1 Reuven Avi-Yonah is the Irwin I. Cohn Professor of Law and Director of the International Tax LLM Program at the University of Michigan, specializing in corporate and international taxation. He has served as a consultant to the US Treasury Department and the OECD on tax competition, and is a member of the steering group for OECD s International Network for Tax Research. In addition to prior teaching appointments at Harvard University (law) and Boston College (history), he practiced law with Milbank, Tweed, Hadley & McCloy in New York; with Wachtell, Lipton, Rosen & Katz in New York; and with Ropes & Gray in Boston. After receiving his BA, summa cum laude, from Hebrew University, he earned three additional degrees from Harvard University: an AM in history, a PhD in history, and a JD, magna cum laude, from Harvard Law School. He has published more than 150 books and articles, including Advanced Introduction to International Tax Law (Elgar, 2015), Global Perspectives on Income Taxation Law (Oxford University Press, 2011) and International Tax as International Law (Cambridge University Press, 2007). Yariv Brauner is a University of Florida Research Foundation Professor and a Professor of Law with the Levin College of Law at the University of Florida. Kim Brooks is Dean at the Schulich School of Law at Dalhousie University in Halifax, Canada. Tsilly Dagan (LLB and JSD, Tel Aviv University; LLM (in Taxation), New York University) is a Professor of Law at Bar-Ilan University, Israel. Her book International Tax Policy: Between Competition and Cooperation is forthcoming with Cambridge University Press. Jan de Goede is Senior Principal, Tax Knowledge Management at IBFD and has held several positions at IBFD, including Director of the Knowledge Centre. He performs various academic, teaching and government consultancy activities and is liaison officer for relations with the OECD, UN and ICC. He is Professor of International and European Tax Law at Lodz University, teaching also at several other universities. He worked for 19 years at the Dutch Ministry of Finance, heading the Divisions on Company Tax Legislation and Bilateral Tax Treaties. 519

2 Thomas Dubut is Associate Lecturer at the Sorbonne Law School and at the University Paris IX-Dauphine (France) and is an independent consultant in tax matters for the IMF (LEG, FAD), World Bank (IFC), Trademark East Africa, EAC and the German Development Agency (Giz). He was involved in the reform of the Burundi tax system as technical assistance advisor for the IMF Legal Department and worked recently on income tax harmonization policy issues for the East African Community funded by the GiZ. However, the views expressed herein should be attributed to the author and not to the organizations he works for. Alfredo García Prats is Full Professor of Financial and Tax Law at the University of Valencia (Spain) and Jean Monnet Chair of EU Law and Taxation at the same University. He has been Visiting Professor and Scholar in different foreign Universities, including Bergamo, Georgetown, Harvard, Leiden, Leuven, London, Pantheon-Sorbonne and Turin. He has participated for many years as Observer and Adviser for the Ad Hoc Group of Experts on International Cooperation in Tax Matters of the United Nations and has served as a Senior Counsel in the Legal Department of the International Monetary Fund. He focuses his research on international and EU tax law matters. Johann Hattingh is an Advocate of the High Court of South Africa and Associate Professor, Faculty of Law of the University of Cape Town, where he teaches the master s degree in international tax. He has been practicing international tax law mostly with PwC. He has conducted his doctoral research at the Centre for Tax Law at the Law Faculty of the University of Cambridge. He holds master s degrees in Tax Law from the Universities of Leiden and Cape Town. 3 Na Li is a Chinese lawyer and also licensed to practice in New York (United States). She specializes in cross-border investment and international tax planning. She obtained a Bachelor of Law degree from Fudan University in China in 2001 and a LLM (in Taxation) degree from Boston University in the United States in Starting from September 2012, Na works as a research associate and a PhD candidate in the Doctoral Program in International Business Taxation at Vienna University of Economics and Business (WU) in Austria. Belema Obuoforibo (CTA, ATT (Fellow)) is the Director of the IBFD Knowledge Centre, as well as the IBFD in-house tax specialist for the United Kingdom. Before joining IBFD, she worked for many years in London as a Chartered Tax Adviser. Belema is published widely in the field of cross-border taxation. Her experience as a lecturer in this area has taken her across Europe, Africa and the Caribbean. She has also worked in an advisory capacity for various African governments. Jeffrey Owens headed up the OECD tax work for over 12 years. He is trained as an accountant and economist. He has published widely in the area of public finance. After retiring from the OECD in 2012 he took up a post as Professor and Director of the WU Global Tax Policy Center in Vienna at the Institute for Austrian and International Tax Law, Vienna University of Economics and Business (WU), a research fellowship at the European Institute in Florence, a part time position as senior policy advisor to the Global Vice Chair of Tax at Ernst and Young and advisor to a number of governments and organizations. Pasquale Pistone is Academic Chairman of IBFD, Jean Monnet ad Personam Professor of European Tax Law and Policy at WU Vienna University of Economics and Business, Associate Professor of Tax Law at the University of Salerno, Professor Honoris Causa at the Ural State Law University, member of the Junge Kurie of the Austrian Academy of Sciences, editor of the World Tax Journal and of the IBFD Doctoral Series, as well as author and editor of various publications on European and international tax law. Diane Ring is Professor of Law and Thomas F. Carney Distinguished Scholar at Boston College Law School. She is US National Reporter for the 2012 IFA Conference on Debt-Equity; US National Reporter for the 2004 IFA Conference on Double Nontaxation; Fellow of the American College of Tax Counsel; author of numerous articles and chapters on international 521

Luís Eduardo Schoueri is Full Professor of Tax Law at the University of São Paulo Law School; Partner of the law firm Lacaz Martins, Pereira Neto, Gurevich & Schoueri Advogados; Vice President of the Brazilian Tax Law Institute (IBDT); member of the Law Academy of São Paulo; member of the Council for Legal and Legislative Issues of São Paulo s Industries Federation (FIESP); Vice President of the São Paulo s Commercial Association (ACSP); and Counselor of the Brazil-Germany Chamber of Commerce and Industry. He is author of several books and articles on tax law. He has lectured as Visiting Professor at the University of Florida Levin College of Law, the University Paris I Pantheon-Sorbonne and the Vienna University of Economics and Business. D.P. Sengupta joined the Indian Revenue Service in 1975 and retired as Chief Commissioner of Income Tax (Central), Delhi. He served as Joint Secretary in the Tax Policy and Legislation Division of the Ministry of Finance. He is also the former Joint Secretary of the Foreign Tax Division in the Ministry of Finance and was the Competent Authority for India. He is currently the Principal Consultant to the National Institute of Public Finance and Policy, New Delhi. Richard Vann is Challis Professor of Law at the University of Sydney and has taught at Harvard Law School, NYU Law School and the University of London. He worked in the past at the IMF and OECD and has held many Government consultancies in Australia, including Review of Business Taxation ( ), Review of International Taxation ( ), Australian Taxation Office Public Rulings Panel ( ) and Board of Taxation ( ). He is editor-in-chief of the IBFD Global Tax Treaty Commentaries. Danil Vinnitskiy is Head of the Eurasian Research Centre for Comparative and International Tax Law and Head of the Department of Tax and Financial Law of the Ural State Law University. He has authored more than 200 publications and is the General Editor of the Russian Yearbook of International Tax Law. He is a member of the European Association of Tax Law Professors and of the Presidium of the International Association of Financial Law as well as a member of diverse scientific councils. 522

5 Billur Yalti is Professor of Tax Law at the Faculty of Law of Koç University in Istanbul, Turkey. She is the author of books and articles on double tax treaties, EU direct taxation, value added tax, e-commerce taxation and taxpayers rights.
