2 About NGO Coordination and Resource Centre, Nagapattinam The NGO Coordination and Resource Centre (NCRC) is an institutional mechanism for regular, coordinated and transparent interaction between the Government Departments, NGOs and the communities affected by the Tsunami in Nagapattinam District. NCRC has been functioning since 01 Jan 2005, as the NGO Coordination Centre and was focussed on trying to coordinate the relief efforts as best as possible. During the relief phase the Centre was run by numerous volunteers from all over the country and even from abroad. In the current rehabilitation phase, NCRC aims to support the different stakeholders by: researching and building up a knowledge base around issues and sectors relating to rehabilitation providing technical expertise to facilitate the development of sectoral and regional perspectives collecting reliable relevant data and making this easily available to all stakeholders contributing to appropriate and relevant policy formulations Facilitating community participation in the decision making process so that the community perspective is clearly articulated. The NCRC is now run by a team of competent professionals and it seeks ensure that the needs of the tsunami affected communities are met through a rehabilitation process that is effective and sustainable. In the G.O. second read above the Government have constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in the G.O. first read above. 3. The Chief Engineer (W.R.O) submitted proposals for desilting and strengthening of various Canal banks in Nagapattinam district for a total sum of Rs Crores. The Officer on Special. Duty (R&R) and Project Director (ETRP and TEAP) placed the same before the Empowered Committee meeting held on The Empowered Committee has approved the projects submitted by Chief Engineer (WRO), among others. 4. The Government, after careful consideration accept the recommendation of the Empowered Committee and accordingly, sanction a sum of Rs Crores (Rupees Nineteen Crores GO Compilation: Vol II 6

From the Collector, Nagapattinam Letter No.64220/J1/2004 dated Minutes of the Meeting of the State Level Committee on Calamity Relief Fund Schemes held on ** In the letter first read above, the Collector, Nagapattinam District has sent further proposals for sanction of additional funds from the Calamity Relief Fund for expediting the ongoing tsunami relief and rehabilitation works in Nagapattinam District. 2. The Collector, Nagapattinam has stated in his letter read above that the return of normalcy to the operation of mechanical vessels in Nagapattinam depends on the availability of pettis. Unlike other places Nagapattinam does not have a boat yard. A petti is a wooden box frame structure built by individual operators and used in the repair and maintenance of mechanical vessels. He has stated that their significance in the operations is due to :- (i) The damaged vessels recovered but still floating in water in port area can be brought ashore for repair works only if these pettis are available. (ii) The damaged vessels recovered and placed on the shore through cranes, after repair works are carried out, can be put in the sea through these equipments only and after repair, if the vessels are put to sea through cranes, the repair if any during the lifting and dropping process may reduce the sea worthiness of the vessel. 14 3. The Collector, Nagapattinam has reported that there are some operators in Nagapattinam area who were using pettis after building them on their own. About 40 such pettis were in use, each costing around 70,000/- to 75,000 rupees. The Collector has stated the pettis being frame structure have been damaged fully by the tsunami and have to be built afresh only. He has suggested that the operators may be given relief and associated linkages, in order to restore normalcy quickly. He has therefore requested the government to sanction an assistance of 35% subsidy and 65% loan for each of the 40 odd pettis by linking them to banks. 4. The proposal of the Collector, Nagapattinam was placed before the State Level Committee on Calamity Relief Fund Schemes in its Meeting held on and the Committee decided to sanction a sum of Rs.10.5 lakhs towards 35% subsidy for 40 pettis at the unit cost of Rs.75,000/-. 5. The Government after careful consideration, accept the decision of the State Level Committee on Calamity Relief Fund Schemes and sanction a sum of Rs lakhs (Rupees ten lakhs and fifty thousand only) towards 35% subsidy for 40 pettis at the unit cost of Rs.75,000/-. 6. The amount sanctioned in para 5 above shall be debited under 2245 Relief on account of Natural Calamities - 80 General 800 other Expenditure - I - Non - Plan - AB. Assistance for undertaking relief works in Tsunami affected areas - 09 Grants - in - aid - 01 Grants for current Expenditure (DPC AB 0918). 7. The Special Commissioner and Commissioner of Revenue Administration is authorized to draw and disburse the amount sanctioned in para 5 above as per the existing procedure to the Collector, Nagapattinam. From the Director of Fisheries letter No.67100/C3/2004 dated The Director of Fisheries in his letter read above has represented that the Tsunami that hit the Tamil Nadu coast on had severely damaged the properties of the Tamil Nadu Fisheries Development Corporation and TAFCOFED (Tamil Nadu State Apex Co-operative Federation) also and also to the Civil works under construction. He has estimated the damage as follows: TNFDC TAFCOFED - 70 lakhs - 10 lakhs Civil works for the fishing landing centre at Nagapattinam and Arcottuthori lakhs Total lakhs He has requested that the above amount may be sanctioned from the Calamity Relief Fund. 2. The above proposal was discussed in the meeting of the State Level Committee on Calamity Relief Fund Schemes held on and the committee has decided to release subsidy at the rate of 35% of the damages subject to a maximum of Rupees 3 lakhs in respect of the damages caused to the properties of TNFDC & TAFCOFED by the Tsunami. 3. The Government after careful consideration accept the recommendation of the State Level Committee on Calamity Relief Fund Schemes and accordingly sanction an amount of Rs.6 lakhs GO Compilation: Vol II 15

