In its Memorandum-Directions of 18 January 2016 (Wai 2200, #2.6.14), the Waitangi Tribunal asked parties to file quarterly research updates for the Porirua ki Manawatū Inquiry by midday, Friday 12 February These updates are to cover: (a) (b) (c) (d) (e) research completed, to date; newly-commissioned research; upcoming filing dates; research hui; and any other relevant information. 2. This is the seventh research update from Crown Forestry Rental Trust (the Trust). Research Completed, to Date 3. On 29 January 2016, the Trust filed the Rangitikei River and its Tributaries Historical Report (authored by Mr David Alexander) on the Wai 2200 Record of Inquiry (Wai 2200, #A187). This report is also recorded as Wai 2180, #A040. The Trust commissioned this report as part of the Phase Two technical research programme for the Wai 2180 Taihape: Rangitīkei ki Rangipō Inquiry. This report is for the benefit of all claimants with interests in the Rangitīkei awa across both the Porirua ki Manawatū and Taihape Inquiries. 4. The Trust respectfully requests that the accompanying document bank (Wai 2180, #A040(a)) is also filed on the Wai 2200 Record of Inquiry. 5. 2 (a) (b) Te Reo Sources: Niupepa and Raukawa-held sources Document Bank; and Māori Land Court Minutes (18 volumes). Trust-Commissioned District Overview Technical Research Projects 6. Since the Trust s last quarterly research update of 2 October 2015 (Wai 2200, #6.2.52), the Trust has completed contracting the six district overview research projects for Phase One of the Porirua ki Manawatū technical research programme. Details regarding each of these projects are set out below and in Appendix 1. Appendix 2 contains each of the final District Overview Technical Research Project Briefs. Block Research Narratives 7. Tony Walzl of Walghan Partners has been commissioned to undertake the Block Research Narratives research project. This is a district overview research assistance project. This contract commenced on 11 January The draft report is due on 14 October The final report and document bank are due on 9 December Public Works Issues 8. The Public Works Issues report and accompanying database is being prepared by Heather Bassett and Richard Kay of Bassett Kay Research. This contract commenced on 1 February The draft report is due on 27 January The final report, document bank, and final Public Works Takings Database are due on 27 March Environmental and Natural Resource Issues 9. The Vaughan Wood Research Cluster (led by Drs Vaughan Wood, Garth Cant, and Terry Hearn) has been commissioned to prepare the Environmental and Natural Resource Issues project. This contract commenced on 30 November The draft report is due on 5 December The final report and document bank are due on 20 February The first progress report for this project was distributed to the Wai 2200 distribution list (sans Crown Law representatives) and Approved Clients for comment and feedback on 11 February Local Government Issues 11. Suzanne Woodley is undertaking the Local Government Issues research project for the Inquiry. The draft report is due on 15 August The final report and document bank are due on 25 October 2016.
3 12. Ms Woodley has submitted two progress reports related to this project, to date. These were distributed to parties on 2 December 2015 and 11 February 2016 respectively. Inland Waterways Historical Report and Inland Waterways Cultural Perspectives Report 13. Te Rangitāwhia Whakatupu Mātauranga (led by Principal, Dr Huhana Smith) has been commissioned to prepare two complementary technical research reports related to waterways in the Inquiry, Inland Waterways Historical Report and Inland Waterways Cultural Perspectives. Both contracts for these projects commenced on 11 December The draft Inland Waterways Historical Report is due on 13 February The final report and document bank are due on 12 May The draft Inland Waterways Cultural Perspectives project is due on 12 July The final report and document bank are due on 26 August Trust-Commissioned Ngāti Raukawa and Affiliated Iwi/Hapū Historical Issues Research Projects 16. The Trust has completed contracting for the four Historical Issues research projects commissioned for Ngāti Raukawa and affiliated iwi and hapū. Details regarding each of these projects are set out below and in Appendix Appendix 3 contains each of the final Historical Issues Project Briefs. Historical Issues Project 1: Custom, Colonisation and the Crown, The Custom, Colonisation and the Crown, report is being undertaken by Professor Richard Boast. This contract commenced on 15 December The draft report is due on 31 October 2016, and the revised draft report is due on 16 December The final report and document bank are due on 27 February Historical Issues Project 2: Crown Action and Māori Response, Land and Politics The Crown Action and Māori Response, Land and Politics project is being undertaken by ARRK Ltd. The Principal Historian for this project is Dr Robyn Anderson. This contract commenced on 11 January The draft report is due on 13 February The final report and document bank are due on 1 May Historical Issues Project 3: Māori Aspirations, Crown Response and Reserves The Māori Aspirations, Crown Response and Reserves project is being undertaken by Dr Paul Husbands. This contract commenced on 26 January The draft report is due on 27 February The final report and document bank are due on 28 April 2017.
