4 JEOC Operational Standards & Procedures Joint Election Operation Centre was established just a month prior to the election day ECN senior officer coordinated the JEOC Participating Agencies - Senior Officers of Ministry of Home Affaires (MOHA), Nepal Army (NA), Nepal Police (NP), Armed Police Force (APF) and National Investigation Department (NID). The objective of the JEOC was secure elections through receiving instant information of the field offices where various activities were taking place during preparation and conduct of election. Actions for instant support to the field offices with required reinforcement with various resources including security.

5 JEOC Operational Standards & Procedures Each Agency involved in JEOC use to receive information from their own source and the received information get reconciled instantly with other agencies information and action were taken accordingly. The JEOC was equipped with state of the art of technologya large display of GIS map displaying all polling location and its situational data including the GPS data for emergency service, Computer connected to high speed internet connectivity, Facsimiles and Mobile SMS services. Regularly and as per demand the report of the day and hours was produced and provided to ECN for any exceptional decision making if any.

6 JEOC Operational Standards & Procedures International IDEA supported Electoral Risk Mitigation Unit was active to receiving information from the JEOC for data analysis and report preparation for ECN and for the JEOC as well UNDP/GIS unit was also supporting in preparation of GIS map including polling location display map which was displaying live situational map of polling locations JEOC is the concept the ECN and was established to supporting the operations of elections in countries like Nepal. JEOC s contribution was marked high in the success of the 2013 CA election

11 Key Achievements JEOC & ERMT Direct flow of information Good coordination between both teams Enhanced level of alertness within JEOC, for specific security measures to protect electoral actors, events, facilities and materials. Moreover, state security agencies were also alerted through the risk maps towards maintaining a high level of electoral security. Suggested action/s to JEOC and forwarded to ECN Helped ECN to implement and rectify the policy during the election Summarized the current security scenario in a single map.
