,000 each month. 171 households with malnourished children receiving treatment at Bazza Margi, Jigalambu, Minkitsi, Moda, Tsukunmu and Wasila primary health care clinics, Michika LGA and Kirchinga Madagali LGA were shared by IRC nutrition team to Oxfam to benefit from unconditional cash of NGN 20,000 each for one round. Partners are requested to share information on their cash activities through their focal points. To encourage information sharing and cross fertilization of ideas among the CWG partners, partners agreed to make presentation on their projects during the CWG meeting There is need to continue to strengthen Cash coordination among partners to avoid duplication and encourage joint planning. There is need for capacity building/training for cash partners from CaLP Issues with service providers (Airtel) is still under discussion at Maiduguri CWG level. A task team has been set up in Maiduguri to map and review financial service providers. All technical related issues to be supported by the cash Technical Coordinator.