4 Historical Issues Project 4: Rangatiratanga versus Kāwanatanga, ARRK Ltd is also responsible for the fourth historical issues project, Rangatiratanga versus Kāwanatanga, Dr Grant Young is the responsible Principal Historian. This contract commenced on 11 January The draft report is due on 16 January The final report and document bank are due on 17 March Trust-Commissioned Oral and Traditional History Projects 22. As set out in the Trust s previous research update, Peter McBurney is currently working on the Oral and Traditional History project for Tūmatanui Incorporated Society. This project is expected to be complete in May Trust staff are currently liaising with Te Hono ki Raukawa regarding their Oral and Traditional History project. We expect this to commence shortly. 24. Funding for Tū Te Manawaroa s Oral and Traditional History Scoping Project was approved by Trustees in November Trust staff look forward to continuing to engage with Tū Te Manawaroa regarding this project. Upcoming Filing Dates 25. The next milestones due to be received for the Trust-commissioned research projects are the first progress reports for the Historical Issues Project 1: Custom, Colonisation and the Crown, and Inland Waterways Cultural Significance projects. These are due on 29 February 2016 and 1 March 2016 respectively. 26. Trust staff will distribute all milestones to Approved Clients and claimants for feedback. Progress reports are not for filing on the Record of Inquiry, and are provided to parties as an update on the various projects and to obtain any feedback/comments. 27. As the four Historical Issues projects are specific to Ngāti Raukawa and affiliated iwi/hapū, Trust staff will work to compile a separate distribution list for these projects. Claimants and counsel who are of Ngāti Raukawa and/or affiliated iwi/hapū are asked to forward their contact details to Nicola Kiri Smith for this purpose (see contact details at paragraph 35 below). Research Hui 28. The Trust is convening two introductory research hui related to the six district overview technical research projects on Saturday 13 February The hui details are: (a) 11am 1pm at Feilding Civic Centre, 84 Aorangi Street, Feilding; and
5 (b) 3pm 5pm at Otaki Memorial Hall, Main Street, Otaki. 29. The purpose of these hui is to allow Approved Clients and claimants to meet the researchers responsible for the district overview research projects kanohi-ki-te-kanohi, and to ask any questions, as well as proffer any relevant source material and/or potential case studies to the research teams. All parties are welcome to attend these hui. 30. Trust staff are working to confirm a second round of introductory hui in March 2016 to afford those who are unable to attend the opportunity to meet the researchers too. 31. Introductory hui for the four Historical Issues projects are to be held on Saturday 12 March All parties who are members of Ngāti Raukawa and affiliated iwi/hapū are encouraged to attend these hui. The times and venues for the hui will be confirmed as soon as possible. 32. Trust staff are also working with claimants in the Taihape and Porirua ki Manawatū Inquiries to arrange research hui regarding the Rangitīkei River Cultural Perspectives Report, which Hohonu Ltd (Dr Robert Joseph, Paul Meredith, and Leah Gifford) are currently working to finalise. The draft report was distributed to all parties for comment and feedback on 14 January This report is intended to complement the recently filed report Rangitikei River and Its Tributaries Historical Report by David Alexander (Wai 2200, #A187). 33. Details regarding a research hui to discuss the draft Rangitīkei River Cultural Perspectives report will be distributed as soon as possible. Trust Staff 34.
