17 Occupational Safety and Health Management System (OSHMS) in Hong Kong In 1999, Hong Kong Legislative Council resolved to approve the Factories and Industrial Undertakings (Safety Management) Regulation (Chapter 59AF) (F&IU (SM) Regulations) and came to effect in The Regulation requires proprietors and contactors to implement safety management system and conduct basic safety reviews in construction sites.