G.O.Ms.No.57, Revenue, dated From the Special Commissioner and Commissioner of Revenue Administration letter No.TRR 1/11999/2005 dated ORDER In the G.O. 1 st read above, a rehabilitation Rs.1526/- per family per month was sanctioned to the Tsunami affected families of coastal districts for the period of 3 months during February, March and April The Special Commissioner and Commissioner of Revenue Administration has reported that there is a ban on fishing activities by the mechanized boats, which is operational from the second fortnight of April till the end of May This means that the laborers connected with these mechanized boats will be without work till the end of May 2005 and therefore recommended that the said rehabilitation package may be extended for one more month. i.e., for the Month of May The government after careful consideration have decided to accept the recommendation of the Special Commissioner and Commissioner of Revenue Administration and accordingly extended the rehabilitation package of Rs.1526/- per family per month sanctioned in G.O. read above for the Month of May 2005 also. 4. Sanction is accorded for a sum of Rs crores (Rupees forty crores and sixty seven lakhs only) towards the expenditure approved in Para 3 above. 5. The expenditure sanctioned in Para 3 above shall be debited under 2245 Relief on account of Natural Calamities 80 General 800 other expenditure - I Non Plan AB, Assistance for undertaking relief works in Tsunami affected areas 09 Grants in aid 01 Grants for current Expenditure. (MS) No. 134, Revenue, dt From the Special Commissioner and Commissioner of Revenue Administration Lr, No.TRR 1/61869/2005, dated From the Director of Fisheries letter No /c7/2004 dated Minutes of the State Level Committee on Calamity Relief Fund Schemes meeting dated ORDER: The Director of Fisheries in his letter 8 th read above has stated that 97 mechanised fishing boats and 25 marine plywood vallams belonging to Kanniyakumari district were damaged due to Tsunami on the coast of Kerala when they had gone to Kerala waters for fishing. He has also stated that the Kerala fisheries authorities have made assessment of the damages and issued certificates to the effect. He has also reported that a Assistant Director of Fisheries was deputed to the concerned office in Kerala and superneck has also been done and that repair to the damaged boads were carried out on the coast of Kerala itself. He has requested for oders on the following. i) To accept the assessment of damages done by the officials of Kerala fisheries Department and relax the guideline issued earlier in G.O.M.s No. 61, Revenue, Dated Where in it has been stated that only the team of officials from Revenue and fisheries Department should make a joint verification of the damages. ii) To allow the joint Director of Fisheries to disburse the cheques to these boat owners directly in their names rather than to the implementing agency as specified in the guidelines issued earlier. The Special Commissioner and Commission of Revenue Administration has recommended the above proposal of the Director of Fisheries for sanction of assistance equivalent to 60% of the assessed damage to the 97 machanised boats and Rs /- or the actual assessed value for the 25 Marine plywood Vallam, may be places before the state Level Committee on Calamity Relief Fund Schemes. 3. Accordingly the proposal in para 2 above was placed before the said committee. The committee in its meeting on has decided to accept the request of the Director of Fisheries for providing relief to 97 mechanised boats and 25 vallams which were affected by the Tsunami when they were fishing in Kerala waters. and to accept the assessment of damages done by the officials of Kerala Fisheries Department and to allow the Joint Dirctor of Fisheries to disburse the relief amount to the boats owners directlyby cheque after assertaining that the repairs have been carried out on the scale approved in G.O, Ms,.No.48. It has also been informed that none of these boats was involved in any kind of illegal activity and they entered into Sri Lankan water unintentionally while carrying out fishing operations in deep sea and were seized by Sri Lankan Navy. The Director of Fisheries has therefore, jquested for grant of 35% of the replacement value of the boat subject to the maximum fixed to be paid as compensation to the above boat owners on par with the compensation package provided for fully damaged boats during tsunami as per G.O.Ms.No.61, Revenue, dated The Collector, Nagapattinam in the letter fourth read above has reported that out of 12 boats destroyed due to tsunami in Sri Lanka, seven boats belong to Nagapattinam District. 22 Commissioner of India, Srilanka in the Letter fourth read above has further stated that another 3 boats had been totally damaged and destroyed due to Tsunami and hence could not be salvaged. 3. The Special Commissioner and Commissioner of Revenue Administration has recommended that the above proposal of the Director of Fisheries may be placed before the State Level Committee on Calamity Relief Fund Scheme meeting. 4. The committee in its meeting held on , has decided to accept the request of the Director of Fisheries for extending the compensation package provided in G.O.Ms.No.48, Revenue, dated to 15 boats belonging to Tamil Nadu which have been destroyed by Tsunami while being berthed in Sri Lanka, as certified by Indian High Commissioner to Sri Lanka, subject to the condition that amount should be released only after a due verification of the registration certificate regarding the dimensions of the boat, capacity of the engine its value etc., 5. The Government accordingly permit the Director of Fisheries to extend the package of assistance to the 15 boats belonging to Tamil Nadu which have been destroyed by Tsunami while being berthed in Srilanka as certified by the Indian High Commissioner to Sri Lanka after due verification of the Registration Certificate regarding the dimensions of the boat, capacity of engine, its value etc. The amount shall be met from the fund sanctioned to the Director of Fisheries in G.O.Ms.No.48, Revenue, dated and as per the norms/guidelines issued in G.O.Ms.No.61, Revenue, dated and G.O.Ms.No.134, Revenue, dated shall be followed. 6. The State Level Committee in its meeting held on discussed the above proposal and decided to sanction Rs.4,87,140/- towards compensation for losses incurred by the Fishermen Cooperative Societies of Nagapattinam District by the Tsunami.
