2 Overview The NYISO is identifying inconsistencies, ambiguities, and outdated material in the NYISO s Tariffs and proposing amended tariff language to resolve them. This presentation proposes changes to the energy and bilateral transaction provisions of the OATT and Services Tariffs, covering the market rules associated with bidding, scheduling and settlement of energy and bilateral transactions. These proposed changes are primarily ministerial; exceptions requiring software revisions are noted in this presentation. 2

7 Definitions Clarifications: Application, Bid, Bilateral Transaction, Compensable Overgeneration, Eligible Customer, Minimum Generation Bid, Normal Upper Operating Limit (UOL N ), Out-of-Merit Generation, Point(s) of Withdrawal, Real-Time Bid, Transmission Customer Deleted: Receiving Party and Delivering Party; and Replaced with Transmission Customer where applicable New: Real-Time Scheduling Window Defines the timing of the market close for the real-time market. Established to simplify tariff reference to the time period. 7

Section 4.2: Day-Ahead Markets and Schedules Documentation of bid creation for capacity units, timing of posting for statewide load forecast, removal of ancillary service bids in support of bilateral transactions; Clarification of payments for reliability schedules, bid modes and expectations, bidding requirement, bid usage in scheduling process(es); Clarification of response rate parameters of Bids; Explicit language describing or referencing settlements for External LBMP Market Transactions; and Ministerial edits and clarifications. 9
